Dix Street Residences Earns ENR Award of Merit in Residential/Hospitality

Dix Street Residences received ENR’s 2026 East Best Projects Award of Merit in Residential/Hospitality. The affordable senior housing project features Type 5A wood framing, solar panels and a green roof, and required construction responses to buried conditions and floodplain constraints.

Dix Street Residences, an affordable senior housing development in Washington, D.C., received an Award of Merit in Engineering News-Record’s 2026 East Best Projects Residential/Hospitality category. The four-story, Type 5A wood-framed building brings together senior apartments and permanent supportive housing, with a green roof and solar panels. Its construction also required the team to address buried site conditions, contaminated soil and floodplain constraints.

What Dix Street Residences is

ENR describes Dix Street Residences as a four-story development with nearly 50 affordable senior living units. The property’s official leasing site markets one- and two-bedroom apartments. Separately, District housing records report 47 senior units and 10 permanent supportive housing (PSH) units. These are distinct categories as documented in the records; they should not be added together or treated as a single reconciled unit count. ENR’s 2026 award entry, the leasing website and the District’s FY2023 Housing Production Trust Fund report describe different aspects of the project.

Design features and construction challenges

Wood framing and sustainability

ENR identifies the structure as Type 5A wood framing, selected to support durability, efficiency, resident comfort, long-term performance and cost-effective delivery. The award entry also notes a green roof and solar panels.

Buried conditions and contaminated soil

During construction, crews encountered remnants of a buried historic foundation, an underground storage tank and contaminated soil. ENR reports that the team resequenced work to respond to these conditions while keeping critical-path activities moving. The project description also notes coordination around underslab utilities, vapor barriers and radon mitigation.

Floodplain response

The site’s location in a designated floodplain influenced the first-floor structural and enclosure approach. ENR reports that the team modified that approach and incorporated flood venting to address the site conditions.

Affordable housing financing and unit records

The District’s FY2023 Housing Production Trust Fund annual report records $14,482,721 in HPTF financing for Dix Street Residences and lists 47 senior units and 10 PSH units. HPTF is a local tool for affordable housing production and preservation. For FY2023, the report describes program-wide targeting rules: at least 50% of obligations for households at or below 30% of Washington Metropolitan Statistical Area median family income (MFI), at least 40% for households between 30% and 50% MFI, and up to 10% for households up to 80% MFI. Those are program rules, not a confirmed rent or eligibility breakdown for this specific property.

A DHCD project table included in a Council pre-hearing attachment lists 338 58th St NE, Ward 7, with 47 total affordable units, 10 PSH units and 47 senior units. A separate 2023 Council weekly record refers to Dix Street Apartments at 5717 Dix Street NE in a proposed DCHA contract for affordable units. The records reviewed do not establish that the two addresses are interchangeable, so they should be cited as recorded rather than treated as definitively equivalent. Project team and leasing information

ENR identifies Atlantic/Pacific Communities as owner, MCN Build as general contractor and submitter, Torti Gallas Urban as lead design firm, SK&A as structural engineer, and Henry Adams as mechanical and electrical engineer.

The leasing website lists a community center, business center, resident library, elevators, 24-hour emergency maintenance, a pet-friendly policy, surface and limited covered parking, secure bicycle parking, quartz countertops, GE stainless appliances and full-size washer/dryer. It invites prospective renters to schedule a tour and presents one- and two-bedroom apartments. The reviewed page does not establish current rents, vacancies or income-qualification terms; prospective residents should contact the property directly for current availability and eligibility details.
