What Coventry has announced for 2027
In a 2026 announcement, Coventry City Council said expansions at President Kennedy, Westwood and Cardinal Wiseman were in design or planning, with capacity intended ahead of the September 2027 intake. The council linked the work to the movement into secondary school of what it described as the city’s largest primary cohort: around 4,660 pupils in the current Year 5 cohort at the time of the announcement.
The council described a future investment programme of £164 million. That is the value cited in the announcement, not a project-by-project budget or confirmation that every scheme has funding, planning approval or a construction start date.

The council’s announcement describes intended provision and work at different stages; it does not provide a complete schedule of approvals, procurement, construction milestones or handover dates. In particular, land identification for the proposed new primary schools should not be read as confirmation that they have opened or received every required approval.

Is there a Coventry 2027–31 schools framework?
The latest programme identified here runs from 2025 to 2029. Coventry’s 2026 announcement and the Cabinet consideration of the 2025–29 plan do not establish that a separate 2027–31 framework has been drafted, approved or published. It would therefore be inaccurate to describe a 2027–31 plan as adopted or final on this evidence.
The council says the One Strategic Plan is used to forecast primary, secondary and SEND places across education planning areas. It says the programme is monitored and updated annually, so project scope, costs and forecasts may change. A later council publication could supersede the programme described here.

How Coventry says it plans school places
Coventry City Council identifies Section 14 of the Education Act 1996 as the basis for its statutory duty to ensure sufficient school places and fair access. Its school-place planning considers supply and demand, capacity and local pupil need. Potential responses include expanding existing schools, providing new schools or reorganising provision. The council describes a new school as a possible option where existing schools cannot expand or where substantial housing growth is expected.
The council’s 2024–28 plan listed factors used when considering additional places at existing schools. These are criteria from that earlier plan, not confirmation that every criterion or target is unchanged in the 2025–29 programme.

- School net capacity and the location of places relative to need.
- School performance, popularity and parental preference.
- Physical or site constraints that affect whether expansion is feasible.
- Value for money within available capital funding.
For construction and delivery decisions, those factors sit alongside the geography and timing of forecast demand, the suitability of provision—including specialist SEND capacity—and the feasibility, cost and delivery timetable of each option. The published material identified here does not provide a current, complete project-by-project comparison across those factors.
What earlier capacity programmes show—and what they do not
Coventry’s 2024–28 plan records earlier responses to secondary-place demand. The figures below are historical results reported in that plan; they are not new capacity announcements for 2027.

The same earlier plan projected further secondary-place needs in 2025, 2026 and 2027, and said a site had been identified for a new secondary school targeted to open by September 2027, subject to planning and funding. The 2026 announcement instead names three expansions at existing secondary schools for capacity ahead of that intake. The information available here does not establish whether the new-school proposal remains in the current programme.
The 2024–28 plan also described a target for supply to exceed demand by at least 2%. It cited a Department for Education recommendation of no more than 5% surplus in a specified area. These are figures reported in the council’s 2024–28 plan; they should not be treated as verified current targets or current DfE guidance for the 2025–29 programme.

Who is involved in school capital planning?
Coventry’s Education Capital Strategy Team says it manages place supply and demand and education capital investment, coordinates school planning, liaises with academy trusts and Diocesan Authorities, and works with the planning authority on proposed developments. The council also notes that academy trusts and Diocesan Authorities have capital investment responsibilities for academy and voluntary aided schools. For building access arrangements, it describes coordination with health and SEND professionals.
For a construction project, this means the council’s published programme should be read as a strategic statement of need and intended provision, not as a substitute for scheme-specific decisions. The material identified here does not state current approved budgets, planning decisions, procurement status, construction milestones or confirmed opening dates for each announced project.
