Construction Begins on Hot Springs Village’s Cedar Creek Wastewater Plant Expansion

Hot Springs Village has begun a more than $36 million expansion of its Cedar Creek Wastewater Treatment Plant, with completion expected in late 2028.

Construction has begun on an expansion of the Cedar Creek Wastewater Treatment Plant in Hot Springs Village, Arkansas. The Hot Springs Village Property Owners Association (HSV POA) marked the start with a groundbreaking on September 30, 2026; it expects the project to be completed in late 2028.

What is being built?

The project will expand and improve the existing Cedar Creek Wastewater Treatment Plant on Cloaca Lane. The POA’s bid advertisement described new improvements to the facility under a single prime contract on a lump-sum basis. The bid notice lists the project address as 199 Cloaca Lane.

The POA says planning began in 2022, after engineering studies identified opportunities to improve system reliability and address recurring capacity challenges during moderate rainfall events. The POA has framed the work as an investment in reliability, environmental protection and preparation for future growth. The underlying engineering studies and an independent performance analysis are not included in the reviewed public materials.

How much does the project cost?

The POA describes the expansion as a $36+ million project. Max Foote Construction, listed as the contractor on its current-project page, gives a contract amount of $36,756,000. These are distinct figures: the POA’s rounded description of the project and the contractor’s stated contract amount.

How will the work be funded?

The POA says it allocated $7 million in its 2026 budget and expects the remaining construction costs to be financed through long-term, tax-exempt bonds. It also says a recent water and wastewater rate study found the project could be supported through utility revenues with moderate rate adjustments over time. The public materials reviewed do not state bond terms, the study’s date, or the amount or timing of any customer rate changes.

Who is involved, and when is completion expected?

HSV POA is the project owner. Its bid advertisement named Crist Engineers, Inc. as the issuing office for bid documents, with bids due June 4, 2026. Max Foote Construction’s project listing identifies the Cedar Creek improvements and the $36,756,000 contract amount.

The POA expects construction to finish in late 2028. That is a forecast, not a guaranteed completion date; the reviewed sources do not provide a detailed construction schedule.

The available public materials do not state the expansion’s final treatment capacity, the technologies to be installed, permitted discharge limits, quantified environmental outcomes, or the exact effect on customer bills. Those details should not be inferred from the project’s stated goals.
