Eagle Hills announced a framework agreement signed on 5 October 2026 with Syria’s Ministry of Public Works and Housing, acting for government entities, to cooperate on residential and tourism community projects in Damascus and Latakia. The plans name two initial projects, but public announcements do not disclose their budgets, financing, binding terms or a dated construction schedule.
What the agreement covers
Eagle Hills says the framework establishes cooperation on planning and development, taking into account each site’s character, infrastructure and service requirements. The company announced the agreement on 6 October, a day after it was signed. SANA reported that the Public Works and Housing and Tourism ministries signed it with Eagle Hills at the “Investing in Syria and Projects Underway” event at the People’s Palace in Damascus, in the presence of President Ahmad al-Sharaa. The names are not consistent across the public announcements: Eagle Hills uses “Damascus Heights” and “Latakia Yachts & Marina,” while SANA’s English report calls them “Damascus Hills” and “Latakia Tourism.” The reports do not establish whether these are final project names. The naming difference is noted in the reports.
These are announced plans, not confirmation that the listed facilities have been built or independently verified.

Timing and what remains undisclosed
Eagle Hills says preparatory and construction works are expected to commence soon in Damascus and Latakia, but it gives no calendar start date. The company’s announcement does not provide detailed milestones.
The public reports do not disclose the agreement text, investment amount, financing structure, detailed milestones or binding obligations. They also provide no project value, housing-unit count, employment estimate or tourism forecast. Without those details, the projects’ scale, funding and delivery commitments cannot be assessed from the announcements.

Local participation and the company’s stated aims
Eagle Hills says Syrian talent and businesses will play a central role in development and operation, with opportunities for contractors, suppliers, service providers and small and medium-sized enterprises, as well as skills development. The company also says it welcomes investment-participation applications from Syrians in Syria and abroad, with priority for qualified Syrian individuals, businesses and institutions. Founder Mohamed Alabbar said in the company announcement: “We are investing in Syria because we believe in the country, in the resilience and capabilities of its people, and in the genuine opportunities it holds for growth.
