Why tape is not hurricane window protection

FEMA’s How to Prepare for a Hurricane says that hurricane shutters or impact-resistant windows are far more effective at protecting against window breakage. The guide does not provide comparative test figures or ratings.
What to use instead
Storm shutters or panels
Manufactured wood or metal storm shutters are purpose-built protection. FEMA’s CERT hurricane guidance also describes plywood boarding as an option for protecting a home from windborne debris.

Correctly installed plywood shutters
FEMA says DIY plywood shutters, if installed correctly, can offer a high level of protection from flying debris during a hurricane. The guidance cited here does not specify universal panel dimensions or mounting hardware, so use current local emergency-management or building guidance for the requirements that apply to your home.
Impact-resistant windows
Impact-resistant windows are a longer-term home upgrade, not an emergency substitute for following storm instructions. FEMA identifies them as more effective than tape at protecting against breakage.

What to do if a hurricane is approaching
- Do not add tape as a substitute for shutters, panels, or other recommended protection.
- Use storm protection appropriate to your home and install it according to applicable local guidance.
- Follow evacuation orders and instructions from local authorities.
- During high winds, shelter in a safe room, an ICC 500 storm shelter, or a small interior windowless room or hallway on the lowest floor, as advised by FEMA’s Be Prepared for a Hurricane.
