Elland Road has planning permission for a major expansion that would take its capacity from 37,645 to up to approximately 53,000. Work is underway, focused mainly on the West and North Stands, and Leeds United says the ground has continued to host matches during construction. No completion date has been established in the latest update.
How big will Elland Road be?
The approved project aims to increase the stadium’s capacity from 37,645 to up to approximately 53,000. Leeds City Council describes the expansion as phased, with capacity growth planned first in the West Stand and then in the North Stand. The figure is a project target, not a guarantee of the exact number of seats or matchday attendance.
Leeds United says the plans are intended to deliver UEFA Category 4 status, alongside improved seating, sightlines, concourses, hospitality and accessibility. Those are the club’s stated aims for the approved scheme.
What stands are included in the project?
West Stand
The West Stand is the first major focus. Leeds United announced on 3 June 2026 that work had begun there, starting with the removal of the Banqueting Suite.

North Stand
The North Stand is also part of the expansion. The club’s original hybrid planning application, submitted in July 2025, included detailed plans for the West Stand and an outline application for the North Stand.
South Stand
The approval announcement also includes targeted alterations to the South Stand. The principal capacity expansion is in the West and North Stands.

Has Leeds United got planning permission?
Yes. Leeds United announced the Plans Panel decision and planning permission on 8 January 2026. The council’s February planning statement described the approval as subject to detailed conditions, completion of a legal agreement and other matters in the planning report. By May, the council reported that permission had been secured and early works were underway.
The club’s July 2025 application described a proposed final capacity of 53,000. Its consultation questionnaire figures—98% support for the overall proposal, 97% for increased capacity and 98% for the designs—were reported by Leeds United and should not be read as results from an independent poll.

What construction is happening, and is the stadium open?
Construction is active while Elland Road remains in use for matches. In its update dated 30 September 2026, Leeds United reported ongoing piling, drainage work, utility diversions and associated groundworks. The club also said the stadium had hosted three Premier League matches since its previous update, with temporary access routes and facilities operating during that period. These temporary arrangements are not necessarily permanent features of the finished ground.
The latest club update reports progress but does not establish a completion date. An opening year for the expanded capacity therefore cannot be stated from the published updates cited here.

Why is the expansion being pursued?
Leeds United has pointed to demand from supporters and the club’s ambitions in the Premier League as reasons for expanding. It reported a season-ticket waiting list of 26,000 in its July 2025 and January 2026 announcements, then reported 32,000 in its June 2026 announcement. These are separate club-reported snapshots, not a like-for-like independent count.
The club forecast that the approved stadium project could contribute around £29 million a year to the economy. That is a forecast from Leeds United, not a measured economic outcome.

How does the stadium work relate to wider regeneration and transport?
The stadium expansion is distinct from proposed development on surrounding land and longer-term mass-transit plans. Leeds City Council’s February 2026 draft planning guidance covered around 30 acres and identified possible uses including homes, workspaces, leisure and community facilities. Individual schemes would still need planning applications and public consultation.
In May 2026, the council described a partnership for a 40-acre site and a wider ambition that included 2,500 homes. These are proposals at a different stage and scale from the February guidance; they should not be treated as one settled development plan or as guaranteed construction.
Mass transit is also proposed rather than a confirmed stadium connection. The council’s February planning statement said that no route had been selected and referred to an operational target in the mid-to-late 2030s for the new tram system. In May, it said a strategic outline case would be submitted to government later that year. A route, funding and delivery remain subject to future decisions.
