Eglinton Village neighbourhood centre received unanimous planning approval in February 2025, with minor modifications. The approval-stage development value was reported as $22 million. A later report says the Woolworths supermarket opened on 4 July 2026, while the centre’s remaining specialty stores and services were described as part of its planned full fit-out.
What was approved in February 2025?
The Metro Outer Development Assessment Panel unanimously approved the Eglinton Village neighbourhood centre proposal, subject to minor changes to the village plaza and other design and landscaping alterations, according to PerthNow’s February 2025 report. The panel reportedly found the development generally compliant with planning scheme provisions and the local development plan.

The project’s estimated development value at approval was reported as $22 million. That is an approval-stage estimate, not the same measure as the almost $50 million in local-area investment attributed to Woolworths at the 2026 opening.
Approved proposal at a glance
- A 3,250-square-metre supermarket, later identified as the Woolworths store.
- A liquor store and a restaurant or café.
- 250 car-parking spaces.
- A village plaza, with minor modifications required as part of approval.
The supermarket’s proposed floor area should not be confused with the project’s retail net lettable area. PerthNow quoted the City of Wanneroo as saying that the latter was 3,242.2 square metres and within permitted thresholds.

Where is Eglinton Village?
The centre is at Imperial Entrance, just off Marmion Avenue in Eglinton, about 40 kilometres north of Perth’s CBD. PerthNow reported that Cedar Woods sold two hectares to Fabcot Pty Ltd, Woolworths’ development arm, in 2024.
What is open, and what is planned?
A PerthNow report dated 4 July 2026 says Eglinton’s first supermarket had opened at the centre. It describes a 3,250-square-metre Woolworths, 250 car spaces and six Direct to Boot bays for online order pick-ups.
The report says the fully fitted-out centre will include 15 specialty stores, including a Healthylife pharmacy, medical centre and dental clinic. It presents these as part of the eventual fit-out; it does not establish that every specialty tenant was open on the report date. The report also says residents no longer needed to travel to Alkimos or Yanchep for grocery shopping. That is PerthNow’s description, not a measured travel-time or accessibility study.
Woolworths Group State property development manager Alicia Jones, who attended the opening with Butler MLA Lorna Clarke, described the project as an investment of “almost $50 million in the local area.” This opening-stage figure refers to local-area investment, whereas $22 million was the estimate of development value reported at approval. They are distinct figures with different descriptions and attributions.

What concerns were raised during consultation?
PerthNow reported that public consultation in November 2024 received 26 submissions: 13 in support, seven providing comments and six objecting. Objections focused on the proposal’s size and possible effects on the retail hierarchy and Eglinton district centre, about 500 metres north of the proposed site.
One objector called the proposal “over-development.” Eglinton Estates Pty Ltd director Damian Molony argued that a full-line supermarket could shift from the district centre to the village centre and undermine public transport investment at Eglinton station. Those were submitters’ concerns, not findings of the panel. PerthNow reported that the City of Wanneroo supported the proposal and considered it within permitted thresholds; the panel approved it with modifications.
What the approval and opening reports establish
The two reports describe different points in the project’s timeline: a planning decision in February 2025 and a supermarket opening reported on 4 July 2026. The available reporting does not provide the panel’s decision record or establish current opening hours or the trading status of each planned specialty tenant.
