Public Services and Procurement Canada (PSPC) awarded Pilitak Enterprises Ltd. a CAD 77,035,350 contract on 17 February 2026 to build a new small craft harbour in Arctic Bay, Nunavut. Fisheries and Oceans Canada (DFO) says it plans to begin construction during fiscal 2026–27; the award itself does not confirm that work or marine mobilisation has started.
What the contract covers
PSPC is delivering the project for DFO. The CanadaBuys contract record describes a harbour intended to improve access to economic and cultural pursuits, marine transportation, and the delivery of critical materials to local communities. The announced works include:
- Breakwaters
- A fixed wharf for larger vessels
- Dredging of the basin and entrance channel
- A launch ramp
- Float wharves for small craft
The initial layout is intended to accommodate 64 small craft, with room in the harbour area for an estimated additional 80 boats. The additional 80 are expansion space, not part of the stated initial capacity. CanadaBuys contract record
Contract amount, term and procurement
The CanadaBuys record lists a total contract value of CAD 77,035,350, including amendments as defined on the record. It gives a term of 50 months, from 17 February 2026 to the stated expiry date of 7 May 2030. The procurement was open and competitive under solicitation WS5205548489; the selection criterion was the highest combined rating of technical merit and price. CanadaBuys contract record

When construction is planned to begin
DFO’s 2026–27 Departmental Plan says the department “will begin construction of a new harbour in Arctic Bay, Nunavut” during that fiscal year, for the purposes of supporting northern fisheries, employment and food sovereignty. This is a planned start, not confirmation of a notice to proceed, first marine mobilisation or completed work. DFO 2026–27 Departmental Plan
How the broader investment figure differs
The Qikiqtani Inuit Association’s project record describes a wider harbour investment of CAD 105.9 million over seven years and anticipates operations in 2031. Those figures refer to the broader programme and an anticipated operating milestone—not the CanadaBuys construction contract value or its 7 May 2030 expiry date. What is not yet established
The published award and departmental plan establish the contract and a planned construction start, but do not establish whether mobilisation has occurred or report installed quantities or accepted completion. They also do not state the dredging volume or method, material route, subcontractor identities, float-wharf supplier, harbour authority arrangements, as-built depth or operational readiness. Those details should not be inferred from the award.
