Construction Financial Reporting FAQs: Costs, Cash Flow, and Profitability

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

Construction financial reporting connects the costs recorded on each job to company-wide profit, cash and balance-sheet reporting. A reliable job-cost system supplies the project detail; a work-in-progress (WIP) schedule turns that detail into progress, earned revenue, billings and projected margin. Read together each month, those measures can reveal profit fade, cash pressure and estimate problems before they appear in year-end statements.

What construction financial reporting must show

General-ledger reports tell you what the company has recorded. Construction reporting must also explain what is happening inside each contract. That requires costs organized by project and cost category, current estimates of the remaining work, contract value, billings and expected gross profit. The link between the two levels is the job-cost system and the WIP schedule.

  • Job-cost records: labor, materials, equipment, subcontractors, other direct costs and allocated costs posted to a specific project and cost code.
  • WIP information: contract value, costs incurred to date, estimated cost to complete, total estimated cost, progress, earned revenue, billings and projected gross profit.
  • Company statements: the income statement, balance sheet and cash-flow reporting that summarize all jobs and overhead.

Construction Financial Management Association (CFMA) education treats job-cost systems, WIP, contractor financial statements, cost allocation, performance measures and cash forecasting as connected disciplines. A controller or project manager who reviews only the income statement can miss a deteriorating estimate; someone who reviews only job-level billing can miss company-wide liquidity or overhead.

How job-cost data becomes a WIP calculation

The cost-to-cost method uses costs incurred to measure physical progress. The basic sequence described by CFMA in Michael Dedo’s July 6, 2026 article is:

  1. Calculate percent complete: costs incurred to date ÷ total estimated costs.
  2. Calculate earned revenue: percent complete × total contract price.
  3. Identify billed-to-date: the amount actually invoiced, independent of earned revenue.
  4. Compare earned revenue with billed-to-date: the difference is the job’s underbilling or overbilling position.

Every figure depends on the estimate. When the expected cost to finish changes, total estimated cost changes; that changes percent complete, earned revenue and projected gross profit even if no new invoice has been issued.

Worked example: the calculation, not a benchmark

CFMA’s example uses a $2,000,000 contract, $960,000 of costs incurred and a revised total estimated cost of $1,720,000. The calculation is:

Measure Calculation Result
Percent complete $960,000 ÷ $1,720,000 55.8%
Earned revenue 55.8% × $2,000,000 $1,116,000
Projected gross profit $2,000,000 − $1,720,000 $280,000 (14.0%)

These are illustrative figures from Dedo’s article, not an industry benchmark or a promise that every contract should follow the same pattern. Your schedule should preserve the original estimate, the current estimate and the reason for each material change.

Underbilling and overbilling: what the difference actually means

Underbilling means earned revenue is greater than billings to date. The contractor has performed more work, under the selected progress measure, than has been invoiced. Overbilling means billings exceed earned revenue. The customer has been invoiced ahead of the revenue earned under the progress calculation.

Neither position, by itself, proves that a job is profitable or unprofitable. Billing terms, retainage, approved changes, mobilization, stored materials and the reliability of the estimate can all affect the comparison.

Position Mechanical test Possible management implication
Underbilled Earned revenue > billed-to-date Working capital may be tied up while costs are paid before cash is collected; investigate approval, billing timing and estimate accuracy.
Overbilled Billed-to-date > earned revenue Cash may arrive ahead of earned revenue, but the position can reverse as work is completed; compare it with remaining cost and margin risk.

Dedo’s example shows a job overbilled by $184,000 while its projected margin declined from 20% to 14%. That combination can provide cash temporarily while concealing weakening economics. Persistent, growing underbilling across several jobs can consume working capital. These are signals for investigation, not automatic conclusions.

Why projected margin matters more than a billing-position headline

Projected gross profit is contract price minus the latest total estimated cost. A margin percentage can fall even when revenue and billings rise if labor productivity, material prices, subcontractor costs, scope or schedule assumptions worsen.

Review three related trends together:

  • Progress: Is the calculated completion percentage plausible for the actual schedule and installed work?
  • Estimate: How does the current projected margin compare with the original estimate, and what changed?
  • Billing position: Is underbilling or overbilling growing, shrinking or reversing?

A single month’s overbilling can look healthy while the estimate-to-complete is understated. Conversely, an underbilled job may be commercially sound if invoices await an approved change order and the cash plan covers the timing gap. The relationship among progress, projected margin and billings is more informative than any one number.

A practical monthly WIP review

Review active jobs together and compare each job with its prior month. Establish a close calendar so project managers, accounting and estimating use the same cutoff date and definitions.

  1. Lock the period: post payroll, supplier invoices, subcontractor applications, equipment usage and approved accruals through the agreed month-end date.
  2. Reconcile costs: tie job-cost totals to the general ledger and investigate costs posted to the wrong project or cost code.
  3. Update remaining-cost forecasts: obtain a written estimate to complete from the project manager, including committed purchase orders, subcontract balances, pending changes, escalation and likely rework.
  4. Recalculate progress and earned revenue: apply the approved method consistently and document unusual items such as large deposits or stored materials.
  5. Compare billings: reconcile the WIP billing figure to the accounts-receivable ledger and contract schedule of values.
  6. Explain movements: require a short variance explanation for material changes in margin, completion percentage or under/overbilling.
  7. Escalate exceptions: route possible losses, unsupported estimates, disputed changes and cash-critical underbillings to the controller or CFO.
  8. Update cash forecasts: combine expected customer receipts, subcontractor payments, payroll and tax obligations with the job-level billing outlook.

Keep an audit trail of the prior estimate, the current estimate, the person approving the change and the evidence supporting it. That record helps management, lenders, sureties and the financial-statement CPA understand why a result moved.

How to compare jobs without misleading yourself

Raw margin rankings are not apples-to-apples. Compare jobs along dimensions that change risk and cost behavior:

Comparison axis Questions to ask
Contract type Is the work lump-sum, cost-plus, time-and-materials or another structure with different exposure to quantity and price risk?
Self-performed versus subcontracted work Are labor productivity, equipment utilization and payroll burden being measured consistently with subcontractor commitments?
Cost code Which labor, material, equipment or subcontract categories are driving the variance?
Original versus revised estimate Did the margin change because of approved scope, an estimating error, productivity, price escalation or a schedule delay?
Billing position Is the balance explained by contract terms and timing, or by work performed without an invoice?
Margin trend Is projected profit stable, fading or improving over successive months?

CFMA training specifically addresses different contract types, self-performed work, change orders, cost reviews, profit fade and cash forecasting. Use those categories to investigate causes rather than imposing one universal “good” margin. The available sources do not establish a current, apples-to-apples industry margin benchmark.

Cash flow: how WIP helps and where it stops

WIP is not a bank balance, but it improves cash forecasting. Underbilling identifies work that may require financing before collection; overbilling can indicate receipts arriving before the associated revenue is earned. Pair the WIP schedule with invoice due dates, retainage, approved and pending changes, disputed amounts, subcontractor payment terms, payroll, taxes and equipment obligations.

Build a rolling forecast that separates:

  • cash already collected;
  • invoices issued but not yet collected;
  • work earned but not billed;
  • forecast billings tied to future progress; and
  • known cash disbursements by week or month.

A profitable project can still create a cash squeeze when costs precede billing or collection. An overbilled project can support near-term liquidity while increasing later delivery obligations. Treat the billing position as one input to the cash model, not as a substitute for it.

Construction financial statements and external scrutiny

Project records support company-level statements, but the statements may use accounting conclusions that require professional judgment. A WIP schedule can help explain contract assets, contract liabilities, revenue, cost of revenue and gross-profit movements to a bank, surety or CPA. It does not automatically determine the correct presentation for every contract.

CFMA’s current education overview identifies ASC Topic 606, performance obligations, contract modifications and acceptable measures of progress as construction-accounting subjects. Contract language and facts determine the appropriate treatment. Have a construction CPA review fact-specific conclusions, especially for variable consideration, significant changes in scope, claims, loss-making contracts and unusual payment terms.

An AGC page retrieved for this subject discusses a draft revenue-recognition proposal. Proposal-era discussion is not current GAAP and should not be used as the authority for a present-day revenue-recognition decision. Use current authoritative guidance and your CPA’s analysis instead.

Common failure modes and corrective actions

Costs posted late or to the wrong job

Symptom: completion jumps when invoices arrive, or one project carries costs belonging to another. Fix: enforce period cutoffs, review unmatched invoices and require approval for reallocations.

Estimate to complete is simply last month’s number

Symptom: margin remains unchanged despite schedule delays, productivity problems or material-price changes. Fix: obtain a bottom-up forecast by cost code and document commitments, risks and remaining quantities.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

Billing is treated as earned revenue

Symptom: an invoicing surge is reported as a profit improvement. Fix: calculate earned revenue independently, then reconcile the difference to billings.

One job is reviewed in isolation

Symptom: a favorable overbilling balance distracts from margin fade elsewhere. Fix: review all active jobs in one portfolio view and rank exceptions by projected dollar impact and cash effect.

Internal forecast is presented as a formal accounting conclusion

Symptom: management WIP assumptions are sent to a lender or auditor without explaining the method or judgments. Fix: label internal forecasts clearly, preserve supporting schedules and involve the CPA when financial-statement treatment is at issue.

What owners and project managers should be able to answer

  • What work has actually been performed by the reporting date?
  • Which costs have been incurred, and are they complete and correctly coded?
  • What will it cost to finish, including commitments and credible risks?
  • How does the current projected margin compare with the original estimate?
  • Is the job underbilled or overbilled, and what contract or timing fact explains it?
  • When will the related cash be collected, and what payments are due first?
  • Which changes require approval, a revised estimate or CPA review?

Michael Dedo describes the WIP schedule as “the single earliest warning system a contractor has for job profitability,” adding that its value is often missed when readers focus on the bottom line instead of the mechanics. That is his characterization in the July 6, 2026 CFMA article, not a formally established industry standard; the practical point is to investigate the drivers behind each result.
