Kenya’s National Construction Authority (NCA) recorded 9th Street Plaza Limited as developer, Stromax Holdings E.A Limited as contractor, Emmanuel Mwangi Maina as project architect and Joseph Muturi Mugu as structural engineer for the multi-storey building that collapsed in Eastleigh, Nairobi, on Friday, October 23, 2026. The project was registered on July 30, 2025, for 9th Street in Kamukunji Sub-County. That registry identifies the parties attached to the proposed development; it does not establish that any of them caused the collapse or is legally liable. Rescue operations and investigations were continuing, and casualty figures changed between reporting updates.

The registration was for a proposed development on 9th Street, Eastleigh, in Nairobi’s Kamukunji Sub-County. An NCA listing is an administrative project record, not a finding of negligence, a conclusion about professional conduct or proof of responsibility for a structural failure.
When and where did the building collapse?
Citizen Digital reported that the multi-storey structure collapsed on Friday, October 23, 2026. Rescue teams and preliminary investigators went to the site after the collapse. The NCA said the location had been cordoned off while a multi-agency team coordinated rescue work and began preliminary investigations.

In a statement reproduced by Citizen Digital, the authority said: “The immediate priority is the safety of the public. The site has been cordoned off, and a multi-agency team is on the ground coordinating rescue efforts and conducting preliminary investigations.”
Was the building approved and occupied legally?
Public accounts had not been reconciled by the latest reports. The Eastleigh Voice reported Nairobi Governor Johnson Sakaja as saying that the structure did not have an occupation certificate, a document required before a building is occupied.
A separate account described a review of county records in which an application for a building of more than 15 floors had not been approved. That account conflicts with the earlier description that the project had construction approval but lacked an occupation certificate. Until an official record resolves the discrepancy, both statements should be treated as attributed claims rather than a settled approval history.
The NCA reports reviewed in the coverage did not say whether the authority had inspected the building before the collapse, whether earlier violations had been reported or whether enforcement action had been taken.

How many people were missing or rescued?
The figures came from different stages of the emergency response and should not be combined into one final toll.
- The Kenya Red Cross said 66 of 67 construction workers had been accounted for in its 2026 update.
- The same Kenya Red Cross update said 31 missing-person reports were being checked. A missing-person report is an allegation requiring verification, not a confirmed count of people trapped in the building.
- An earlier update from Kenya’s Interior Ministry referred to seven people reported missing.
- Wrivid reported conflicting rescue totals: some accounts said two people had been rescued, while a later Eastleigh Voice update reported a third survivor.
These differences reflect rolling reports from an active rescue scene. A verified final number depends on authorities reconciling worker lists, missing-person reports, hospital records and on-site searches.
What investigations are under way?
The Engineers Board of Kenya opened an investigation into factors that may have contributed to the collapse and the role of the engineers involved, according to Wrivid. The reviewed reports did not contain findings from that inquiry.
Police also indicated that criminal accountability remained possible but had not been determined. Nairobi Regional Police Commander Issa Mohamud said: “Whoever is the owner, whoever authorised the building, all of them may be charged appropriately, but that will come after thorough investigations are done.” His statement described a possible future course, not an announcement of arrests or charges.

No regulator or court had announced a cause of the collapse, a finding of professional misconduct, an arrest, a charge, a prosecution or a judgment in the reports available for this developing incident.
What can be established about each named party?
The NCA record establishes who was attached to the project in the four listed capacities. It does not, by itself, show the terms of any contract, who supervised particular construction activities, whether designs were changed, whether materials met specifications, or whether inspections were passed.

Authorities must first complete search and rescue work and confirm who was on the site. Investigators can then compare approved drawings, county and NCA records, construction stages, inspection documentation, material evidence and professional sign-offs. The Engineers Board’s process and any police investigation may produce separate findings, and neither should be treated as conclusive until the responsible authority publishes its results.
