Ellison House is a former aged-care home in Carlisle that the Western Australian Government announced in October 2024 it had purchased for a 20-bed medical respite centre. The planned service was designed to help people experiencing homelessness recover after acute illness and hospital care; it is transitional respite, not permanent housing or a conventional hostel.
What is Ellison House?
Ellison House is the name retained for a former aged-care property in Carlisle, Western Australia. On 18 October 2024, the Cook Government announced its purchase as a permanent base for a Medical Respite Centre. The government described a 20-bed service where people experiencing homelessness could recuperate after an acute medical condition and hospital care, with post-acute support on site. The word โpermanentโ in the announcement referred to a permanent home for the service, not permanent accommodation for its guests. PerthNow quoted Health Minister Amber-Jade Sanderson describing the model as resource-intensive and stays as potentially lasting weeks or months. PerthNow, 19 October 2024.
Who was the centre intended to help?
The stated purpose was to provide a place for people experiencing homelessness who needed to recover following an acute medical condition and hospital presentation or admission. The government announcement said the centre could accommodate wheelchair-bound patients and women who had experienced gender-based violence. It did not publish detailed eligibility rules or a referral pathway.

How much did the conversion cost?
PerthNow reported that more than $2 million had been spent retrofitting the former facility. The government announcement confirmed the purchase and planned centre but did not give a retrofit cost, so the spending figure should be attributed to the news report rather than treated as a government-published project total. Who was to run the service?
The government said the service would be delivered by Homeless Healthcare, Ruah Community Services and Uniting WA, with management by the East Metropolitan Health Service. PerthNow reported that the model included round-the-clock medical and support services and an on-site GP. The official announcement described a 24/7 respite centre, while the detailed staffing description was reported by PerthNow.

How does it relate to the Northbridge pilot?
Before the Carlisle site, the WA Government said a medical respite pilot operated from leased premises in Northbridge. PerthNow reported that almost 400 people used that pilot over two years. That is a reported usage figure, not an evaluation of outcomes: the available reporting does not establish how many users completed recovery, avoided hospital readmission or moved into stable housing.
