PEX is usually less vulnerable to theft than copper. Copper attracts thieves because it can be sold into the scrap-metal market; PEX has no comparable scrap value in the industry guidance cited here. That lowers the incentive, but it does not make a PEX installation theft-proof. The right choice still depends on code approval, product ratings, exposure to sunlight and the physical security of the building or jobsite.
The short answer: PEX presents a lower theft incentive
Copper and PEX can both be used in water-supply systems, but they do not offer the same attraction to a metal thief. Copper has an established resale route through scrap dealers, so exposed tubing, stored material and abandoned mechanical equipment can become targets when access is easy. PEX is a polymer pipe rather than a valuable non-ferrous metal, and the industry guidance cited for this decision describes it as having no scrap value.

IPEX states: “Unlike copper tubing, PEX tubing has no scrap value, eliminating the threat of jobsite theft common with copper.” The Plastic Pipe Institute makes a similar point in its water-service guidance, saying that PEX or PE-RT pipe has “no scrap value” and can “practically eliminat[e] the chance of theft.” Those statements describe a much lower economic incentive, not a guarantee that nobody will remove, damage or steal the pipe.

Why copper theft rises when scrap prices rise
Theft risk is tied to accessibility and resale economics. Copper is widely recognized by recyclers, can be removed from many buildings and installations, and has a market value that changes over time. A U.S. congressional hearing record reported a U.S. Department of Energy estimate of nearly $1 billion per year in copper-wire theft in 2009. That figure concerns copper wire, not plumbing pipe alone, so it should not be used as a national plumbing-theft rate. It does show the scale of the broader copper-theft problem.
More recent police observations illustrate why conditions can change quickly. On 18 March 2026, New Zealand Police reported that an increase in scrap-copper value coincided with more reports of copper theft. Constable Craig Colyer, Southern District Field Intelligence Officer, advised residents to secure copper-containing items. The practical lesson is straightforward: the same exposed pipe may be a low-priority target when scrap values are weak and a much more attractive target when prices rise.
Location matters as much as price. Pipe in an unlocked plant room, vacant building, crawlspace, remote pump station or lightly supervised jobsite is easier to remove than pipe behind finished walls or inside a controlled mechanical room. A decision about material should therefore consider both the pipe and the environment around it.
Copper and PEX compared on the issues that affect theft and replacement
| Issue | Copper | PEX |
|---|---|---|
| Theft incentive | Resale value gives thieves a recurring reason to target accessible material. | Industry guidance describes no scrap value, reducing the incentive for metal theft. |
| Installation form | Rigid tubing; systems may use solder, press or compression connections. | Flexible coils; crimp, clamp, press or push-fit connections may be used when the specific products are listed for that method. |
| Corrosion and deposits | Can corrode or pit in aggressive conditions. | Industry guidance describes resistance to corrosion, tuberculation and deposits. |
| Freeze behavior | More vulnerable to freeze-bursting when water freezes inside the line. | Flexibility is described as providing resistance to freeze-break damage. |
| Compliance checks | Verify local code and the intended application. | Verify code approval, potable-water certification where required, temperature and pressure ratings, UV protection and fitting compatibility. |
| Cost context | Provides the comparison baseline in the water-service guidance. | The Plastic Pipe Institute says PEX or PE-RT can save up to half the cost of copper for water-service applications; this is a potential application-level saving, not a guarantee for every installed system. |
Can thieves sell PEX for scrap?
The cited industry sources say PEX has no scrap value. In practical terms, that means a thief cannot expect the same established metal-recycling return available for copper tubing. A person could still remove PEX to reuse it, to cause damage or simply because it is attached to valuable equipment, but the material itself does not create the same scrap-metal payoff described for copper.

That distinction matters for risk planning. Switching materials removes one source of value; it does not remove the need to secure doors, protect equipment and control access. Pumps, valves, copper fittings, tools, appliances and stored metal may remain attractive even after a pipe replacement.
When replacing exposed copper with PEX makes sense
A conversion is most compelling when the copper is both accessible and difficult to protect economically. Typical examples include an unfinished building awaiting occupancy, a remote service run, a vacant property, an outdoor or semi-enclosed mechanical area, and a jobsite where materials must remain overnight. In each case, compare the cost and disruption of replacement with the cost of enclosing or monitoring the existing pipe.
Use a material change when the main risk is accessible copper
If theft attempts are recurring, the pipe is visible from a public area, or the building cannot be secured reliably, a lower-incentive material can be part of a broader risk reduction plan. Do not assume that every exposed run must be replaced immediately. Prioritize the sections that are easiest to reach and most likely to be removed first.

Keep copper when other constraints dominate
A replacement may be inappropriate where the proposed PEX product is not listed for the application, where local rules require a different system, where UV exposure cannot be controlled, or where existing connections and access make the work disproportionate. The theft question is only one part of a compliant plumbing design. A lower theft incentive does not override temperature, pressure, potable-water or installation requirements.

Consider a mixed strategy
Some projects can retain protected copper in finished or controlled areas while using listed PEX for accessible water-service sections. A mixed system requires compatible transitions, approved fittings and a clear installation record. Treat every transition as a design decision rather than an improvised repair.
How to plan a copper-to-PEX replacement
The following sequence keeps theft reduction from creating a code or reliability problem.
- Map the existing system. Photograph and label each exposed run, shutoff, branch, fixture connection and transition point. Record pipe sizes, the water-service route and any areas that cannot be opened without affecting occupied spaces.
- Check the governing requirements. Confirm local plumbing code, inspection requirements and any rules for potable-water materials. Verify that the proposed PEX product is certified for the water and use in question.
- Confirm the product ratings. Check the manufacturer’s temperature and pressure ratings, the permitted installation locations and the required UV protection. PEX that is suitable for an interior protected route is not automatically suitable for prolonged sunlight exposure.
- Choose a complete, compatible system. Select tubing, manifolds, valves and fittings that are listed for one another and for the intended joining method. Crimp, clamp, press and push-fit systems are not interchangeable merely because they fit the same nominal tube size.
- Design the route for security and serviceability. Place the new run where it can be enclosed or controlled, while preserving access to shutoffs and inspection points. Avoid creating a hidden leak that cannot be reached for maintenance.
- Isolate and remove only the planned sections. Shut off and drain the affected system, protect occupied areas and remove copper in manageable stages. Keep temporary openings protected from contamination and physical damage.
- Make and inspect every joint according to the listing. Use the specified tool, insert depth, ring or clamp position and inspection method for the selected system. A joint that looks acceptable may still be improperly made if the wrong tool or fitting was used.
- Test before closing walls or ceilings. Follow the code-required pressure or leak-testing procedure, inspect transitions and supports, and correct any seepage while the work remains visible.
- Protect the finished installation. Shield tubing from prohibited UV exposure, abrasion, sharp edges and accidental impact. Enclose vulnerable routes and lock access panels where practical.
- Update the records. Keep product information, fitting types, photographs, test results and the final route diagram. These records help future contractors avoid incompatible repairs and help investigators identify missing material after a theft.
PEX properties that matter beyond theft
Flexibility
PEX is supplied in flexible coils, which can reduce the number of joints and allow routing around obstacles. The installation still needs appropriate support, bend control and protection from damage. Flexibility should be treated as an installation characteristic, not as permission to route tubing through any location without protection.
Corrosion, tuberculation and deposits
The Plastic Pipe Institute guidance describes PEX as resistant to corrosion, tuberculation and deposits. That can be useful in conditions where metal tubing is vulnerable to internal deterioration. It does not eliminate the need to use approved materials, maintain water-quality controls and follow the product manufacturer’s limits.

Freeze exposure
PEX is flexible and is described as resistant to freeze-break damage, while rigid copper is more vulnerable to bursting when water freezes in the line. Neither material should be treated as immune to freezing. Insulation, routing, drainage and building-temperature controls remain important, especially in vacant or intermittently heated buildings.

Material selection is only one layer of protection. Apply controls that make removal harder, increase the chance of detection and improve recovery if a theft occurs.
- Conceal or enclose exposed runs. Place pipe behind finished construction where the design permits, or use a locked enclosure and tamper-resistant access panels in mechanical areas.
- Control entry. Lock plant rooms, service yards and storage containers. Limit keys and access codes, and remove temporary access when a crew leaves the site.
- Improve visibility. Lighting, cameras and regular checks reduce the time a thief can work unnoticed. Aim coverage at doors, loading points, roof access and isolated pipe runs.
- Mark and document property. Keep dated photographs, inventories and distinctive property marks. The Australian Institute of Criminology identifies property markers and crime-prevention signage as useful prevention measures.
- Reduce stored material. Order copper close to the installation date, secure deliveries immediately and avoid leaving coils, offcuts or removed pipe unattended overnight.
- Coordinate with local contacts. Tell site managers, neighbors, security personnel and relevant utilities how to report suspicious activity or service damage.
- Report promptly. Preserve the scene, photograph damage, list missing material and contact police. Where appropriate, share identifying information with utilities and relevant recyclers so suspicious transactions can be recognized.
Cost: what “up to half” does and does not mean
The Plastic Pipe Institute says PEX or PE-RT water-service pipe can save up to half the cost of copper in water-service applications. That figure is a potential project-level comparison, not a universal installed-price promise. Actual cost depends on route length, labor, fittings, access, testing, insulation, protection, permits and whether demolition or wall repair is required.
A fair comparison should include security work. Copper that remains exposed may require enclosures, cameras, guards or repeated repairs after theft. PEX may reduce the material’s theft incentive, but a conversion can still require labor, transitions, testing and surface restoration. Ask contractors to separate tubing, fittings, labor, demolition, protection and security items in their estimates so the decision is not based on pipe price alone.

A decision checklist for owners and contractors
- Is the existing copper visible or reachable from outside the controlled area?
- Has the property experienced theft, attempted theft or unauthorized access?
- Will the new tubing be approved for the intended water service and local code?
- Can sunlight, temperature, pressure and physical-impact requirements be met?
- Which joining method is listed for the selected tubing and fittings?
- Can the route be enclosed without preventing inspection and repair?
- Would access control, lighting and surveillance protect the existing copper at lower total cost?
- How will removed copper, spare fittings and tools be secured before disposal or recycling?
- Are photographs, inventories, property marks and test records being retained?
- Who will be contacted immediately if pipe or equipment disappears?
Limits of the available theft evidence
No directly comparable national theft-rate percentage for copper plumbing versus PEX is established here. The conclusion is based on the documented difference in scrap value and on police observations that copper theft reports rise when scrap-copper value rises. Theft exposure still varies by accessibility, location, building occupancy, surveillance and local market conditions.
The nearly $1 billion annual figure from the 2009 U.S. Department of Energy estimate applies to copper-wire theft, not plumbing pipe alone. The New Zealand Police observation is dated 18 March 2026 and reflects conditions in that jurisdiction. Use both as context, not as a prediction of the loss rate at a particular property.
Practical verdict
For a water-service project where theft is a serious concern, listed PEX is generally the less attractive material to a scrap-metal thief because it has no comparable scrap value. It can also offer flexibility, resistance to corrosion and deposits, and resistance to freeze-break damage. Make the change only after confirming local code, certification, UV protection, temperature and pressure ratings, and fitting compatibility.
Do these 3 things before closing this tab:
1Scan for outdated or missing drivers - takes under a minute2Repair Windows errors before they cause bigger problems3Fix the driver behind crashes, sound loss and screen glitchesIf copper remains, treat security as part of the plumbing design: conceal or enclose the pipe, control access, improve lighting and surveillance, mark and inventory property, limit unattended storage and report losses quickly. The strongest result comes from combining a lower-incentive material where appropriate with physical and procedural controls around the entire installation.
