Afghanistan’s Economic Commission has approved a new, fully equipped 350-bed hospital in Helmand province. The project is planned for 50 jeribs of land, carries an estimated cost of 500 million Afghanis, will be financed by the Islamic Emirate government and is expected to take three years to complete, according to an October 17, 2026 announcement from the Office of the Deputy Prime Minister for Economic Affairs.
What was approved
The approval covers construction of a new hospital rather than the activation or upgrade of an existing facility. The planned hospital is intended to provide 350 beds and is described as fully equipped. The announcement does not specify the clinical departments, equipment list, staffing model or projected patient volume.

How the approval was made
The Office of the Deputy Prime Minister for Economic Affairs said the project was approved at the latest meeting of the National Procurement Commission. The meeting was chaired by Mullah Abdul Ghani Baradar Akhund, the Deputy Prime Minister for Economic Affairs.

An approval at the commission level establishes government authorization to proceed with the project. It does not, by itself, identify a construction contractor, confirm a tender award or establish a groundbreaking date.

500 million Afghanis in estimated funding
The announced budget is 500 million Afghanis, with financing assigned to the Islamic Emirate government. The report does not provide a cost breakdown for site preparation, the building, medical equipment, utilities, staff housing or ongoing operations. Because the amount is an estimate, the eventual contract value could change when designs, quantities and procurement terms are finalized.

The hospital is planned on 50 jeribs. The announcement does not identify the exact location within Helmand or explain whether the land has already been transferred, surveyed or prepared. It also does not state how much of the site will be occupied by the hospital, parking, access roads, services or future expansion.

The stated implementation period is three years. No start date is given, so the target cannot be converted into a specific opening month. The schedule may depend on design approval, tendering, contractor appointment, site readiness, supply of medical equipment and connection to utilities, none of which has been detailed publicly in the announcement.

Helmand project is separate from Kandahar’s Aino Mina hospital
The Helmand announcement should not be confused with separate reports from May 2026 about a 350-bed facility in Aino Mina, Kandahar. Both projects are associated with a 350-bed capacity, but the available reports place them in different provinces and describe different project contexts.

The shared bed count is the main numerical similarity. It is not evidence that the projects are the same hospital, part of one development or funded under one contract.

What remains unknown for construction and delivery
Further project documentation would be needed to assess delivery risk and the hospital’s eventual service capacity. The announcement does not provide:

- architectural drawings, engineering specifications or a bill of quantities;
- the procurement method, tender number or contract award;
- a named contractor, consultant or equipment supplier;
- a groundbreaking date or milestone schedule;
- the hospital’s planned specialties, diagnostic services or operating model;
- staffing, operating-cost or maintenance arrangements; or
- expected patient volumes and referral links with existing facilities.
Those details will determine how the 500 million-Afghani estimate translates into usable clinical space and whether the three-year target is achievable. Until they are published, the project is best understood as an approved government construction plan, not an operational hospital or a completed procurement.
