It may feel sensible to wait for water so detergent can dissolve, but on most sensing top-load washers, load the clothes first and then start the cycle. The washer uses the laundry to estimate the load and set the water level. The right order can vary by washer type and model, so check the owner’s manual for your machine.
Why clothes usually go in before the water
A sensing washer needs the laundry in the basket to estimate the load. Whirlpool says its washers may pause or spin briefly as they sense the load and add water in stages. On Whirlpool models, those sensing spins can take 2 to 3 minutes before more water is added; that is a manufacturer-specific example, not a timing rule for every washer. Whirlpool’s water-level guidance explains how sensing and cycle choice affect fill.
So if your machine starts with a small amount of water, pauses, or adds water gradually, that can be normal operation. Waiting for a full tub before loading may work against the way a sensing washer determines its water level. Follow your model’s instructions if they specify a different loading sequence.
Why a high-efficiency washer may not fill to the top
Many high-efficiency top-loaders use less water than older, traditional machines. A low-looking water level does not by itself mean the washer is malfunctioning: the cycle and load influence how much water the machine uses. Whirlpool describes deeper-fill options on some cycles; its examples range from about half full to full depending on the cycle and model, not as universal targets.

Extra water is not automatically better. Whirlpool cautions that too much water can allow clothes to float, reduce agitation, or dilute detergent. Choose a deeper-fill or soak option when your washer offers one and the load calls for it, rather than manually adding water unless the manual directs you to do so.
Detergent placement is a separate question
Loading clothes first does not mean every detergent belongs in the same place. Directions differ by detergent type and washer model. GE says to follow the detergent package and washer manual; its general top-load guidance puts liquid detergent on top of the loaded clothes and pods at the bottom of the basket before clothes. GE’s detergent guidance gives those general instructions.

Tide’s consumer guidance says liquid detergent can go in a top-loader after water fills or in a detergent drawer, while pods generally go in the drum before clothes. Tide’s washing-machine FAQ likewise points users to the washer manual. These differing directions are why your washer’s instructions should decide where detergent goes.
Powder directions vary, too. GE notes that some granular detergents may be hard to dissolve and says they can be dissolved in hot water if desired. LG’s general top-load guide directs users to its dispenser and advises dissolving powder in warm water before adding it; LG also cautions that instructions may differ by model. LG’s top-load detergent guide is dated November 4, 2025.

What to do if you want to soak laundry
If your goal is soaking rather than simply dissolving detergent, look for a soak, deep-fill, or similar cycle option and use it as the manual describes. Washers differ in whether they sense the load automatically or let you select a water level, and the available cycles differ by model. Avoid assuming that manually filling the tub is the intended way to soak clothes.
