Construction-Site Fire Extinguisher Guide: Types, Ratings, and Placement

A practical guide to matching extinguisher classes and ratings to construction hazards and placing units under federal OSHA’s construction baseline.

For a U.S. construction site, choose extinguishers by the fuels and work activities present, then place them to meet OSHA’s construction-specific access and distance rules. Federal OSHA is the baseline—not necessarily the whole requirement: project fire plans, state-plan OSHA rules, local fire and building codes, and directions from the authority having jurisdiction may add requirements. This guide helps with selection and planning; it does not replace a site-specific fire-protection plan.

Start with the federal construction requirements

OSHA assigns the employer responsibility for a fire-protection program throughout every phase of construction and demolition. The program must provide the firefighting equipment required by the construction standard. See 29 CFR 1926.150.

Equipment must be available and accessible, conspicuously located, periodically inspected, and maintained in operating condition. Defective equipment must be replaced immediately, and needed firefighting equipment must be provided without delay as hazards occur. OSHA also requires an employer alarm system and posted alarm and reporting instructions.

Building-area coverage

For building-area protection, OSHA requires at least one extinguisher rated 2-A for each 3,000 square feet of protected building area, or major fraction thereof. The maximum travel distance to the nearest extinguisher is 100 feet. Each floor must have one or more 2-A extinguishers; in a multistory building, at least one must be adjacent to a stairway.

The regulation permits specified water-drum or qualifying garden-hose alternatives for 2-A protection. Those alternatives do not remove the need to address other hazards, such as flammable liquids or hot work. Use extinguishers listed or approved by a nationally recognized testing laboratory (NRTL).

Flammable liquids and gases being used

When more than 5 gallons of flammable or combustible liquid, or more than 5 pounds of flammable gas, are being used on the jobsite, OSHA requires at least one 10-B extinguisher within 50 feet. Integral fuel tanks on motor vehicles are excluded from this particular clause. The exact trigger is in §1926.150(c)(1)(vi).

Storage and dispensing activities have separate requirements in §1926.152; do not apply the 50-foot rule as though it covered every liquid-storage scenario. For example, the standard specifies a 20-B extinguisher within 10 feet of the opening to a room storing more than 60 gallons of flammable liquids, and 20-B extinguishers from 25 to 75 feet of outdoor flammable-liquid storage. Other provisions address transport and dispensing vehicles and fueling or service areas. Match the subsection to the actual activity.

Outdoor storage and hot work

For outdoor storage yards, §1926.151(c)(6) calls for suitable equipment at convenient, conspicuously accessible locations, with 2-A units positioned so the maximum travel distance does not exceed 100 feet. Welding, cutting, or heating has its own rule: suitable firefighting equipment must be immediately available and ready for instant use under §1926.352(d).

Choose the extinguisher class for the hazard

The class identifies the type of fire an extinguisher is designed to address. Confirm the classes and ratings printed on the actual listed unit; an ABC extinguisher is not a universal answer.

Class Hazard Selection implication
A Ordinary combustibles such as wood, paper, and cloth Check the numerical A rating against the applicable requirement and site risk.
B Flammable or combustible liquids and gases, greases, and similar materials Check the B rating and any specific distance or minimum-rating rule for the activity.
C Energized electrical equipment The agent must be nonconductive. C is a class designation, not a numerical capacity rating.
D Combustible metals Use an agent specifically suitable for the metal involved; ordinary ABC units cannot be assumed appropriate.
K Cooking appliances using animal or vegetable oils and fats Use an appropriate Class K arrangement; ABC units are not a substitute for this hazard.

A multipurpose ABC dry-chemical extinguisher can be a practical general-purpose choice where its label supports the site’s Class A, B, and C hazards. It does not address every hazard, including combustible metals and cooking oils. Site fuels, whether electrical equipment is energized, environmental conditions, unit weight, and users’ ability to operate it all matter.

Read the numerical rating, not just the letters

For A and B, the number indicates tested extinguishing capacity. OSHA’s portable-extinguisher guidance explains an A rating unit as equivalent to 1.25 gallons of water; its explanation of B ratings relates the number to the square-foot size of a Class B fire a non-expert user can extinguish under the rating test. USFA illustrates this with a 1A:10B:C extinguisher: 1-A equivalent to 1.25 gallons, 10-B for a 10-square-foot Class B fire under its example, and C suitability for energized electrical equipment. The 1.25-gallon equivalence is not a claim that every unit physically contains that much water. For a purchase, compare the required class and minimum numerical rating with the label on each candidate unit. A larger number alone does not make an extinguisher suitable for a different class of fire.

Plan placement around the work, not just the site average

Use the applicable OSHA distance, floor, and hazard-trigger requirements as the starting point. Then map the changing work phases and hazards: liquid use, fuel dispensing, storage, welding or cutting, energized electrical work, and combustible metals where present. Hot-work crews need suitable equipment immediately at the work, ready for instant use; a sitewide spacing calculation by itself does not answer that need.

  • Keep extinguishers conspicuous and reachable without materials, temporary barriers, or locked areas obstructing access.
  • Place equipment where workers can reach it along their route and escape path; do not count on a vehicle-mounted extinguisher if the work-location requirement calls for equipment at the worksite.
  • Account for outdoor exposure and freezing conditions when choosing and maintaining equipment.
  • Use OSHA eTool mounting guidance as practical installation guidance: for units up to 40 pounds gross weight, handles no higher than 5 feet; for heavier units, handles no higher than 3.5 feet. Hand-portable units should have at least 4 inches of clearance above the floor. Confirm applicable code and site installation conditions.
  • Maintain a visible inventory and inspection process, and make sure workers know alarm, reporting, and evacuation procedures.

The mounting measurements above come from OSHA’s portable-extinguisher eTool, which also references NFPA 10 (2010) tables for some spacing recommendations. Those general-industry recommendations do not replace the construction-specific distances and triggers in §1926.150.

Compare candidate units against the job

After identifying the required protection, evaluate each candidate against the real site conditions rather than buying by a generic “construction” label.

  • Classes: Does the label cover the fuels and hazards present, including any specialized Class D or K risk?
  • Ratings: Do the A and B numbers meet applicable minimums and suit the site’s risk?
  • Listing and labeling: Is the unit NRTL-listed or approved, and are its classes and ratings clear?
  • Handling: Can intended users safely carry and operate its weight and reach in the work area?
  • Conditions: Is it suitable for outdoor, freezing, or rough construction conditions?
  • Upkeep: Can the employer inspect and maintain it and obtain service support as needed?
  • Layout: Does the placement plan meet every relevant travel-distance, floor, storage, fueling, and hot-work requirement?

This comparison is a way to apply the cited rules to a site; OSHA does not endorse a particular model through these criteria.
