Security is also injury prevention—an uninvited person can reach an excavation, moving machine, chemical store, or unstable structure. Use this checklist with your project risk assessment and the rules that apply where the site is located; measurements and legal duties differ between jurisdictions.
1. Start with a site-specific security plan
Walk the site before work begins and record the boundary, neighboring land uses, public footways, vehicle approaches, schools or play areas, occupied buildings, and likely points of entry. Consider when the site is most exposed: overnight, at weekends, during shutdowns, after a storm, or while valuable equipment is waiting for installation.

Set the security standard through the project risk assessment. A busy urban site beside a public route may need different controls from a remote earthworks site. Account for the value and portability of assets, the presence of hazardous substances, the number of subcontractors, power and communications availability, and how quickly a responsible person can attend an alert.
UK Health and Safety Executive guidance states: “All construction sites require: Measures to manage access across defined boundaries; and Steps to exclude unauthorised people.” Treat that as a baseline principle, not as a substitute for local law or the project’s method statements.

Identify who is allowed to enter
Define authorized people by role and area. Include employees, subcontractors, delivery drivers, inspectors, and visitors. Decide who can issue keys, cards, or access codes, how credentials are withdrawn when someone leaves the project, and which zones require an escort. Keep a current contact list for the site manager, out-of-hours keyholder, alarm monitoring service, and emergency responders.
2. Build and maintain the perimeter
Choose fencing, hoarding, gates, or another barrier that suits the work, the surroundings, and the people who could be exposed. SafeWork NSW and WorkSafe Western Australia both emphasize that an unattended site must be secured so far as reasonably practicable; neither document makes one fence height or mesh specification universal. Confirm the required design with your local regulator, planning conditions, client standards, and insurer.
Inspect the boundary
- Look for missing panels, open joints, damaged mesh, unstable posts, and gaps beneath the barrier.
- Remove pallets, spoil, ladders, plant, or stored materials that could act as a climbing aid.
- Check corners and concealed sections where an intruder could work unseen.
- Ensure temporary structures and wind-exposed panels are braced for the conditions expected at the site.
- Repair defects promptly and record who made the inspection and when.
Control gates and signs
Keep gates closed and secured whenever they are not actively in use. Reduce the number of access points where practical, use a lock suited to the gate design, and prevent unauthorized duplication or sharing of keys and codes. Position delivery and visitor arrangements so a vehicle cannot simply follow another vehicle through.

3. Use layered controls rather than one device
Every additional control should address a defined risk and have an owner. The following matrix helps decide what belongs in the plan.
| Control | Primary risk addressed | Implementation checks | Important limitation |
|---|---|---|---|
| Perimeter fencing or hoarding | Unauthorized entry and public exposure | Suitable design, stable panels, closed gates, no climb aids, documented repairs | A barrier fails if it is damaged, bypassed, or left open |
| Lighting | Deterrence, visibility, and safer response | Cover gates, offices, storage, and vulnerable corners; protect fixtures from tampering; avoid glare | Needs power, maintenance, and positioning that does not create hazards or blind spots |
| CCTV | Detection, verification, and evidence | Cover approaches and assets, protect equipment, set retention and access rules | Requires lawful operation, connectivity, cybersecurity, and a person able to review alerts |
| Audible or monitored alarm | Rapid notification of intrusion | Define alarm recipients, escalation steps, testing, and safe attendance | An alarm does not guarantee a police response |
| Guard service | Deterrence, patrol, and human response | Specify patrol times, credentials, reporting, and handover arrangements | Coverage, competence, cost, and response capability vary by provider |
| Locked storage | Theft of tools, materials, and chemicals | Use a secure building, container, or toolbox with an appropriate heavy-duty lock | Storage outside the perimeter or beside a fence remains vulnerable |
| Asset marking and tracking | Recovery and accountability for valuable equipment | Record identifiers, photograph assets, and check tracker compatibility and battery life | Tracking supplements physical security and depends on signal and monitoring |
Compare options by the exposure and asset value, coverage and blind spots, installation and power, connectivity, maintenance, compatibility with existing equipment, privacy and data-protection duties, cybersecurity, local regulation, response arrangements, and ongoing contractor capacity. No source cited here establishes a product-level performance winner or a universal cost threshold.
4. Secure tools, materials, and plant
Tools and portable equipment
At the end of each shift, return portable tools to a locked building, toolbox, or secure container. Use a heavy-duty padlock or chain appropriate to the hasp and container construction. Do not rely on a lightweight lock attached to a weak hinge or panel.
Mark tools and equipment with a unique identifier. Photograph each item and record its make, model, serial number, custodian, and normal storage location. Keep movement records for deliveries, transfers between work areas, loans, and removal from site. These records support inventory checks and a police or insurer report if something disappears.

Materials and deliveries
Keep valuable materials inside the perimeter and, where feasible, in a secure compound away from the fence line. Plan high-value deliveries close to the time of installation so expensive stock is not left exposed for days. Separate materials that could be used to climb, force a gate, or conceal an intruder from the boundary.
Mobile plant and machinery
When plant is unattended, remove keys and follow the manufacturer’s immobilization procedure. Consider removing batteries where appropriate and safe to do so. Park machinery to reduce unauthorized movement and protect access routes. For high-value equipment, assess a compatible tracking device; confirm who receives location alerts and how a suspected theft will be escalated.
5. Lock away chemicals and isolate utilities
Store fuels, gases, solvents, and other hazardous substances in suitable locked storage, separated and labeled according to the applicable rules. Limit access to trained personnel and keep an inventory that identifies quantities and locations. Check that containers cannot be easily removed or used to create another hazard.

Where the site plan calls for it, have a competent person isolate and lock utilities at the source before the site is left unattended. This may include electrical supplies, gas, water, or temporary services. Isolation must follow the project’s procedures and local requirements; never improvise by disconnecting equipment whose safe shutdown is not understood.

6. Complete the after-hours close-down
The person closing the site should walk the entire work area rather than checking from a vehicle. Record completion, defects, and the person responsible for correction.
- Close the boundary: shut and lock every gate, door, container, and storage area; confirm that keys and codes are controlled.
- Secure assets: put away tools, equipment, chemicals, and valuable materials; update the asset or movement record.
- Immobilize plant: remove keys, apply the maker’s security procedure, and secure batteries where appropriate.
- Remove access aids: store ladders, scaffold access equipment, planks, and loose materials so they cannot invite climbing or be used to force entry.
- Protect openings: cover or barricade excavations, pits, floor openings, edges, and other fall hazards.
- Secure temporary works: fasten scaffolds, ties, mesh, hoardings, and temporary structures for the expected wind and weather.
- Make public routes safe: check traffic barriers, road plates, signs, crossings, and pedestrian paths for stability, visibility, and unobstructed passage.
- Isolate services: complete planned utility isolation through competent-person procedures.
- Test security equipment: look for failed lights, alarms, cameras, locks, or visible fence damage and report defects before leaving.
- Confirm escalation: tell the out-of-hours contact that the site is closed and how to respond if an alert or report arrives.
7. Design lighting, cameras, alarms, and patrols around the risk
Lighting
Assess illumination at gates, storage compounds, site offices, and corners hidden from public view. Motion-triggered floodlighting can draw attention to movement, but fixtures should be mounted where they cannot be easily tampered with. Avoid glare that blinds drivers, cameras, workers, or neighbors, and do not create trip hazards with temporary cabling.
Cameras and alarms
Position cameras to cover approaches, gates, and high-value areas while accounting for blind spots, lighting changes, and weather. Establish who may view recordings, how long footage is retained, and how systems are protected from unauthorized access. Privacy, data-protection, and cybersecurity requirements apply even on a temporary site.
For an alarm, document who receives the alert, who can attend safely, what verification is required, and how the incident moves from notification to escalation. Test the system at agreed intervals and after changes to power or communications. Do not tell workers that an alarm automatically summons police; response depends on the service, local arrangements, and the facts of the event.

Guards and inspections
A guard or mobile patrol can add deterrence and a human check, but only if the provider’s geographic coverage, patrol schedule, licensing, reporting, and emergency arrangements fit the project. Whether or not a guard is used, schedule inspections while the site is unattended and after severe weather or reports of suspicious activity. Check fences, gates, locks, lights, cameras, alarms, storage, and public protection measures, then close out defects.
8. Prepare workers for a security incident
Keep site contacts, asset records, the site plan, and alarm instructions accessible to supervisors and the out-of-hours keyholder. Brief workers on how to report a damaged fence, suspicious activity, missing equipment, a chemical-store problem, or an alarm. Include a clear rule that nobody confronts a suspect.
- If theft is in progress or anyone faces immediate danger, move to safety and use the local emergency number.
- For a discovered break-in, avoid entering until the area is declared safe and avoid touching potential evidence.
- Report through the appropriate local police channel and notify the insurer in line with the policy.
- Preserve relevant camera footage, access logs, photographs, and inventory records.
- After the immediate response, repair the entry point and review which control failed before reopening the affected area.
9. Apply the rules for your jurisdiction
Construction security duties are not interchangeable between countries or even between states and territories. The sources behind this checklist illustrate the differences:
Recommended Free Tools
- New South Wales: SafeWork NSW’s unattended-site checklist covers signs, fences, chemicals, utilities, traffic controls, and continuing checks. Its “reasonably practicable” duty is NSW-specific.
- Victoria: Victoria Police’s theft-prevention guidance, updated 13 August 2025, discusses heavy-duty locks, lighting, storage, and what to do after a burglary. Emergency and non-emergency contacts on that page are Victorian.
- United Kingdom: HSE guidance focuses on defined boundaries, authorized access, hazards, and vulnerable members of the public. A guide developed with the Metropolitan Police and the Considerate Constructors Scheme relates these principles to CDM 2015 arrangements.
- Western Australia: WorkSafe WA published a construction-site security checklist on 10 May 2023 and notes that it does not cover every WHS requirement.
- United States: county-police and Office of Justice Programs checklist examples emphasize heavy-duty hasps and locks, inventory, and reporting, but local building, fire, OSHA, privacy, and police requirements still govern.
Before mobilization, have the project’s competent safety person verify current regulator guidance, permit conditions, public-protection obligations, reporting contacts, and insurer requirements for the exact site location.
10. Supervisor sign-off questions
- Is the perimeter appropriate, intact, stable, and free of climb aids?
- Are all gates and access credentials controlled, and are warning and contact signs legible?
- Are tools, materials, chemicals, and plant secured, identified, and recorded?
- Are excavations, openings, edges, temporary works, utilities, traffic controls, and pedestrian routes safe for the unattended period?
- Are lighting, CCTV, alarms, locks, and communications working, with a named responder for every alert?
- Has the inspection been recorded, with defects assigned for correction?
Use the completed sign-off as a living record. Revisit the assessment when the layout, work phase, neighboring activity, asset value, weather exposure, or access arrangements change.
