Construction is active on Interstate 80 in Stroud Township, while additional widening and rehabilitation projects are moving through design and planning in the Poconos. Beginning October 26, 2026, PennDOT scheduled nighttime lane restrictions in both directions between Exits 302 and 304 for several weeks. The active Stroud Township contract includes I-80 widening, a rebuilt Exit 303 interchange and Route 611 reconstruction, with expected completion in October 2032.
Where are the current I-80 lane restrictions?
The active work is in Stroud Township, Monroe County, on I-80 from west of Exit 303 to Exit 304, with related Route 611 construction. PennDOT’s District 5 notice says: “Beginning on Monday, October 26, drivers should expect nighttime lane restrictions in both directions for several weeks on Interstate 80 between Exits 302 and Exit 304.”

After the initial nighttime phase, PennDOT expects sporadic restrictions on I-80 or Route 611 as construction advances. Traffic control can change with work conditions, so drivers should check 511PA before departure for current delays, travel forecasts, speeds and camera views. The service includes more than 1,200 traffic cameras.
What drivers should expect first
- Nighttime lane restrictions in both directions between Exits 302 and 304 for several weeks beginning October 26, 2026.
- Later intermittent restrictions on I-80 or Route 611.
- Changing work zones around Exit 303 and the Route 611 connection.
What is being built in the Stroud Township phase?
The $232,894,523 contract covers several connected improvements. PennDOT is widening I-80 west of Exit 303 to Exit 304, reconstructing the Exit 303 interchange and creating a new connection to Route 611, and rebuilding Route 611 between Lifeline Road and Bridge Street. H&K Group is the general contractor.

PennDOT reports average daily traffic of 45,781 vehicles on I-80 in this project area and 20,364 vehicles on Route 611. Those volumes help explain why construction is being staged with lane restrictions rather than a long-term full closure.
When will this phase finish?
PennDOT expects the current Stroud Township contract to finish in October 2032. That is the agency’s schedule for the contract, not a guarantee that every traffic restriction will end on the same date; individual work zones can open or shift earlier as stages are completed.
Is Exit 303 open?
The PennDOT update identifies Exit 303 as part of the interchange reconstruction and does not announce a full interchange closure. Drivers should nevertheless expect changing access, lane shifts or intermittent restrictions as the new Route 611 connection is built. Check 511PA for the operating status and any signed detour before using the interchange.
What is happening at the Bartonsville interchange?
Bartonsville is a separate project, listed by PennDOT as being in the design stage, step two of four. The proposal would reconstruct and widen approximately five miles of I-80 in Hamilton, Pocono and Stroud townships, including Interchange 302 with Route 33. It is intended to connect I-80, Route 33 and Route 611 while addressing roadway deficiencies, future congestion, operations and mobility.

The agency held a public plans display and presentation October 20, 2026, at Northampton Community College’s Pocono Campus in Tannersville.
How does the Luzerne County Section 311 project differ?
Section 311 is farther west and separate from the Monroe County work. It covers I-80 from west of the Route 309 interchange to east of the White Haven Interchange in Luzerne County.
The planned work includes pavement replacement, drainage repairs, bridge replacements and culvert rehabilitation. PennDOT says the existing concrete is deteriorating because of alkali-silica reactivity, which has produced map cracking and joint failures.
How will traffic be maintained?
PennDOT plans to keep two lanes open in each direction during pavement work, using crossovers to shift traffic. Intermittent ramp detours are expected for some bridge work. Honey Hole Road will have its own staged detours while the Nescopeck Creek/County Road bridge replacements are constructed.

| Stroud Township phase | I-80 west of Exit 303 to Exit 304; Route 611 between Lifeline Road and Bridge Street | Active construction | I-80 widening, Exit 303 interchange reconstruction, new Route 611 connection, Route 611 reconstruction | Night restrictions in both directions between Exits 302 and 304 initially; later sporadic I-80 or Route 611 restrictions | Expected completion October 2032 | Not stated in the cited PennDOT construction update |

Why are several projects happening over many years?
The corridor combines high traffic volumes with different kinds of infrastructure problems. The Monroe County phases focus on capacity, interchange geometry and connections among I-80, Route 33 and Route 611. Section 311 addresses aging concrete, drainage and structures. Because the projects have different limits, schedules and design stages, restrictions will not follow one continuous pattern across every Poconos interchange.

1Repair Windows errors before they cause bigger problems2Fix the driver behind crashes, sound loss and screen glitches3Clear out junk files and repair common Windows errorsFor a trip through the area, identify the specific project limits first, then check the live conditions immediately before leaving. A restriction shown for the Stroud Township work does not automatically describe conditions near White Haven, and a future Bartonsville proposal is not the same as an active closure.
How can drivers check live I-80 conditions?
- Open 511PA before the trip.
- Review current delay warnings, speed information and camera images along I-80, Route 611 and nearby interchanges.
- Allow extra time for nighttime travel between Exits 302 and 304 while the initial lane-restriction phase is underway.
- Check again before returning, because work zones and restrictions can change during the day.
Frequently Asked Questions
Are the nighttime restrictions scheduled every night?
PennDOT’s notice says nighttime restrictions will occur for several weeks, but it does not publish a fixed nightly calendar in the cited update. Use 511PA for the current restriction and delay information on the night you travel.

Will Bartonsville construction start in 2030?
2030–2034 is PennDOT’s proposed construction window for Section 26M, not a fixed start date. The project remains in design and public comments can still influence details and impacts.
Why is I-80 concrete being replaced near White Haven?
PennDOT attributes the deterioration to alkali-silica reactivity in the existing concrete. The resulting map cracking and joint failures are being addressed alongside drainage, bridge and culvert work.
