Pea gravel, grout and polyurethane can fill some voids beneath a concrete slab, but none is a universal substitute for foundation underpinning. The first decision is whether the defect is beneath a floor or pavement slab, or beneath a load-bearing wall footing. A slab cavity is usually stabilized through drilled-hole grout or foam injection; a settling footing requires an engineer-designed, staged underpinning and final dry-pack pinning operation.
Start by identifying what is actually losing support
“Concrete slab pinning” is used loosely, but two different repairs are often being confused. A suspended or ground-bearing slab may have lost contact with its base because soil has consolidated, water has pumped fines away, or a void has formed beside a crack or joint. A foundation wall or strip footing may instead be settling because its bearing soil or founding depth is inadequate. The first problem is normally treated by filling or stabilizing the sub-slab cavity. The second changes the building’s load path and calls for underpinning.

| Situation | Typical method | Main purpose | Important limitation |
|---|---|---|---|
| Settling or inadequately supported wall or footing | Short, staged bays of mass-concrete underpinning, followed by dry-pack pinning | Increase foundation depth or restore a reliable bearing connection | Structural excavation; sequence, monitoring and inspection must be engineered |
| Small, shallow void reachable from a slab edge or wide crack | Gravity placement of fine aggregate, pea gravel or a thin sand-cement slurry | Fill a limited cavity | Unsuitable for large, deep, inaccessible, actively settling or heavily loaded areas |
| Distributed void beneath a pavement or floor slab | Cementitious grout pumped through drilled ports | Restore contact and support beneath the slab | Stabilization does not inherently raise a depressed slab |
| Settled slab that must be lifted as well as supported | Mudjacking or controlled polyurethane slab lifting and injection | Fill the cavity and potentially raise the slab | Requires specialist equipment and pressure control; the cause of settlement still needs diagnosis |
Why concrete beneath a footing still needs pinning
Underpinning increases the depth or effective bearing area of an existing foundation. The work is normally divided into short excavated sections so that adjacent parts of the wall continue to carry load while one bay is open. Once a bay has been filled with concrete, the new concrete can cure while the original foundation remains slightly separated from it. Concrete shrinkage, irregular excavation and uneven surfaces can all leave a narrow gap.
Welsh Government building-regulation guidance gives the key warning: “Filling the excavation with concrete will not guarantee that the underpinning will provide sound support to the existing foundation, because of the real possibility that voids between the two will remain.” A dry, tightly rammed packing material is therefore placed between the cured underpinning and the underside of the existing foundation. This final operation is commonly called pinning or dry packing.

How traditional foundation underpinning is sequenced
The exact bay length, depth, reinforcement, concrete specification and monitoring regime belong in the engineer’s design. The following sequence explains the logic rather than providing a design for self-build excavation.
- Investigate and design. Establish the foundation geometry, soil conditions, groundwater, loads, movement and the cause of settlement. The engineer sets the bay pattern and identifies which sections may be opened at the same time.
- Obtain required approvals. Building-control inspection, party-wall procedures, temporary works information and any excavation or utility permissions may apply. Confirm these before breaking ground.
- Excavate one designated bay. Work only to the designed width and depth. Keep the exposed foundation supported and protect the excavation from water and collapse.
- Place the underpinning concrete. The mass concrete fills the designed bay, but it is not assumed to have made perfect contact with the old foundation.
- Allow the specified cure period. One East Lindsey traditional-underpinning example places concrete to approximately 75 mm below the existing foundation and allows at least 24 hours before the gap is dry-packed. That is a project example, not a universal interval.
- Install the final pinning or dry pack. A stiff sand-and-cement or fine-concrete mix is forced into the remaining gap and rammed until the underside of the existing foundation is in solid contact with the new work.
- Inspect for movement and distress. Check the wall, floors, openings and adjacent bays before proceeding. The next excavation must not undermine the support just created.
- Move to the next permitted bay. East Lindsey guidance describes waiting a further 24 hours after packing before excavating the adjacent section. The engineer may require a different period, temporary propping or instrument monitoring.
What a proper dry pack is like
A BS 8004 excerpt describes final pinning as a fairly dry concrete mix with only enough water to moisten it so that it remains a ball when squeezed. It specifies a maximum aggregate size of 10 mm and requires the material to be rammed hard to achieve solid contact. East Lindsey’s alternative example uses a 1:3 cement-to-sharp-sand dry pack mixed with minimal water. These proportions and aggregate limits illustrate the principle; they are not a specification to copy without the project engineer.

Un-concreted working-width excavations also need controlled backfill. The same East Lindsey guidance calls for clean stone placed in layers no thicker than 200 mm and compacted. Frequent checks for cracking, opening distortion, level change or other distress are essential while the sequence advances.
Filling a void beneath a slab
Slab stabilization starts with diagnosis. A hollow sound, rocking edge, joint faulting or a visible crack can indicate a void, but the cavity may be caused by washout, pumping, poor compaction or ongoing drainage problems. Filling the hole without correcting the water or soil condition can leave the defect active.
Gravity fill with pea gravel or fine aggregate
Pea gravel is a limited option when the void is small, shallow and reachable from an exposed slab edge or a wide crack. Fine aggregate can be poured into the opening, sometimes with a thin sand-cement slurry to help occupy small gaps. The material must actually reach the cavity; a few stones dropped into a narrow opening do not prove that the slab is supported across its loaded area.

Gravity filling is a poor choice when the void is deep, extensive, hidden behind finishes, under a heavy load, or connected to an actively eroding subgrade. It also does not lift a slab that has already settled. If the slab has sunk substantially or carries consequential equipment, vehicle traffic or structural walls, obtain a professional assessment rather than enlarging an opening and guessing at the fill quantity.
Cementitious grout injection
The American Concrete Pavement Association defines slab stabilization as pumping grout through holes drilled through the slab to fill voids beneath the concrete or its base layers. Voids often occur near cracks, joints and slab edges. Contractors drill a planned pattern of ports, inject a flowable cementitious grout at controlled pressure, and close the holes after the cavity is filled.
Pozzolan-cement grout is described by Pavement Interactive for voids produced by pumping or consolidation. The objective is to restore uniform support and prevent further distress, not automatically to raise the slab. Excessive pressure or poorly chosen grout can widen cracks, lift one corner or drive material into drainage paths, so injection rates and refusal criteria belong to the specialist’s method statement.
Polyurethane foam injection
Polyurethane is another material used to fill and stabilize a confirmed slab cavity. It is injected through small ports and can expand into irregular spaces, which is useful where access is limited. Missouri Department of Transportation guidance identifies polyurethane alongside mudjacking materials for cavities formed by pumping action or subgrade settlement. The installer still needs to control expansion and confirm that the void, rather than a leaking drain or unstable soil, is the real cause.
Polyurethane void filling is not structural underpinning. As Oriole’s specialist explanation emphasizes, foam can fill a cavity beneath a slab and stop that cavity growing, but it does not replace a designed underpinning system beneath a settling foundation wall or footing.

Slab stabilization versus slab jacking
These terms should appear separately in a quotation. Stabilization restores contact and support. Slab jacking, or mudjacking, is intended to raise a depressed slab while filling the cavity. Polyurethane lifting systems may also raise a slab, but the amount of lift must be controlled to avoid cracking finishes, trapping doors or changing falls toward drainage points. A slab that only needs support should not be lifted simply because an injection pump is available.
Choose the method using seven practical questions
| Question | Why it changes the repair |
|---|---|
| Is the load-bearing element a slab or a wall footing? | A footing affects the building’s structural support and may require staged underpinning; a slab cavity normally calls for stabilization or lifting. |
| How large, deep and accessible is the void? | Small edge-accessible spaces may accept gravity fill; distributed or hidden cavities usually need drilled injection. |
| Must the slab regain contact only, or be lifted? | Grout stabilization and slab jacking have different objectives and pressure controls. |
| What load and consequence of failure are involved? | Light domestic floor loading is different from a vehicle bay, machine base, retaining wall or heavily loaded pavement. |
| Is water moving through the area? | Drain leaks, poor falls and washout can recreate the void after filling. |
| What inspection, permits and engineering are required? | Excavation beneath a footing and work near a boundary may trigger building-control or party-wall requirements. |
| Can the material be removed or repaired later? | Aggregate is comparatively accessible; cured grout and expanding foam are harder to remove, so the diagnosis should be reliable before injection. |
A safe investigation and repair workflow for an owner
- Record the symptoms. Mark crack locations, slab edges that rock, changes in level, damp areas and doors or windows that have started binding. Photograph them with a scale and date.
- Check drainage and water. Look for leaking services, blocked gullies, ponding and soil washed out at edges. Do not seal a cavity while an active water path remains unexplained.
- Locate the foundation line. Determine whether the suspected void is under a floor slab or directly beneath a load-bearing wall or column. Treat uncertainty as a reason to stop excavation.
- Obtain a condition assessment. For a footing, significant settlement, heavy load or progressive cracking, use a structural or geotechnical engineer and an experienced underpinning contractor. For a slab, ask the contractor to map the void and state whether the proposal is stabilization or lifting.
- Demand a written method. It should identify access holes or bays, material, pressure or placement controls, cure and waiting periods, monitoring points, cleanup and what happens if the cavity cannot be filled.
- Arrange inspection before concealment. Photograph ports, reinforcement, dry packing and drainage repairs before holes or excavations are closed. Keep records for future owners and building-control sign-off.
Common failure modes and the correct response
“We poured concrete, but the wall still has a gap”
Concrete placement alone does not guarantee contact. Stop advancing the sequence and have the engineer inspect the gap, movement and packing detail. Do not wedge random rubble or wet mortar into a structural void.
“Pea gravel disappeared into the crack”
The opening may connect to a larger or deeper cavity. Continuing to pour aggregate can leave unsupported areas and may block drainage. Reassess access and use a designed grout or foam injection method if appropriate.
“The slab is supported but remains low”
Stabilization and lifting are different operations. A separate lift assessment is needed; additional injection should not be used simply to chase a level without checking cracking, edge restraints and drainage falls.
“The void returned after filling”
Look for unresolved washout, leaking services, pumping at joints or continuing soil consolidation. Re-filling without correcting the cause treats the symptom and can create a larger hidden cavity.

“Cracks opened during underpinning”
Secure the area, stop the next bay and notify the engineer and building-control authority. New movement may indicate an unsuitable sequence, inadequate temporary support or a condition that was not captured in the original design.
What to put in the specification
For foundation work, require the designed bay sequence, excavation limits, temporary works, concrete class, packing material, curing and waiting periods, monitoring points, inspection hold points and emergency arrangements. For slab work, specify the suspected void location, drilled-hole pattern, grout or foam type, injection pressure controls, lift limits if any, hole repair and a method for confirming that support has been restored.
Published examples—approximately 75 mm left for pinning, 24-hour curing intervals, 1:3 dry-pack mortar, 200 mm compacted backfill layers and a 10 mm maximum aggregate size—come from particular guidance or specifications. They are reference points for understanding the operation, not universal DIY dimensions. The engineer’s design and the applicable building-control requirements govern the actual work.
Do these 3 things before closing this tab:
1Fix the driver behind crashes, sound loss and screen glitches2Repair Windows errors before they cause bigger problems3Scan for outdated or missing drivers - takes under a minuteBottom-line decision
Use pea gravel only for a genuinely small, shallow, edge-accessible slab void where the load and cause are understood. Use pumped grout or polyurethane when a confirmed slab cavity needs controlled filling through drilled ports, and choose slab jacking only when lifting is part of the objective. If the defect is beneath a wall footing, stop treating it as a slab-fill job: staged underpinning, engineered monitoring and final dry-pack pinning are required to create solid contact with the existing foundation.
