Yes. Honduras’s national technical regulation applies to hydraulic cement marketed in the country, whether it is bought for a major development, a small addition, or a home renovation. The rule is written around the cement product and its national sale, not the size of the project. It does not state an exemption for homeowners, small contractors, repairs, or remodeling.
That product rule is separate from construction-permit requirements. A municipality may require, simplify, or exempt a permit depending on the property, work type, scope, and local procedure. Buying compliant cement does not automatically authorize construction, and a small renovation is not automatically permit-free.

What the Honduran cement regulation covers
Acuerdo Ministerial 027-2026 approved RTH 91.01.05:26, titled Materiales de Construcción. Cemento Hidráulico. Especificaciones Técnicas, Etiquetado y Registro. The regulation applies to hydraulic cement “que se comercializa a nivel nacional” (marketed nationally). Its scope includes cement manufactured, imported, packed, distributed, or sold in Honduras.
Do these 3 things before closing this tab:
1Scan for outdated or missing drivers - takes under a minute2Repair Windows errors before they cause bigger problems3Fix the driver behind crashes, sound loss and screen glitchesBecause the legal trigger is national commercialization, the regulation does not depend on whether the buyer is a developer, a builder, a hardware store, or a homeowner. It also does not create a separate threshold for a few bags used in a bathroom remodel, a small retaining wall, a room addition, or a larger new build. If the cement is being marketed in Honduras, the product is within the regulation’s stated scope.

What the rule does not decide
RTH 91.01.05:26 is a product, labeling, registration, and conformity rule. It does not determine whether your specific work needs a municipal building license, plans, inspections, zoning approval, or a professional responsible party. Those questions are governed by the municipality and by the nature of the proposed work.
Which cement standards are referenced
Conformity is checked using the current versions of the ASTM methods named in the regulation. The referenced categories are:
| Referenced standard | Category named in the regulation | What a buyer should do |
|---|---|---|
| ASTM C1157/C1157M | Hydraulic cement | Confirm that the bag’s classification matches the cement specified for the work. |
| ASTM C150/C150M | Portland cement | Check the stated classification and retain the packaging or purchase record. |
| ASTM C595/C595M | Blended hydraulic cement | Do not substitute a different classification merely because the bag looks similar. |
| ASTM C91/C91M | Masonry cement | Use the classification required by the project’s design or technical instructions. |
The regulation ties conformity to tests performed under the referenced methods and to the applicable acceptance or rejection criteria. A small quantity is not a reason to ignore the classification. If a plan, engineer, or contractor specifies a particular type, compare that requirement with the classification printed on the package before purchase.

What must appear on a cement bag
The package label must be in Spanish and must show the required information clearly and permanently. Before paying, inspect the actual bag rather than relying only on a shelf sign or a salesperson’s description.
- Product and brand: The cement’s identity must be clear.
- ASTM classification: The label must identify the classification under the applicable ASTM standard.
- Country of manufacture: Origin must be stated.
- Manufacturing date: Look for the date the cement was produced.
- Packing date: The packing date must also be shown.
- Recommended-use date: The date may not be later than 60 calendar days after manufacture. Treat this as the regulation’s required recommendation, not as permission to ignore storage condition or project specifications.
- Net quantity: Verify the declared amount and investigate a bag that appears unusually light, damaged, or re-bagged.
Keep a photograph of the label and your receipt until the work is complete. These records help resolve a wrong-product purchase, a date question, or a complaint about a seller.
Who must register and who can inspect
Before marketing hydraulic cement nationally, the regulation requires registration by the businesses named in the decree: manufacturers, importers, distributors, packers, and sellers. Registration is handled through the Secretariat of Economic Development’s Directorate General for Consumer Protection. That directorate is identified as the competent authority for registration, control, surveillance, and verification.

Inspections can occur at import points, production facilities, storage locations, and commercial outlets. The regulation describes random inspections, scheduled inspections, and inspections triggered by a complaint. A homeowner does not become a registrant merely by buying cement for personal use; the registration duty falls on the commercial actors that place the product on the Honduran market.
Registration information can change
Televisión Nacional de Honduras reported that, before mandatory application, Argos Honduras, Cementos del Norte, and Inversiones Cementeras de Centroamérica (Duracem) had products registered. That report was a snapshot from 2026, not a complete or permanent directory. A seller should be able to provide current information, but verify the status with the Directorate General for Consumer Protection rather than assuming that a past list remains current.
When the rule became mandatory
Acuerdo Ministerial 027-2026 was published in La Gaceta on May 6, 2026. Televisión Nacional de Honduras reported that mandatory application began on October 6, 2026, after a four-month adaptation period intended to let businesses adjust inventory, production, imports, and sales.

For a purchase made now, ask the seller for cement that is labeled and supplied under RTH 91.01.05:26. Older stock may still be present in the distribution chain, so check the manufacturing and packing dates, the 60-day recommended-use date, the classification, and the condition of every bag instead of assuming that a familiar product is compliant.
How to choose cement for a small project
- Define the work. Write down whether you are placing concrete, laying masonry, plastering, repairing a slab, or performing another task. If a plan or professional has specified a cement type, use that specification.
- Match the classification. Compare the required ASTM category with the classification printed on the Spanish-language label. Do not select solely by color, price, or brand familiarity.
- Check dates. Read both manufacturing and packing dates. Confirm that the recommended-use date is no later than 60 calendar days after manufacture.
- Inspect the package. Reject bags that are torn, wet, heavily hardened, missing required label information, or visibly re-packed.
- Confirm quantity and records. Check net quantity and keep the receipt, label photograph, and seller details.
- Ask about storage. Cement that has absorbed moisture can deteriorate even when the printed date appears acceptable. Store bags off the floor, protected from rain and humidity, and follow the project’s technical instructions.
- Escalate a concern. Ask the seller for current registration or conformity information. If the issue is not resolved, contact the Directorate General for Consumer Protection and provide the product photographs, dates, receipt, and seller location.
Cement compliance is not a construction permit
Two different legal questions often get mixed together:
What’s actually slowing this PC down?
Pick the symptom - the matching free tool is one click away.
| Question | What it concerns | Who to contact |
|---|---|---|
| Is the cement permitted for sale? | Product classification, testing, labeling, registration, inspection, and national marketing. | Secretariat of Economic Development, Directorate General for Consumer Protection. |
| May I perform this work on this property? | Municipal license, plans, zoning, scope, area, inspections, and any required professional responsibility. | The construction-control or permitting office of the municipality where the property is located. |
A compliant bag does not replace a municipal license. Conversely, obtaining a work permit does not excuse the use of cement that is mislabeled, out of date under the stated recommendation, or sold through a non-compliant supply chain.

How municipal permit rules can differ
Central District (AMDC)
The Central District municipality describes a simplified license for certain single-family construction, expansions, remodels, demolitions, earthworks, and related work. Its published guidance lists thresholds for specified work types under which documentation of a professional responsible party is not required. A simplified route is still a permit route: it should not be read as a blanket exemption for every small renovation. Confirm the current threshold, documents, fees, and inspection steps with the AMDC office before starting.
Roatán
Roatán’s published municipal regulation illustrates a different local treatment. It describes permit requirements for works that affect property characteristics while excluding specified light modifications such as plastering, ceiling repairs, painting, and decorative elements. The exact wording and scope matter. A repair that looks cosmetic may involve structural, exterior, drainage, electrical, or land-use changes that move it into another category. Do not apply Roatán’s treatment to a property in another municipality.
National construction code
The Tribunal Superior de Cuentas library lists the Código Hondureño de Construcción as Decree 173-2010. The code is part of Honduras’s construction framework, but its existence alone does not answer whether a particular home renovation is exempt from a local permit. The municipality where the property sits remains the place to confirm the current procedure and project-specific requirements.
A practical permit check before you renovate
- Identify the municipality. Use the municipality where the work will physically occur, not the location of the contractor or materials supplier.
- Describe the scope in writing. Include rooms, floor area, additions, demolition, foundations, retaining walls, changes to the façade, roof work, earth movement, drainage, and utility changes.
- Ask whether the work affects structural or property characteristics. Mention changes to load-bearing walls, columns, slabs, setbacks, height, lot coverage, access, or drainage.
- Request the correct route. Ask whether the project uses a standard license, a simplified license, a notice, or another municipal process, and whether plans or a responsible professional are required.
- Confirm thresholds and documents. Get the current area or cost thresholds, forms, identity and property documents, drawings, fees, and inspection requirements in writing.
- Wait for authorization when required. Keep the permit or approval with the project records and follow any conditions attached to it.
Common situations
| Example | Cement rule | Permit question |
|---|---|---|
| Replacing damaged plaster in one room | Any hydraulic cement sold for the work remains subject to the national product rule. | Some municipalities may treat light plastering as exempt or simplified; verify locally. |
| Adding a bedroom to a single-family home | Use cement with the required classification and complete label information. | An expansion may fall under a municipal simplified license or a standard permit, depending on location and scope. |
| Repairing a ceiling | The cement product still needs compliant labeling if cement is purchased. | Roatán’s example lists certain ceiling repairs as light modifications, but that local treatment cannot be generalized. |
| Building a retaining wall or changing drainage | Check the cement type specified for the structural or masonry work. | Earthworks, drainage, structural effects, and property changes commonly require a detailed municipal review; ask the local office. |
Pitfalls that create avoidable problems
- Assuming “small” means exempt: The national cement rule states no small-project exception. Separate that assumption from the municipal permit analysis.
- Confusing a sales label with a permit: A Spanish-language label and an ASTM classification establish product information, not authorization to build.
- Ignoring dates: A bag with no manufacturing or packing date, or with an unclear recommended-use date, should be set aside until verified.
- Relying on an old registration list: Registration status can change. Treat a 2026 media report as historical information and seek current confirmation.
- Applying another municipality’s exemption: AMDC and Roatán publish different approaches. A rule for one locality is not a nationwide exemption.
- Starting before asking: Municipal offices can require plans, a responsible professional, or an inspection even when the project is described informally as a repair.
What to keep in your project file
For a small build or renovation, retain the cement receipts, label photographs, product classification, manufacturing and packing dates, seller information, any registration or conformity information supplied by the seller, and the municipal permit or written response. Keep the scope description you gave the municipality and any plans or professional documents. This file helps distinguish a product complaint from a permitting issue and gives inspectors or consumer-protection officials the facts they need.
The practical answer is therefore two-part: buy hydraulic cement that meets RTH 91.01.05:26 regardless of project size, and separately confirm the permit route with the municipality governing the property. As of October 6, 2026, mandatory application of the cement rule is in effect; no national small-project or home-renovation exemption is stated.
