DOME’s Modular Sleeping Cabinets: What the 2019 Homelessness Proposal Offered

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

DOME was a proposed modular shelter system for interim and emergency housing, not a documented retail product or proven permanent-housing program. Perkins&Will described the concept as “a sleeping cabinet”: a compact, lockable personal space that could be assembled at a shelter site, moved when needed, and configured to an operator’s preferences. A 2019 report estimated each unit at 47–52 square feet and $4,749, but those figures were historical estimates rather than current prices or procurement terms.

What DOME was designed to do

DOME addressed a specific gap in homelessness response: providing an individual with a secure place to sleep while a city or nonprofit arranged interim housing, services and longer-term options. The concept was modular and unitized. Instead of constructing a conventional dormitory or apartment, an operator could place multiple compact sleeping units in an existing facility or temporary site and alter the arrangement as needs changed.

Yan Krymsky, design director of Perkins&Will’s Los Angeles studio, called DOME “a sleeping cabinet.” That description captures both its ambition and its limits. It was intended to supply a defined personal zone with a bed, storage, privacy features and power, rather than function as a complete apartment. The 2019 report does not establish that the system supplied bathrooms, kitchens, showers, offices, case-management rooms or other shared facilities; those would have to be provided separately by the host shelter or site.

The proposal also treated relocation as part of the design brief. Components were intended to slot together onsite and collapse for transport. Perkins&Will said 32 units could fit on a 53-foot trailer. That transport claim was a design estimate reported in 2019, not a later logistics test or guarantee for every configuration.

What a reported DOME unit contained

The Building Design + Construction report published on November 18, 2019 described a unit measuring approximately 47 to 52 square feet, depending on configuration. A person could stand inside. The compact footprint was organized around sleeping, storage, security and a degree of personal separation.

Element Details reported in 2019 What a planner should verify
Overall floor area 47–52 square feet, estimated by Perkins&Will Final dimensions, clearances, accessibility and local code compliance
Sleeping surface Bed included; bed length could be adjusted to operator preferences Mattress size, transfer space, durability and replacement procedure
Storage Storage beneath the bed Load rating, ventilation, cleaning access and whether belongings can be secured
Wardrobe Lockable wardrobe Lock type, safeguarding policy, fire rating and maintenance responsibility
Privacy Partitions, with an optional fabric privacy canopy How partitions affect supervision, airflow, egress and sight lines
Power Access to an electrical outlet Electrical design, charging rules, circuit capacity and inspection requirements
Pet accommodation Optional medium-sized kennel for a pet up to 30 pounds Animal-welfare rules, cleaning, allergies, noise and separation from other residents
Mobility Designed to slot together onsite and collapse for transport Actual assembly labor, tools, lifting requirements and packing method
Historical cost estimate $4,749 per unit, attributed to Perkins&Will in the 2019 report What the estimate included, shipping, site work, shared facilities, taxes and current pricing

The report said operators could choose different partition arrangements and bed lengths. That adaptability matters in a shelter setting: a site serving couples, families, taller adults or residents with mobility needs may require a different layout from a short-stay congregate shelter. However, the article did not publish a complete option list, dimensional drawings, engineering package or accessibility schedule, so those decisions could not be made from the reported figures alone.

How the modular assembly and relocation concept worked

Onsite slot-together construction

DOME was conceived as a kit of components rather than a permanently built room. The parts were intended to be joined at the destination, which could reduce the need to transport a fully assembled cabinet through streets, doors or elevators. A project team would still need to plan staging space, assembly sequencing, labor, temporary protection and inspection before residents moved in.

“Modular” does not mean installation-free. A shelter operator considering a system of this type would need written instructions, trained assemblers, a process for checking fasteners and connections, and a method for documenting damage between moves. The 2019 article did not state assembly time, crew size, tool requirements or whether a specialist installer was needed.

Collapse and transport

The collapsible design was intended to make the units easier to store or move when a temporary site closed. Perkins&Will estimated that 32 units could fit on one 53-foot trailer. That number should be read as a packing estimate for the reported design, not as a universal shipping capacity: optional canopies, kennels, protective packaging and changes to the bed or partition configuration could alter the count.

Relocation planning also has a human-services dimension. A move requires a schedule for residents, storage of personal property, continuity of case management, transportation to services and a safe place to reassemble the units. A cabinet that can be physically moved is not automatically a portable shelter program unless those operational details are funded and managed.

What was actually built and evaluated

The 2019 report documented a prototype built by Shield Casework in Kansas City and installed at the Los Angeles Architecture & Design Art Museum. The installation allowed interested parties to examine the design, construction and utility and to comment on the concept.

That evidence is narrower than a field deployment. The report says Perkins&Will spoke with shelter operators, including the Salvation Army and PATH, to gauge interest and discuss whether they might test the units. It does not say that those organizations conducted a test, occupied the units, purchased them or adopted DOME. It also does not report resident outcomes, durability data, cleaning cycles, fire or building approvals, operating costs, incident rates or independent performance evaluations.

Accordingly, DOME should be described as a reported design and museum-displayed prototype. The available 2019 account does not establish operational use after the prototype, present-day availability, a confirmed order process or a current manufacturer’s price.

How DOME fit Los Angeles’s 2019 interim-housing response

The proposal appeared during Los Angeles’s 2019 efforts to create more interim housing. The article discussed Proposition HHH, the A Bridge Home program and city and state funding as contemporary context. It also reported that Los Angeles was committed to creating 1,600 units by July 2020. That was a plan reported at the time, not evidence of a completed result, and it should not be presented as a current total.

The design therefore addressed speed and flexibility rather than replacing permanent housing. A compact sleeping cabinet can potentially add capacity in a building or site that cannot support conventional rooms, but residents still need toilets, showers, food, laundry, medical support, security, accessibility and pathways to permanent housing. Those shared services often determine whether an interim-housing site is workable.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

The article’s opening also cited homelessness statistics from a 2019 White House Council of Economic Advisers report. Because the underlying report is not reproduced here, those figures should be checked against the original document before publication or use in a current funding case. The historical context supports why designers were exploring interim options; it does not establish present-day need or outcomes.

What a project team would need to assess before adopting a similar unit

Space and resident experience

  • Measure the usable interior, not only the nominal 47–52-square-foot footprint.
  • Confirm bed length, standing clearance, transfer space and circulation for residents using mobility aids.
  • Decide whether partitions provide enough privacy without blocking staff observation, sprinklers, ventilation or emergency egress.
  • Define how the lockable wardrobe will be issued, opened during emergencies and repaired.

Building, fire and accessibility requirements

  • Ask the authority having jurisdiction how freestanding sleeping cabinets are classified.
  • Obtain fire, electrical, ventilation, egress and accessibility reviews for the actual host building and layout.
  • Check whether a fabric canopy, kennel or added partition changes fire-load, cleaning or inspection requirements.
  • Plan for smoke detection, alarms, lighting, power distribution and emergency routes as part of the whole facility.

Operations and safeguarding

  • Set cleaning and disinfection procedures for mattresses, storage areas, partitions and optional pet spaces.
  • Specify who handles keys or locks, lost-property incidents, repairs and after-hours emergencies.
  • Provide charging rules and enough electrical capacity for residents’ devices without unsafe extension-cord use.
  • Coordinate shelter, health, housing and animal-services staff before accepting residents with pets.

Cost and procurement

The $4,749 figure was a Perkins&Will estimate reported in 2019. The article does not define whether it included delivery, site preparation, shared bathrooms, utilities, installation labor, taxes, furnishings or ongoing maintenance. A responsible budget should separate the cabinet from all of those costs and obtain a current written quotation if the concept is still being considered.

Procurement staff should also ask for warranty terms, replacement-part availability, structural and fire documentation, accessibility information, cleaning instructions and references from completed installations. None of those items is established by the 2019 prototype report.

How to compare DOME with other interim-housing responses

DOME’s useful comparison is not simply “small versus large.” A city or nonprofit should score each option against the same operational questions:

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.
Decision area Questions to answer DOME evidence available from 2019
Privacy and supervision Can residents control privacy while staff retain safe sight lines? Partitions and an optional canopy were reported; detailed sight-line performance was not.
Usable space Does the bed, storage and circulation fit the resident population? 47–52 square feet and a standing interior were reported; exact bed dimensions were not.
Setup and relocation How quickly can it be installed, dismantled and moved? Slot-together and collapsible construction was proposed; labor and time were not stated.
Transport What can be moved per truck after packaging and optional components? 32 units per 53-foot trailer was a reported estimate.
Cost scope What is included in the unit price and what site costs remain? $4,749 per unit was reported as a historical estimate; inclusions were not defined.
Evidence of use Has the option operated with residents and produced measured outcomes? A prototype was installed for evaluation; operational deployment was not established.

This framework prevents a low unit price or compact footprint from being mistaken for a complete housing solution. It also makes the evidence gap visible: a prototype can demonstrate form and assembly ideas, while only sustained operation can show how residents, staff and building systems perform over time.

What remains unknown about DOME

The 2019 account leaves several practical questions unanswered. It does not establish whether DOME moved beyond the museum prototype into shelter deployment, formal testing or procurement. It does not state whether the system is currently offered, whether specifications changed, or what a unit would cost today. It does not provide performance data, regulatory approvals, a current supplier relationship or a documented resident evaluation.

Those are not minor details for a construction decision. They determine whether a concept can be permitted, insured, financed, maintained and safely occupied. Anyone revisiting DOME should treat the published 2019 description as a starting brief and independently confirm every current technical, legal and commercial fact.

The practical takeaway for interim-housing planners

DOME is best understood as a historically reported attempt to give interim shelters a personal, lockable sleeping space that could be assembled and moved as a modular kit. Its reported strengths were a small footprint, built-in storage, optional privacy and pet accommodation, and a design estimate for truck transport. Its evidence base was a prototype and conversations about possible testing, not documented operational use.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

For a real project, the concept is useful as a checklist of design questions: how much privacy residents need, how belongings are secured, how units are packed and moved, and which shared services must surround them. It is not sufficient evidence for a current purchase, a compliance approval or a claim that modular cabinets have reduced homelessness. Those conclusions require current drawings, approvals, pricing and independently documented operation.
