Detroit Arsenal plans to move its Java Café from its long-time basement location to a more visible, centrally located space on the first floor of Building 270. The Army reported that a groundbreaking ceremony took place Sept. 28, 2026, and estimated the project would be complete in spring 2027; it did not give a specific opening date.
What the project changes
The new café is planned for the first floor of Building 270, replacing the existing Java Café’s long-time basement site. The Army describes the project as a modern facility intended to serve as a central hub for the installation workforce. Brig. Gen. Beth A. Behn, TACOM commanding general, said the café could foster the camaraderie she sees at the installation’s marketplace kiosk. The Army’s announcement does not specify the new café’s final layout, seating capacity, menu, equipment, or operator.
Construction timeline and project cost
The Army said construction was scheduled to begin in October 2026 and estimated completion in spring 2027. Those dates were announced as plans; the announcement does not confirm that construction has since begun or provide a precise opening day.
Garrison Manager William Cole described the effort as “a few years in the making” and said it was “about a $1.5 million project overall.” That is an approximate project cost attributed to Cole, not a final audited cost.

Project team and planned scope
The Army identified AEW as the architectural design firm and Quadrate Construction as the contracted builder. An April 2026 procurement listing described adapting office space for café use, with a commercial-grade kitchen, service counter, seating areas, storage, restrooms, utilities, and mechanical, electrical, and plumbing upgrades. That listing describes the planned scope, not confirmation that every element remains in the final design.
How the new café fits existing service
The move to Building 270 does not, by itself, establish how café service will be arranged across the installation after the project is complete. A March 2026 TACOM town hall report described a planned satellite facility in Building 200 for tenant organizations. The current Detroit Army MWR Java Café page lists service at B229 and B200, but those listings do not confirm whether either location will continue unchanged once the B270 café opens.
