The plant is the central element of a $187-million Energy Performance Contract (EPC) awarded to MCW Custom Energy Solutions Ltd. in December 2025. The project is designed to replace diesel heating with electricity from Labrador’s grid and modernize related electrical and control infrastructure.
What the project includes
The EPC combines the new heating plant with infrastructure upgrades intended to support the change in how the base is heated. The Department of National Defence (DND) says it secured an additional 20 megawatts of electrical capacity from Newfoundland and Labrador Hydro for the transition. Associated work includes upgrades to control systems and utility metering. The announcement does not provide further plant specifications or identify individual heating-system components.
5 Wing Goose Bay supports NORAD operations and Canadian Armed Forces activity across the Arctic and North. DND says base facilities will remain functional during construction, with no impact on military operations, and that local CAF members will receive training on the upgraded systems.
Projected savings and emissions reductions
DND estimates the project will save approximately $8.6 million in annual energy costs, a 77% reduction, and cut greenhouse-gas emissions by roughly 19,000 tonnes per year, or 94% below current levels. These are project forecasts, not measured outcomes; the October announcement reports no realized savings or independently verified emissions results. DND’s October 2, 2026 announcement describes the estimates.

Schedule: forecast versus recorded start
DND anticipates completion by December 2030. Its April 1, 2026 announcement forecast that construction would begin in May 2026; the later announcement records the groundbreaking on October 2, 2026, which is the reported milestone marking the start of construction. Both announcements give December 2030 as the anticipated completion date. The April announcement provides the earlier forecast, while the October announcement reports the groundbreaking.

The $187 million is the value of the heating-plant EPC, not the total planned investment at the base or the broader defence infrastructure plan. DND’s April announcement describes up to $8 billion in investments at 5 Wing Goose Bay and places the base within the $32-billion NORAD Northern Basing Infrastructure plan. Those figures refer to wider scopes and should not be added to or confused with the plant contract value.
