Did Arizona’s ROC Confirm an Investigation Into Holtzman Construction?

The available sources do not establish that Arizona’s Registrar of Contractors confirmed an investigation into Holtzman Construction. Here’s how to distinguish general ROC procedures from a case-specific record.

FOX 10 Phoenix reported that the Arizona Attorney General’s Office declined to comment on whether Holtzman companies were under investigation. That is not confirmation from the Arizona Registrar of Contractors (ROC), and the records cited here do not establish that the ROC confirmed an investigation into Holtzman Construction.

What the available evidence establishes

The ROC says its Compliance Department investigates alleged violations of licensed and unlicensed contracting laws. That describes the agency’s general authority; it does not show that the agency opened or confirmed a particular Holtzman case. ROC complaint guidance

Ask the ROC for a case-specific status

The ROC FAQ says people asking about a complaint’s status should call the agency with the case number. It also describes how to request public records. A case-specific record or direct agency confirmation identifying the entity and status is the evidence needed to substantiate whether an investigation exists and what that term means in the record. How ROC complaint deadlines work

  • Remodel or repairs: The page says the period is two years from the date work was last performed.

The ROC describes online complaint submission and says a submitted complaint is assigned to an investigator. Assignment after submission is part of the general process; it does not establish that a complaint or investigation exists in any named contractor’s case.

What a citation would—and would not—show

The ROC FAQ says that when the agency issues a formal citation, the contractor has 15 calendar days to answer. That is general process information, not evidence that a citation was issued to Holtzman Construction. The sources available here do not establish a Holtzman-specific citation or investigation.
