Construction and demolition (C&D) waste can include much more than rubble: it may cover materials from roadwork, excavation, building construction and renovation, demolition, and site clearing. What qualifies—and where it can legally go—depends on the material, its condition, state and local rules, and the receiving facility. Before hauling debris, identify what it is, check for potential hazardous components, and confirm that the destination is authorized to accept it.

What counts as construction and demolition waste?

The U.S. Environmental Protection Agency (EPA) describes a typical C&D landfill as receiving waste from roadwork, excavation, construction and renovation, demolition, and site clearing. The federal description is a useful guide, not a single definition that overrides state or local rules. States may define, exclude, or regulate particular materials differently.

Examples of materials that may be part of a C&D stream include:

  • Concrete, brick, masonry, earth, and rock
  • Building wood, trees, and stumps
  • Road asphalt and roofing shingles
  • Gypsum, the main component of drywall
  • Metals, glass, and plastics
  • Salvaged building components such as doors, windows, and plumbing fixtures

The category can therefore include material generated before a building comes down, during construction or renovation, and through site clearance—not just material from demolition. EPA’s description also includes excavated material and roadwork debris. “Typically” matters: this is not an exhaustive list or a promise that every landfill accepts every item named.

Whether an item is considered C&D waste, reusable material, recyclable material, or restricted waste depends on its condition and the rules and acceptance criteria that apply at the project location and destination. EPA’s overview of typical landfill contents is available in its Industrial and Construction and Demolition (C&D) Landfills guidance.

Do not assume debris is harmless

C&D waste is not automatically inert or nonhazardous. Materials that may require assessment include lead pipe or lead-based-paint debris, mercury-containing fluorescent lamps, solvents, coatings, treated wood, and ignitable or toxic wreckage. These examples do not mean every instance is legally hazardous; classification depends on applicable rules and the material’s properties.

EPA says C&D landfills generally do not receive hazardous waste unless the facility meets applicable standards and is permitted to accept it. Building materials containing asbestos or lead are also subject to federal regulation. Keep potentially suspect materials separate where appropriate and obtain qualified guidance before disturbing or transporting them. Do not assume that all debris from an older building has the same classification: different materials in one project can require different assessments and destinations.

Who is responsible for C&D waste disposal?

Responsibility is shared across levels of government and the people generating the waste. EPA states that states oversee solid-waste disposal, including nonhazardous industrial waste, and may impose requirements stricter than federal rules. Local governments may add requirements as well. Federal hazardous-waste rules can apply alongside those state and local controls.

That means there is no single nationwide answer to what paperwork, sorting, or disposal route a particular project requires. The applicable rules depend on location and waste type. Owners and contractors should identify who is generating each waste stream and coordinate the checks before hauling; a contract or assignment of tasks does not replace applicable regulatory duties.

The generator must identify the waste

The business or project generating waste has a key role in determining whether it is hazardous. EPA’s Resource Conservation and Recovery Act (RCRA) guidance says a business must make that determination using required regulatory tests or knowledge of the waste it generates. State hazardous-waste programs can also apply and vary by jurisdiction. Because EPA’s RCRA overview dates to 2004, use current requirements from the relevant state environmental agency rather than relying on old generator-category summaries as a complete compliance answer.

For a project team, “identify the waste” means more than writing down “mixed debris.” Record the materials expected, flag streams that may be regulated, and ask the state or local environmental agency what current requirements apply. Where the material’s classification is uncertain, do not make a disposal decision based only on appearance or on the fact that similar debris was accepted elsewhere.

Owners and contractors should verify local requirements

For a demolition or renovation, identify the project location and expected waste streams, then check current state and local requirements. EPA’s demolition compliance guidance advises contacting the appropriate state or local environmental agency when beginning a demolition because rules can change. The project team should also verify that the intended destination is authorized and willing to accept each material.

Check both sides of the route: the rules applying to the project and the receiving outlet’s authorization and acceptance criteria. A facility’s general description as a C&D landfill or recycler is not by itself proof that it accepts a particular load, especially if the load is mixed, contaminated, or includes a potentially hazardous material.

Where can construction and demolition debris go?

There is no universal destination for mixed debris. Depending on its material, condition, applicable requirements, and local outlets, it may be salvaged for reuse, reused on site, recycled, or sent to an approved disposal facility. The appropriate route is the one that meets legal requirements and the receiving outlet’s acceptance criteria.

Route Materials and possible uses What to verify
Salvage and reuse Doors, hardware, appliances, fixtures, wood cutoffs, brick, concrete, masonry, insulation, paint, and returnable packaging may have reuse or recovery options. Check material condition, reuse requirements, and whether a buyer or recipient will accept it.
On-site reuse Brick, concrete, and masonry may be processed for fill, subbase, or driveway bedding; some nonhazardous materials may be reused on site. Confirm that the proposed use is allowed under state and local requirements and is suitable for the material.
Material-specific recycling Asphalt, concrete, and rubble may become aggregate or new asphalt and concrete products; wood may become engineered-wood products, mulch, or compost; metals such as steel, copper, and brass may enter recycling markets. Ask about sorting, processing, contamination limits, transportation, and the outlet’s acceptance rules.
Approved disposal facility A C&D landfill may accept typical construction, demolition, roadwork, excavation, and site-clearance materials. Confirm the facility’s authorization and that it accepts the specific material. Hazardous waste is generally outside C&D landfill acceptance unless the facility is permitted for it.

These routes are not interchangeable. Salvage and reuse keep a usable component in service; material-specific recycling depends on processing and a market for the recovered material; on-site reuse can reduce hauling but still has to comply with local requirements; and landfill disposal is appropriate only when the facility is authorized and accepts the material. A route that works for clean concrete, for example, may not work for a mixed load containing other materials.

There is no nationwide price comparison or universally preferred facility in EPA’s guidance. When comparing options, weigh whether the material is hazardous or restricted, whether the outlet is authorized and accepts it, whether a local reuse or recycling market exists, what sorting, hauling, and processing the option requires, and where the material will ultimately go. Ask for clarity about the downstream destination rather than treating collection by a recycler as the end of the question.

Recycling markets and facility requirements vary, and material sent to a recycler can still be poorly managed or mismanaged. EPA recommends asking whether the recycler complies with state and local rules and has applicable state licensing or registration and/or third-party certification. Ask where the material will go after collection, too.

How to plan a demolition or renovation waste route

  1. Identify the project and its materials. List likely waste streams, including concrete, wood, drywall, metals, roofing, fixtures, and site-clearing material. Note materials that may contain lead, asbestos, mercury, solvents, or other regulated substances. Keep separate material types visible in the plan rather than treating all debris as one category.
  2. Check current jurisdictional requirements. Contact the state or local environmental agency for rules applying to the project location and materials. Do this before demolition or hauling, especially when hazardous or restricted materials may be present. State programs can vary, and local requirements may be stricter than the general federal framework.
  3. Determine whether material needs hazardous-waste assessment. The generator must make the applicable determination using regulatory tests or knowledge of the waste. Do not treat all debris from an older building as one classification, and do not assume a material is nonhazardous because it looks like ordinary rubble.
  4. Look for reuse and recycling outlets. Identify salvage recipients, material-specific recyclers, or permitted on-site uses. Local markets can influence project design and sorting plans; EPA’s sustainable management guidance discusses reuse, recycling, and local market opportunities.
  5. Confirm acceptance before loading or hauling. Ask each receiving facility what materials it accepts, how they must be separated or prepared, and what documentation or other conditions apply. Confirm the destination is authorized for the material. An outlet’s acceptance of one material does not establish acceptance of every component in a mixed load.
  6. Check the recycler and downstream route. Ask whether the recycler follows state and local rules and has relevant licensing or registration and/or third-party certification. Ask where collected material is sent after processing or transfer, and make sure the planned route matches the destination’s acceptance conditions.
  7. Coordinate sorting and hauling. Align the project plan with the requirements of each outlet so recoverable materials reach the intended route and restricted materials do not end up in an unsuitable load. Confirm arrangements with the destination before transport rather than relying on a general list of local outlets.

Reduce waste before it is generated

EPA gives source reduction—the prevention of waste before it exists—the highest priority in solid-waste management. That principle can shape a project well before a roll-off container arrives. Preserving an existing building, designing for adaptability and disassembly, ordering materials carefully to avoid surplus, and choosing methods that facilitate future reuse can reduce what needs to be managed later.

Deconstruction is one approach: carefully dismantling a building to salvage components for reuse and recycling. It differs from treating the structure as a single stream of demolition debris because it prioritizes identifying and recovering usable components. Whether deconstruction is practical depends on the materials, their condition, project requirements, and available recipients or markets; EPA’s examples of commonly reused materials are possible pathways, not guarantees that every item will find a recipient.

For renovation and demolition work, early identification of materials and local outlets can also inform whether salvage, source-separated recycling, or another recovery option is practical. The EPA notes that markets may exist for nonhazardous demolition and land-clearing debris, but availability is local rather than guaranteed nationwide. Finding those outlets early can help shape the sorting and handling plan instead of leaving destination decisions until after materials have been mixed.

Local rules can be stricter than the general approach

Cook County, Illinois, offers one example of a jurisdiction-specific requirement. EPA describes the county’s 3D Ordinance as requiring recycling of covered commercial and residential demolition debris and reuse of 5% of residential structures during demolition; garages and sheds are exempt from that reuse requirement. EPA reports that more than 500,000 tons of building material had been recycled since the ordinance passed in 2012. That reported total is not an annual rate and does not establish a nationwide requirement. Check the current ordinance and local guidance for any project in Cook County.

The example illustrates why a general C&D overview cannot substitute for a location check: a local rule may set project-specific recovery requirements beyond the general pathways described here. EPA pages reviewed for this guidance include pages updated in 2026, but requirements can change; verify current state and local rules and the receiving facility’s conditions when planning a project.

Frequently Asked Questions

What materials count as construction and demolition waste?

A typical C&D stream may include roadwork and excavated material, demolition and renovation debris, and site-clearance waste. Examples include concrete, wood, asphalt and roofing shingles, drywall gypsum, metals, brick, glass, plastics, salvaged fixtures, trees, stumps, earth, and rock. State and local definitions and exclusions can differ.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

Who is responsible for deciding whether C&D debris is hazardous?

The business or project generating the waste has a key role. EPA’s RCRA guidance says a business must determine whether its waste is hazardous using required regulatory tests or knowledge of the waste. State hazardous-waste requirements may also apply, so check the current rules with the relevant state environmental agency.

Can construction debris be recycled?

Often, depending on the material, its condition, local markets, and the receiving outlet’s requirements. Asphalt, concrete, and rubble may be recycled into aggregate or new asphalt and concrete products; wood may be used for engineered-wood products, mulch, or compost; and metals may enter recycling markets. Confirm sorting and acceptance requirements first.

Where can I take demolition debris?

Possible destinations include a salvage recipient, a material-specific recycler, an allowed on-site reuse location, or an approved disposal facility. Check current local rules and confirm directly that the destination is authorized and accepts each material before hauling. Do not assume a C&D landfill accepts hazardous waste.

How can I check whether a C&D recycler is a suitable destination?

Ask whether it complies with state and local rules and has applicable state licensing or registration and/or third-party certification. Confirm the materials it accepts, any sorting or preparation requirements, and where the material goes after collection. EPA cautions that material sent for recycling can still be poorly managed or mismanaged.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

Are construction and demolition disposal rules the same across the United States?

No. States oversee nonhazardous solid-waste disposal, federal hazardous-waste rules may apply, and local governments can impose stricter requirements. For example, EPA describes Cook County, Illinois’ 3D Ordinance as requiring recycling of covered demolition debris and reuse of 5% of residential structures, with garages and sheds exempt from the reuse requirement. That is a local example, not a nationwide rule.

The Bottom Line

Bottom line: C&D waste can range from clean, reusable building components to mixed debris or materials that need hazardous-waste assessment. Identify the streams, check current state and local requirements, and verify that each intended reuse, recycling, or disposal outlet is authorized and accepts the material before hauling. There is no single nationwide route or price comparison that fits every project.
