Cleveland Hopkins International Airport has started CLEvolution, a landside modernization program estimated at approximately $1.6 billion and scheduled to continue through 2032. The first construction milestone—a new Gold Lot with about 1,600 spaces—broke ground July 1, 2026, with opening targeted for spring 2027. Planned work then moves to a multilevel garage, a ground-transportation center and an upgraded or relocated Greater Cleveland RTA station, followed by a new terminal headhouse targeted for 2032.
The airport will remain open during construction. Travelers should expect changing parking locations, road patterns, curbside access and transit arrangements as projects are delivered in stages. Dates and costs are current targets and estimates, not guarantees.

What is Cleveland Hopkins’ $1.6 billion upgrade?
CLEvolution is Cleveland Hopkins’ Terminal Modernization Development Program. Its first phase focuses on landside facilities—parking, ground transportation, ticketing, baggage claim, security and customs—rather than replacing every concourse at once.
Airport Director of Port Control Bryant L. Francis said the existing facility is “far undersized” for the roughly 10 million passengers Cleveland Hopkins handles annually. The program is intended to expand capacity and provide the circulation, services and amenities expected at a major airport while keeping flights operating.

The program is sequenced so that replacement capacity can be available before later work affects existing facilities.

Gold Lot: the first construction milestone
Shook Construction is the builder for the Gold Lot, while Jacobs is serving as Phase 1 program and construction manager. Groundbreaking took place July 1, 2026. The airport expects the lot to open in spring 2027, adding approximately 1,600 spaces before later parking and roadway changes.

After the Gold Lot, the Orange Lot site is planned for a roughly 6,000-space multilevel garage. The same package includes a ground-transportation center and an upgraded or relocated Greater Cleveland RTA station, with a current target of 2029. Combining these functions is intended to make transfers among parking, rail and commercial ground transportation more direct.
New terminal headhouse
The Phase 1 headhouse is the program’s principal public-facing building. The approximately $1.1 billion estimate covers ticketing, curbside arrivals and departures, baggage claim, TSA screening, an international customs facility and more space outside security. Completion is targeted for 2032.

Later concourses are not yet locked
Replacement concourses, post-security amenities and other airside improvements are later-phase concepts. Their final design, schedule and funding still depend on additional planning and airline approvals, so they should not be treated as a committed construction timetable.
How will construction affect parking, drop-off and transit?
Because the airport is sequencing work around live operations, the effect will change from one package to the next rather than arrive as a single closure. Drivers may see revised approaches, temporary traffic patterns, relocated curb access and changing lot availability. The Gold Lot is intended to add capacity before subsequent work affects existing parking areas.

- Allow extra time for detours, shuttle movements and possible curbside congestion.
- Confirm the active pickup or drop-off zone instead of relying on a previous visit’s route.

- Expect construction targets to move if approvals, procurement or site conditions change.
The 2027, 2029 and 2032 dates are published targets. They do not guarantee that a facility will open on those exact dates, and they do not mean every airport improvement will be complete by 2032.
Who is paying for the Cleveland Hopkins modernization?
The airport says signatory airline partners approved $175 million to begin implementation, with later approvals supporting the parking and ground-transportation work. Local reporting describes the improvements as largely airline funded and not expected to fall on taxpayers.

The financial framework also includes a new 10-year airline-use-and-lease agreement that took effect January 1, 2026. In February 2026, Fitch upgraded Cleveland Hopkins airport bonds from A- to A with a stable outlook. Fitch cited the lease agreement and the airport’s financial position as part of that assessment; a stronger rating can help support borrowing for capital work but does not fix the project’s final cost or scope.
Why does the airport say the project is necessary?
Francis has said the existing terminal cannot comfortably accommodate the airport’s current passenger volume. The new headhouse is designed to address the most visible landside constraints: crowded ticketing and curb areas, limited baggage and customs space, and insufficient room for screening and public circulation.

At the July 2026 groundbreaking, Francis called the Gold Lot “much more than a new parking lot,” describing it as the official start of CLEvolution. He later said new construction is the way to realize the airport’s goal of offering a more competitive passenger experience and services travelers now expect.

Will Cleveland Hopkins close during the CLEvolution project?
