Construction Payroll Software vs. General Payroll Software: What Contractors Need

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

The right choice depends on the work you run, not the label on the product. A general payroll system can be enough for a small contractor doing private, single-state work with straightforward hourly pay. Construction-focused software or a connected payroll-and-accounting workflow becomes more important when you must code labor to jobs and phases, apply changing classifications and rates, handle prevailing-wage or union rules, collect approved field time, produce certified reports, and reconcile labor to project costs.

“Construction payroll” is not a guarantee that every required jurisdiction, form, or submission file is supported. Confirm the exact product, edition, plan, configuration, and report output before switching.

What is different about construction payroll?

Ordinary payroll answers a basic set of questions: who worked, how much they earned, what taxes and deductions apply, and when they should be paid. Construction payroll must answer those questions while preserving the context of the work. Each hour may need a job number, phase, cost code, location, labor classification, wage rate, fringe treatment, and approval history.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

That context has two consequences. First, payroll becomes a source of project-cost data rather than an isolated back-office transaction. Second, a pay run may have to satisfy contract, union, federal, state, local, owner, or general-contractor reporting requirements. The useful comparison is therefore the entire flow from field time to approved payroll to accounting and reporting.

General payroll software

General systems typically provide employee records, payroll calculations, tax withholding and filings, direct deposit, benefits deductions, and standard reports. Some also include time tracking, multiple pay rates, project labels, workers’ compensation support, and integrations. Those features can cover a private contractor whose crews work under one or a few ordinary pay rules.

Construction-oriented payroll

A construction-oriented product, service, or integration is designed around additional dimensions: job, phase, cost code, site, classification, prevailing-wage rate, fringe benefit, union agreement, and certified-report format. It may also connect mobile time entry and approval directly to payroll and project accounting. The advantage is fewer manual reallocations and a clearer audit trail; the trade-off can be a larger implementation, more configuration, or quote-based pricing.

Choose by work mix and compliance exposure

Start with the contracts you actually perform. The same payroll platform can be sensible for one contractor and inadequate for another because their reporting obligations differ.

Small private-work contractor

A residential remodeler or small subcontractor doing private work in one state may be well served by general payroll when employees have stable rates, time is approved in one office, and labor needs only basic job or project tracking. Verify that the system can export hours and labor cost by project if your accounting process depends on that information.

Growing contractor with multiple jobs

Once crews move between projects, payroll needs reliable job, phase, and cost-code allocation. Ask whether workers select those codes in the field, whether supervisors approve them before payroll closes, and whether corrections flow back to accounting without retyping. A general platform with a strong construction timekeeping integration can work; a separate construction payroll product is not automatically required.

Public-work or prevailing-wage contractor

Public work changes the evaluation. You may need the correct wage determination, classification, fringe treatment, overtime calculation, worker and project identifiers, and a report accepted by the contract administrator. Confirm the exact federal, state, local, owner, or general-contractor format rather than relying on a “certified payroll” badge.

Union contractor

Union agreements can add wage schedules, benefit contributions, local rules, overtime provisions, and reporting by agreement or classification. Ask the vendor to demonstrate how a worker changing jobs, classifications, locals, or rates in the same pay period is handled and audited.

Multi-state or multi-jurisdiction contractor

Different states and localities can impose different tax, wage, registration, and reporting rules. Confirm which jurisdictions the product supports today, how updates are delivered, and whether the supported reports match your contracts. A national marketing claim does not establish coverage for every local form.

Capabilities that should decide the purchase

Workflow area What a basic payroll system may provide What a contractor may need
Labor allocation Employee or department tracking Job, project, phase, cost code, location, and direct/indirect labor allocation that posts to accounting
Rates and classifications One regular rate plus overtime Multiple classifications and rates, job- or location-specific rules, and controlled changes
Prevailing wage Ordinary wage and overtime calculations Applicable prevailing-wage rates, fringe benefits, overtime treatment, and auditable setup
Union payroll Employee deductions and benefits Union terms, contributions, wage schedules, and agreement-specific reporting
Field time Desktop or employee time entry Mobile job coding, supervisor approval, edits with an audit trail, and a clean path into payroll
Certified reporting Standard payroll registers Required worker, classification, hours, rates, benefits, overtime, wages, deductions, signatures, and submission-file fields
Accounting connection Generic accounting export Reliable posting of labor to the correct job, phase, cost code, and period without duplicate entry
Administration Payroll-focused support Help configuring contract rules, correcting rejected time, and maintaining compliance evidence

Job and phase costing

The minimum useful question is not “Does it track projects?” Ask whether an approved hour can be traced from a named worker and pay rate to a specific job, phase, cost code, and accounting entry. Dapt’s description of a time-to-payroll-to-accounting flow illustrates the model: time is captured, payroll rules are applied, and labor is allocated into job-level accounting entries. Confirm whether your system does this natively or through an integration, and how it handles corrections after posting.

Multiple classifications, rates, and locations

Construction employees can perform different work in one week or one day. The system should let an authorized user assign the appropriate classification and rate to each time segment, preserve the reason for a change, and calculate overtime consistently. Test a worker who has two classifications, two jobs, and overtime in the same pay period; a simple “multiple rates” checkbox does not prove that scenario works.

Prevailing wage and fringe benefits

Prevailing-wage work requires more than entering a higher hourly number. The workflow may include a base wage, cash or noncash fringe benefits, overtime rules, and contract-specific classifications. Ask whether fringe amounts are calculated, tracked, paid, or reported separately, and whether the output matches the contract’s instructions. Keep the wage determination and effective date attached to the setup so an auditor can see which rule produced each amount.

Certified payroll output

Define “certified payroll” precisely. A useful system should generate the required report from approved time and payroll data, include the fields and declarations your contract requires, identify the responsible signer, and preserve the supporting records. Ask four questions:

  • Which federal, state, and local forms are generated?
  • Are the required fields, calculations, signatures, and fringe details included?
  • Can the system create an import file for the submission platform or owner?
  • Can you reproduce a report for a closed period after a correction, with the change history?

Intuit’s QuickBooks Desktop Payroll documentation says its workflow can set up prevailing wages and generate certified payroll reports. The same instructions describe manual entry in the paycheck and report module and require a full version of Microsoft Excel. That makes the edition and level of automation material: a product may produce a report while still requiring substantial manual preparation.

Field time, approval, and audit trail

Every hour should have an owner and a status. Look for mobile access at the jobsite, job and cost-code selection, supervisor approval, cutoff controls, and an audit trail for edits. Determine what happens when a worker forgets to select a code, works offline, submits time late, or splits a shift across classifications. The cheapest payroll run can become expensive if office staff repeatedly re-enter or repair field data.

Accounting and ERP integration

Labor cost should arrive in the same job structure used for estimating, work-in-progress reporting, billing, and profitability analysis. Verify the direction and timing of data exchange: time to payroll, payroll to accounting, corrections back to the source, and handling of indirect labor. Ask whether the integration is included, separately licensed, or maintained by a third party.

What common products document about construction use

QuickBooks Workforce and QuickBooks payroll

Intuit’s construction materials describe multiple pay rates, time entry and schedules, contractor-payment tracking, project labor-cost reporting, and payroll tax services. Those features can suit private construction when the plan and connected tools provide the required job structure.

Separate QuickBooks Desktop Payroll help documentation states that prevailing wages and certified payroll reports can be set up. It also describes job costing, time tracking, fringe items, and a manual-entry route. Treat this as a Desktop Payroll workflow, not proof that every QuickBooks edition or plan supplies the same reports or automation. Validate the current edition, supported forms, Excel requirement, and your contract’s acceptance criteria.

ADP Workforce Now for Construction

The ADP Marketplace listing describes job-costing labor data, prevailing-wage and union rules, government-contract requirements, jobsite time data, and ERP integrations. These are vendor-described capabilities. Request a demonstration using your own classifications, fringe rules, jobs, and report format, and confirm which functions are included in your proposed configuration.

Dapt for RUN Powered by ADP

The Dapt listing describes synchronization of time and payroll information, configured payroll rules, labor allocation into job-level accounting entries, and certified reporting that includes federal WH-347, state-specific reports, and LCPtracker-ready files. Because it is an integration, evaluate the connected workflow: who owns timekeeping, where rules are configured, how errors are surfaced, and what happens when one system changes.

Gusto

Gusto’s construction page describes time entry syncing to payroll, project-hour tracking, workforce-costing reports, payroll tax handling, benefits, workers’ compensation, and integrations with construction-related tools. Those statements support a general-payroll option for some contractors. They do not, by themselves, establish native certified-payroll reporting for every jurisdiction or plan. Obtain a sample output for your contract before relying on it for public work.

Payroll4Construction and Foundation

A September 2026 comparison describes Payroll4Construction as a managed construction payroll service and Foundation as an integrated construction accounting and payroll ERP. It reports certified payroll, prevailing-wage, union-fringe, and job-costing capabilities, while noting trade-offs such as quote-based pricing or a larger implementation footprint. These are secondary-source descriptions; confirm current functionality, pricing, implementation responsibilities, and supported reports directly with the vendors.

Certified payroll: the compliance details to verify

Intuit’s support documentation explains that the Davis-Bacon Act requires prevailing wages on federal public-works projects over $2,000. It lists worker, classification, hours, wage-rate, benefit, overtime, total-wage, and deduction information among certified-payroll contents. The contract, wage determination, and agency instructions remain controlling, so use the documentation as an operational checklist rather than legal advice.

The U.S. Department of Labor released an updated WH-347 in 2025, changing fields, column headings, and calculations according to the same documentation. Before submitting, confirm that your current form version and any owner or agency supplement are accepted for the project. A report that was correct for an earlier form can fail if columns or calculations have changed.

Build a repeatable review before certification:

  1. Confirm the project, contract, wage determination, reporting period, and applicable jurisdiction.
  2. Map every worker to the correct classification and job or location.
  3. Check regular hours, overtime hours, rates, fringe amounts, deductions, and total wages against approved time and pay records.
  4. Reconcile the report to the payroll register and job-cost entries.
  5. Verify the signer, declaration, form version, attachments, and submission-file format.
  6. Retain the source time, approvals, payroll calculations, corrections, and submitted copy according to the contract and applicable law.

How to compare two systems without being misled

Use the same test cases and outputs for every candidate. Marketing pages often describe a capability at a high level; your decision depends on whether the configured product handles your actual workflow.

Test Evidence to request
Two classifications in one pay period Pay calculation, rate history, overtime result, and audit trail
One crew across three jobs Approved time and accounting posting by job, phase, and cost code
Prevailing wage with fringe Wage setup, fringe calculation, payroll register, and report fields
Union deduction or contribution Agreement-specific calculation and remittance-ready detail
Late or corrected time Approval workflow, correction entry, reposting behavior, and change history
Certified report submission Current federal, state, local, owner, or platform-specific output using your sample data
Accounting reconciliation Payroll totals tied to job-cost and general-ledger entries without duplicate labor

Also ask for a written scope of included jurisdictions, forms, integrations, implementation services, support hours, update responsibilities, data export, and termination assistance. A feature that requires a separate module or service should be priced and evaluated as part of the complete workflow.

Implementation steps that prevent payroll rework

  1. Inventory obligations. List private and public projects, states and localities, union agreements, prevailing-wage determinations, required reports, submission platforms, and accounting destinations.
  2. Standardize master data. Create consistent job numbers, phases, cost codes, locations, classifications, wage rates, fringe rules, union deductions, and effective dates.
  3. Define field controls. Decide who enters time, who approves it, which codes are mandatory, when the period closes, and who can reopen or correct it.
  4. Configure and test rules. Use real or representative scenarios covering multiple rates, overtime, fringe, transfers between jobs, and indirect labor.
  5. Reconcile in parallel. Run at least one pay period against the existing process, comparing employee pay, taxes, job cost, accounting entries, and required reports.
  6. Train by role. Give field workers, supervisors, payroll staff, project accountants, and report signers instructions for the actions each person owns.
  7. Document exception handling. Write down how to fix missing time, wrong classifications, rejected imports, retroactive rate changes, and post-payroll corrections.

Costs and administrative trade-offs

Do not compare only the per-employee payroll charge. Total cost includes implementation, integrations, required modules, mobile time capture, certified-report preparation, accounting cleanup, support, and the hours spent correcting bad coding. A managed service may reduce internal payroll work but can require a quote and careful handoff of approvals and source records. An integrated construction ERP may reduce duplicate entry while demanding a larger implementation and stronger master-data discipline.

Current prices are not comparable from the available product descriptions. Obtain a quote that identifies recurring fees, implementation charges, per-jurisdiction or per-module costs, report-generation charges, support terms, and any required third-party integration. Price the manual process as well: count the hours spent each pay period fixing time, reallocating labor, preparing reports, and answering owner or auditor questions.

Common failure modes and fixes

“It says certified payroll, so we are covered.”

Why it fails: The label may refer to one form, one edition, or a report that still requires manual entry. Fix: Test the exact contract form, fields, calculations, signatures, attachments, and submission file with sample data.

  • Hard hat clip- attaches for easy access

Job costing is added after payroll

Why it fails: Reallocating labor after the pay run creates duplicate work and weakens the audit trail. Fix: Make job, phase, and cost code selection part of time entry and approval, then verify the posting before payroll closes.

Rate changes are handled in spreadsheets

Why it fails: Spreadsheets can drift from payroll settings and leave no controlled effective date. Fix: Maintain authorized rate and classification records in the payroll workflow, with a documented approval and change history.

Field corrections are invisible

Why it fails: A supervisor may overwrite an entry without preserving who changed it or why. Fix: Require reason-coded corrections, approval, and a report that shows the original and revised values.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

An integration is treated as automatic

Why it fails: Mismatched job codes, failed syncs, or timing differences can leave payroll and accounting out of balance. Fix: Assign an integration owner, monitor exceptions, reconcile every pay period, and define a recovery procedure before go-live.

A practical decision rule

Choose general payroll when your work is predominantly private, your pay rules are stable, you need only modest project tracking, and you can prove that the required accounting and tax outputs are supported by your plan and integrations.

Choose construction-focused software or a connected construction payroll workflow when prevailing-wage, union, certified-report, multi-jurisdiction, or detailed job-cost requirements are central to your contracts, or when manual correction is consuming payroll and project-accounting time. The deciding evidence is a successful demonstration of your real scenarios and required outputs—not the product category alone.
