Respirable coal mine dust can cause coal workers’ pneumoconiosis (CWP), commonly called black lung. The NIOSH Pocket Guide lists an MSHA permissible exposure limit (PEL) of 2.0 mg/m³ for respirable coal mine dust containing less than 5% silica, with a different formula above that silica level. NIOSH recommended exposure limits (RELs) are lower and depend on the measurement method; they are not the same as legal limits. Reducing dust at its source, checking exposures, maintaining controls, and using miner health-screening services are key ways to protect workers.
What coal mine dust can do to your lungs
Breathing respirable coal mine dust can cause coal workers’ pneumoconiosis (CWP), or black lung. NIOSH describes the disease as potentially disabling and fatal in severe cases. Cough and shortness of breath may occur, but symptoms alone cannot establish whether someone has CWP. NIOSH’s Black Lung page, dated October 9, 2024, states: “Medical treatment cannot cure this disease.” Preventing or reducing exposure and monitoring miners’ health are therefore important.

NIOSH reported that black lung was an underlying or contributing cause of death for 75,178 miners between 1970 and 2016. It also reported 4,118 such deaths between 2007 and 2016; that later-period count is included in, not additional to, the 1970–2016 total. Neither figure is a current cumulative death count.
Which coal-dust exposure limits apply?
For U.S. coal-mine compliance, distinguish a legal permissible exposure limit from a recommended limit, and identify the measurement method and silica content used. The NIOSH Pocket Guide’s coal-dust entry was last reviewed October 30, 2019; confirm current requirements for the mine, worker category, and date before relying on a number for compliance.

| Authority and limit | Coal-dust value | Qualification |
|---|---|---|
| MSHA PEL, as reported in the NIOSH Pocket Guide | 2.0 mg/m³ | Respirable coal mine dust with less than 5% silica. Above 5% respirable quartz, the Pocket Guide gives (10 mg/m³)/(% respirable quartz + 2). |
| NIOSH REL, MSHA measurement method (CPSU) | 1 mg/m³ TWA | Recommended limit measured according to the MSHA method; it is not the MSHA PEL. |
| NIOSH REL, ISO/CEN/ACGIH criteria | 0.9 mg/m³ TWA | Recommended limit measured according to these criteria; it is not the MSHA PEL. |
TWA means time-weighted average. The values are not interchangeable: the two NIOSH RELs differ by measurement method, and the MSHA PEL depends on silica content. The Pocket Guide also lists an OSHA PEL of 2.4 mg/m³ for respirable dust below 5% SiO₂ and a silica-dependent formula above 5%. These are separate authority-specific figures, not substitutes for checking the rule that applies to the particular mine and worker.
Coal dust and silica are related but distinct hazards
Coal mine dust can contain respirable crystalline silica (RCS), but a coal-dust limit and a silica limit address different hazards and should not be conflated. NIOSH’s Safe Work Practices for Silica page, updated and reviewed July 7, 2026, reports that the 2024 MSHA RCS rule adopted a 50 µg/m³ PEL as a full-shift, 8-hour TWA. That same NIOSH page says implementation was delayed pending legal challenges. Do not treat that reported rule status as proof that the new limit is currently being implemented; check current MSHA requirements for the work and date in question.

How to reduce coal-dust exposure
Start with controls that prevent dust from becoming airborne or capture it where it is generated. The right combination depends on the task and mine conditions. NIOSH’s silica safe-work guidance describes general dust-control principles; mine-specific controls must follow applicable MSHA requirements and technical guidance.
Recommended Free Tools
- Suppress dust at the source. Use suitable wet methods, including water sprays where appropriate, and combine water with ventilation when feasible.
- Capture or contain dust. Use effective ventilation or local exhaust and enclosures suited to the task.
- Keep controls working. Inspect and maintain water delivery, ventilation, enclosures, and filters; a control that is blocked, damaged, or poorly maintained may not control exposure effectively.
- Use safer cleanup methods. Avoid dry sweeping and compressed-air cleanup where they can put settled dust back into the air. Choose a method that captures or suppresses dust.
- Use respiratory protection as part of an appropriate program. NIOSH says employers should provide respiratory protection when controls and safe work practices cannot keep silica exposures below limits. A generic consumer mask is not a substitute for engineering controls or a mine’s required respiratory-protection program; workers should not select respirators on their own as the primary control.
When comparing control options, consider how well each reduces exposure at the source, whether it suits the particular task and operating conditions, whether it can be maintained, and what suitable exposure monitoring shows. NIOSH’s Best Practices for Dust Control in Coal Mining, Second Edition (Publication 2021-119, August 2021) is a technical resource on engineering controls, sampling, instruments, and health effects.

Monitor exposure and use miner health screening
Exposure monitoring helps identify tasks or conditions that may need better controls. NIOSH says real-time respirable-dust monitoring can help mine operators identify potential overexposures and intervene. It describes personal dust monitors and Helmet-CAM, a technique that links a worker’s video and task activity with dust readings to help identify where procedures or controls may need adjustment. NIOSH says MSHA has required personal dust monitors for compliance sampling since 2016.
NIOSH’s Coal Worker’s Health Surveillance Program offers periodic black-lung screenings at no cost to U.S. coal miners. Listed screening components include a work-history and respiratory questionnaire, chest X-ray, spirometry, and blood-pressure screening. Screening can help assess health; it does not prevent dust exposure or replace workplace controls.
