“Licensed, insured, and bonded” are three separate checks, not one guarantee. A license shows that a state or local authority has authorized a contractor for specified work. Insurance can address covered property damage, bodily injury, or employee injuries, depending on the policy and law. A license bond creates a limited, conditional route to recovery for certain violations or unpaid obligations. None of these labels, by itself, promises competent workmanship, project completion, or payment for every loss.
Before signing, verify the contractor’s exact legal identity, active license and classification, required insurance, workers’ compensation status, and bond record with the responsible government authority and the relevant insurer or surety.

What “licensed, insured, and bonded” actually means
The phrase combines three different legal and financial mechanisms. They answer different questions:

|---|---|---|---|
| License | Is this contractor authorized for this work in this location? | Provides regulatory oversight and identifies the approved classification or scope. | Does not itself pay for damage, guarantee skill, or prove insurance. |
| General liability | Could a covered third-party injury or property-damage claim be insured? | May respond to covered bodily injury or property damage caused by the contractor. | Policy limits, exclusions, facts, and claim procedures control. Poor workmanship and defects are not automatically covered. |
| Workers’ compensation | Are job-related employee injuries handled under the required system? | Provides the employee-injury protections required by applicable law. | Requirements depend on worker status, employer facts, trade, and jurisdiction. |
| License bond | Is there a conditional claim route for covered legal violations or unpaid obligations? | May allow eligible claimants to seek payment from a surety, subject to law and the bond amount. | It is not broad insurance, a workmanship warranty, or an automatic refund of the bond’s full face value. |
State, county, and city rules differ. Requirements can change with the trade, license classification, business structure, employee status, and type of work. Treat examples from one state as illustrations, not national rules.

What a contractor license protects you from—and what it does not
A license is regulatory authorization issued by a state or local authority. The record should identify whether the license is active and which classifications or specialties the contractor may perform. That makes it a threshold check: the contractor is, or is not, currently authorized for the proposed work in that jurisdiction.
A license does not insure your house, reimburse a loss, establish that a particular liability policy exists, or promise that the contractor will perform well. California’s Contractors State License Board (CSLB) warns that seeing a license number in an advertisement does not necessarily mean the license is valid. The number must be checked in the current official record.
What to examine in the license record
- Active, current status rather than an expired, suspended, or otherwise restricted license.
- The classification or specialty covering the work you are hiring.
- The legal business name and qualifying individual or entity, matching the contract.
- Disciplinary actions, licensing actions, or other history displayed by the authority.
- Any listed bond, insurance, or self-insurance information and its effective dates.
Alaska’s contractor FAQ similarly directs consumers to a search showing license status, specialty types, and licensing actions. The exact fields vary by jurisdiction, so use the official board or department responsible for the work location.
General liability insurance: protection for certain third-party losses
General commercial liability insurance is a contract between the contractor and an insurer. The Oregon Construction Contractors Board defines it this way: “Liability insurance is a contract between a contractor and an insurance company to reimburse a third party (such as a consumer) for property damage or personal injury loss caused by the contractor.”

A practical example is a contractor’s ladder breaking a window. A covered claim may be paid after the insurer applies the policy’s conditions, exclusions, limits, deductible, and claims process. The certificate of insurance is evidence of reported coverage; it is not a substitute for reading the policy or confirming that coverage is current and applies to this project.
Liability insurance is not a workmanship warranty
The Oregon board expressly states: “General liability insurance does not provide reimbursement to a third party for poor work or construction defects.” Faulty work could, in some circumstances, cause separate property damage that a policy addresses, but the policy controls. Do not assume that the cost of removing and rebuilding defective work, correcting a missed specification, or finishing an incomplete project will be paid by liability insurance.
California notes that general liability is not required for every contractor in that state. CSLB advises consumers to ask a contractor without it to explain how property damage or other losses would be covered. The absence or presence of a policy should therefore be evaluated against the applicable law and the financial risk of the project, not treated as a universal pass-or-fail label.

How to verify liability coverage
- Request a current certificate of insurance and the carrier or agency name.
- Match the named insured to the contractor’s legal business identity.
- Check policy dates, limits, and any project or classification wording that affects applicability.
- For a substantial project, confirm details directly with the insurer or agency rather than relying only on a document supplied by the contractor.
Workers’ compensation: a separate employee-injury issue
Workers’ compensation addresses work-related injuries to employees under the applicable state system. It is not the same as general liability. A general liability certificate does not prove that workers’ compensation exists.

California says contractors with employees must generally carry workers’ compensation. It also identifies certain trade categories that must carry coverage or a valid self-insurance certificate even without employees. California warns that if a worker is injured on a homeowner’s property and the contractor lacks required coverage, the homeowner could face financial liability for medical treatment, rehabilitation, or other injury-related costs; homeowners should ask their own insurer about their exposure. Alaska likewise says contractors with employees must hold workers’ compensation insurance.
Questions to ask about workers
- Will the contractor’s employees work on the property?
- Will subcontractors or labor-only crews be used?
- Does the jurisdiction treat those workers as employees or independent contractors for coverage purposes?
- What proof of workers’ compensation is required, and where can it be checked?
Thresholds and exceptions are local. A contractor’s statement that “everyone is a subcontractor” does not eliminate the need to understand the law or your potential exposure.
License bonds: a limited, conditional claim route
A contractor license bond is a surety-backed obligation created by statute, license rules, and bond terms. It is not the same as liability insurance. A surety may pay an eligible claim, then seek reimbursement from the contractor. Eligibility, procedure, deadlines, and the total amount available are controlled by the jurisdiction and the bond.
Oregon describes the mechanism this way: “A surety bond is a promise by a bonding company to pay all or a portion of a CCB final order if a contractor fails to pay the order in order to protect consumers.” In Oregon, a property owner may complain to the Construction Contractors Board; if the board orders payment and the contractor does not pay, the bonding company may pay up to the bond amount.

What a bond may cover
California CSLB says a claim may be available to people damaged by willful and deliberate contract violations or to employees owed wages. Consumers contact the surety, while CSLB investigates complaints against the license. A bond can therefore provide a route to recovery for defined legal violations, but it does not guarantee that a project will be completed or repaired.
Why the bond amount is not your automatic payout
California’s CSLB 2025 consumer guide gives a concrete example: a contractor license bond of $25,000. That is a California requirement reported by CSLB, not a nationwide minimum. CSLB cautions that a bond may be insufficient when several complaints compete for the same bond or when a project is worth more than the bond. One claimant should not assume the entire penal sum is available automatically.
To investigate a California bond, use the CSLB license detail page’s bond history to identify the surety that wrote the bond during the contract period. Claims go to the surety and have deadlines; CSLB does not process claims against surety companies. Preserve the contract, invoices, payment records, messages, photographs, and other evidence.

1Clear out junk files and repair common Windows errors2Fix the driver behind crashes, sound loss and screen glitches3Repair Windows errors before they cause bigger problemsHow to verify a contractor before signing
- Collect the exact identities. Get the legal business name, license number, contractor’s name or qualifying individual, and the name of the person or entity that will sign your contract. A trade name alone may not identify the licensed party.
- Search the official licensing database. Confirm active status, the classification covering your proposed work, expiration or renewal information, and disciplinary or licensing actions. Never treat an advertised number or the words “licensed and bonded” as proof of current validity.
- Request current liability documentation. Ask for the certificate, insurer or agency contact, named insured, policy dates, and limits. For significant work, verify applicability directly with the carrier or agency.
- Check workers’ compensation separately. Ask who will perform the work, whether employees or subcontractors are involved, and what proof the law requires. Do not infer workers’ compensation from a general liability certificate.
- Review the bond record and surety. Confirm the bond is the one associated with the correct license and contract period. Learn who accepts claims, what events are covered, the filing deadline, and whether a government order or other preliminary step is required.
- Read the contract before paying. Confirm scope, materials, schedule, permits, payment stages, change-order procedure, responsibility for property damage, cleanup, and the process for disputes or claims.
- Keep a verification file. Save the lookup results, certificates, bond information, contract, receipts, messages, photographs, and change orders. Records made before work starts are easier to use than reconstructed evidence later.
How requirements vary by state
These examples demonstrate why a national checklist cannot substitute for local verification.

California
CSLB generally requires workers’ compensation when a contractor has employees and identifies certain trades that must carry coverage or a valid self-insurance certificate even without employees. General liability is not required for every California contractor. California requires a contractor license bond; CSLB’s 2025 guide states the amount as $25,000. The amount and rules should be checked against the current license record and applicable law.
Oregon
The Oregon Construction Contractors Board says state law requires general liability and surety bonds, with amounts tied to the license endorsement. The board treats liability coverage and bond claims as separate systems, including the final-order process described above.
Alaska
Alaska’s FAQ says required bond and insurance amounts differ by license type and that contractors with employees must carry workers’ compensation. The correct amount depends on the license category, not a single statewide figure for every contractor.

Louisiana
The Louisiana State Licensing Board for Contractors FAQ lists proof of general liability and workers’ compensation for the license types described, including current certificate details and a $100,000 minimum general liability amount in that licensing context. This is a Louisiana example only, not a national standard.
Georgia
A Georgia board comparison chart revised June 2022 shows different liability minimums by license tier and type, plus a financial-responsibility requirement that may be met through different means. Because the chart is dated, confirm current Georgia rules before relying on any amount or category.
Warning signs that require a pause
- The license lookup shows expired, inactive, suspended, or unrelated classification status.
- The legal name on the contract does not match the license or insurance documents.
- The contractor supplies an old certificate, refuses insurer contact information, or will not identify the surety.
- The contractor says liability insurance covers defective workmanship or that a bond guarantees completion.
- The contractor cannot explain who employs the workers or how workers’ compensation obligations are met.
- You are pressured to pay a large amount before scope, permits, insurance, and change-order terms are written down.
If damage, injury, or a contract violation occurs
Document the condition promptly with photographs, dates, invoices, messages, and a copy of the contract. Notify your own insurer if property damage or an injury may affect your policy. Report licensing violations to the responsible board. For a bond claim, contact the surety identified in the official bond record and follow its deadline and documentation rules. A licensing board may investigate or issue an order, but it may not process the surety claim itself.
Do not stop at the label printed on an advertisement. The useful protection comes from matching the current license, correct classification, applicable insurance, workers’ compensation status, and bond terms to the exact contractor and project you are hiring.
