There is no single international ladder of construction quality. “Quality level” may mean a workmanship score, a certificate for a completed unit, compliance with a local building code, or a valuation grade describing materials and workmanship. Those systems measure different things, so a score or grade is meaningful only when you identify its authority, standard version, inspected scope, method, and inspection date.
What “construction quality level” can mean
Before comparing a rating, identify the question it answers. A project can satisfy its legal building code yet have visible finishing defects. A home can receive a workmanship certificate for the condition of one apartment while the certificate says nothing about every common-area or structural issue. A valuer can assign a quality grade to describe materials and workmanship without declaring that the property is universally better or safer than another building.

Workmanship assessment or certification
Workmanship systems inspect how accurately and consistently the constructed work matches drawings, specifications, and defined finishing standards. They may examine items such as tiling, doors, windows, paint, fittings, and water-tightness. The result can be a numerical score, a tier, or a certificate. The scope may be a sample of a project or every dwelling unit.

Building-code compliance
A building code is a jurisdiction’s set of minimum requirements for matters such as structural design, fire and life safety, materials, accessibility, building services, energy or sustainability provisions, and inspections. Code approval is a regulatory determination. It is not a consumer-facing polish score, and it does not automatically rank one code-compliant building above another.

Valuation or descriptive quality grade
Assessment offices and valuers sometimes use grades to characterize the quality of a property’s materials and workmanship for valuation. Such grades are descriptive rather than a universal pass/fail scale. Indiana’s valuation guidance specifically cautions that an A/B-style quality grade should not be read as proof that one building is absolutely superior or inferior to a differently graded building.
| Type of level | Main purpose | Typical scope | Typical output |
|---|---|---|---|
| Workmanship score | Measure finished work against defined standards | Sampled project elements or selected units | Score, percentage, or tier |
| Project or unit certificate | Confirm that an inspected project or unit met a scheme’s criteria | Every eligible unit or a defined project scope | Certificate with prerequisites and exclusions |
| Building-code inspection | Determine compliance with legally adopted requirements | Specified building systems and stages of work | Approval, inspection record, or correction notice |
| Valuation quality grade | Describe relative materials and workmanship for valuation | Property or building as assessed | Descriptive grade, not a universal ranking |
Why there is no universal quality ladder
Construction rules are local, and assessment schemes are created for particular purposes. The authority, edition, tender or permit date, building type, inspection stage, sampling plan, measurement tools, scoring thresholds, and exclusions all affect what a result means. A 90-point result in one country cannot be converted into a “level 4” in another without an established equivalence—which these systems do not provide.
Even within one scheme, a revised edition can change the criteria. Singapore’s Building and Construction Authority (BCA), for example, describes CONQUAS 2022 as launched in May 2022 and enhanced in May 2023. Malaysia’s current Construction Industry Development Board (CIDB) portal identifies CIS 7:2021 as its base quality requirement, while an English CIDB description discusses CIS 7:2014. The governing edition and project applicability must therefore be checked before quoting a score or threshold.

Singapore CONQUAS
BCA introduced the Construction Quality Assessment System (CONQUAS) in 1989 as Singapore’s national standard for assessing workmanship quality in new building projects. Its objectives are to standardize assessment, measure completed work against defined workmanship standards and specifications, and use sampling so that the selected elements represent overall project performance.

- One-Handed Loading - Keep one hand free with a 1/4 in. hex chuck that accepts 1 in. bit tips
CONQUAS is an assessment method, not a universal statement that every part of a building is defect-free. A result depends on the scheme edition, the tender date where applicable, the sampled elements, and the project category. Ask for the score report and its scope rather than treating the word “CONQUAS” as a standalone quality level.
Singapore Quality Mark
The BCA Quality Mark (QM) scheme assesses every unit in eligible newly completed private residential projects. For projects with tenders called from June 1, 2020, a unit must score at least 85 out of 100 points to receive the certificate. It must also have no major defects and no water seepage in toilets, bathrooms, or windows. BCA’s tiered ratings for those projects are:
| QM tier | Score | Additional conditions |
|---|---|---|
| Star | 92 points and above | Water-ponding and window water-tightness pass rates also apply |
| Excellent | 90 to under 92 points | Water-ponding and window water-tightness pass rates also apply |
| Merit | 85 to under 90 points | Water-ponding and window water-tightness pass rates also apply |
The assessment follows CONQUAS workmanship standards and combines visual evaluation with measurements taken using tools. QM adoption is voluntary except for specified project categories, and the applicable thresholds depend on the project’s tender date. BCA states the limitation plainly: “The QM certifies the condition of the apartment unit at the time of inspection.” That means the certificate is evidence about the inspected unit at that time, not a guarantee of future maintenance, concealed conditions, every common area, or structural performance.
Malaysia QLASSIC
CIDB’s Quality Assessment System in Construction (QLASSIC) measures and evaluates workmanship against a construction-industry standard and creates an objective scoring system for comparison. The CIDB English description says assessment takes place after construction is complete and before handover, and it identifies project categories to which the method can apply. The current CIDB portal references CIS 7:2021, while earlier material refers to CIS 7:2014; confirm which edition governs the project being assessed.

CIDB’s portal reports average national QLASSIC scores of 69% in 2014 and 72% in 2020. These are agency-reported historical averages. The cited material does not provide enough methodological detail to interpret the difference as a representative change for every project type, region, or building category.
Building codes are a different quality layer
India’s National Building Code
The Bureau of Indian Standards describes the National Building Code of India 2016 as a model code for adoption by agencies across India. Its coverage is broad: administrative provisions, development and planning, fire and life safety, structural design, building materials, construction and safety, building and plumbing services, sustainability, and facility management. Because it is a model code, the legally applicable requirements depend on adoption and amendments by the relevant authority.
The 2024 International Building Code
The International Code Council’s 2024 International Building Code (IBC) Chapter 17 addresses special inspections and tests for specified materials, workmanship, and construction processes. A model code becomes enforceable only when a jurisdiction adopts it, potentially with amendments. A project’s permit documents and local building department determine which edition and provisions apply.
Quality control as a compliance process
Older Federal Emergency Management Agency guidance describes quality control as verifying conformance with specified materials and workmanship, drawings, and applicable code. That definition is useful for understanding the relationship: quality-control checks support compliance, but a single visual score cannot replace required engineering, testing, special inspections, permits, or certificates of occupancy.

How to measure construction quality responsibly
- State the purpose. Decide whether you need a workmanship score, proof of code compliance, a project certificate, a valuation description, or a pre-purchase condition assessment. Do not use one document as evidence for a different purpose.
- Identify the governing place and version. Record the country, state or municipality, building type, applicable code edition, assessment standard, and any tender, permit, or construction date that controls eligibility.
- Define the scope. Write down whether the result covers the entire project, a statistical sample, common areas, one apartment, selected building systems, or only visible finishes. Confirm what is excluded.
- Check the method and timing. Determine whether inspectors used visual checks, dimensional measurements, laboratory tests, water-tightness tests, special inspections, or sampling. A completion inspection, a handover inspection, and a post-occupancy inspection answer different questions.
- Collect primary records. Request the score sheet, defect list, inspection reports, approved drawings, material certificates, test results, permits, and completion or occupancy documentation. Ask which edition and criteria were used.
- Inspect visible work systematically. Look for consistent alignment, joints, finishes, operation of doors and windows, cracking, stains, ponding, incomplete sealants, and signs of moisture. Record location, photograph, measurement, and date for each defect.
- Use tools only for their proper role. A digital laser distance meter can document room dimensions or compare observed measurements with drawings during a walkthrough. BCA confirms that its own assessment combines visual evaluation with tool-based measurements, but it does not recommend a consumer laser meter as a scoring device. Such a tool cannot establish structural soundness, code compliance, hidden defects, or certification.
- Obtain specialist review where risk warrants it. Structural, fire-safety, electrical, plumbing, waterproofing, or geotechnical questions require appropriately qualified professionals and the tests required by the local authority. A buyer’s visual checklist is not a substitute for those inspections.
- Interpret the result with its limitations. State the inspected date, conditions, sample size, unresolved defects, and later changes. A rating is evidence within its defined boundaries, not an absolute grade for the whole life of the building.
How to compare two ratings without creating a false ranking
| Comparison question | What to verify | Why it matters |
|---|---|---|
| Purpose | Workmanship, code minimum, certification, or valuation | Different purposes cannot be placed on one scale |
| Authority and version | Issuing body, standard number, edition, and effective date | Criteria and thresholds can change |
| Scope | Whole project, sampled elements, common areas, or each unit | A unit result does not describe every building component |
| Method | Visual inspection, measurement, testing, sampling, and reviewer qualifications | Methods produce different kinds of evidence |
| Timing | During construction, completion, handover, or occupancy | Defects and conditions can change over time |
| Output | Raw score, tier, certificate, approval, or descriptive grade | A certificate or grade may have prerequisites and exclusions |
| Unresolved conditions | Defect lists, failed tests, waivers, repairs, and retesting | A headline score can hide important exceptions |
How to tell whether a new home is well built
Start with documents, then inspect the actual unit. Ask the developer, seller, or project manager for the applicable code and assessment standard, the date and scope of any CONQUAS, QM, QLASSIC, or similar assessment, defect rectification records, water-tightness or ponding results where relevant, and occupancy or completion approvals required locally.
- Compare room dimensions and openings with the approved drawings, allowing for stated tolerances.
- Operate every door, window, lock, tap, drain, and electrical fitting that you can safely test.
- Check tile lines, floor transitions, skirting, sealants, paint coverage, cabinetry alignment, and visible pipe or duct penetrations.
- Look for damp odours, staining, blistered paint, ponding on balconies or wet areas, and failed window seals.
- Record each issue with its exact location and request a written repair deadline and retest evidence.
- Have a qualified independent inspector assess concealed or high-consequence systems before contractual inspection rights expire.
A high workmanship score can make the inspection process more consistent, but it does not eliminate the need to understand the contract, warranties, maintenance obligations, local approvals, or later alterations.
Common mistakes and the correct interpretation
“The highest score means the safest building.”
Not necessarily. A workmanship scheme may focus on sampled finishes, while structural and fire safety are governed by code requirements and specialist inspections. Read both records and their scopes.
“A certificate covers the whole development.”
Some certificates apply to each inspected apartment, not every common area or concealed system. Singapore’s QM wording limits the certificate to the apartment unit’s condition at inspection.

“A code-compliant building has no defects.”
Codes establish legal minimums and required processes. Minor finish defects can remain in a compliant project, and a visual inspection cannot prove every hidden condition.
“Percentages are interchangeable.”
An 85/100 QM score, a QLASSIC percentage, and a valuation grade are outputs from different methods. Preserve the authority, version, scope, and prerequisites whenever you quote one.
“An older standard still applies automatically.”
Confirm the edition in force for the project. CONQUAS was enhanced after its 2022 launch, and CIDB materials reference both CIS 7:2014 and CIS 7:2021 in different contexts.

For a useful, defensible description, write a rating as a complete statement: who issued it, which standard and version were used, what was inspected, how it was measured, when it was inspected, what score or certificate resulted, and which exclusions or failed conditions remain. That format prevents a marketing label or valuation shorthand from being mistaken for a universal measure of construction performance.
