A May 2025 council agenda later proposed further changes to parking and landscaping, so the original approval is not the project’s only documented version. The 2025 document recommended approval subject to conditions; it does not, by itself, confirm that the amendment was approved or that any of the works have been completed.
What upgrades did council approve in December 2022?
The City’s planning report concerns alterations and additions to the place of worship at 188 Vincent Street, North Perth. PerthNow reported on 12 January 2023 that council had agreed unanimously to the proposal. The council meeting and approval date was 13 December 2022; the PerthNow publication followed almost a month later. Church interior and access
- Reconfigure church seating while retaining and relocating existing pews.
- Remove three confessionals on the southern side to create an entrance.
- Add underfloor heating and cooling, and install new lighting.
- Change flooring and stairs around the sanctuary and transepts.
Western entrance and courtyard
The approved scheme included a new western entrance and landscaped courtyard, with a steel-framed pergola and plantings. It also proposed a Narthex—a lobby or entrance space—using steel, glass and copper.
Why the proposal needed heritage assessment
The complex is a three-storey Federation Gothic monastery and church. The City’s planning report distinguishes the heritage sensitivity of different parts of the site: it places the car park in a zone of little significance, while identifying the church’s internal works and the Narthex interface as being in a zone of exceptional significance. That distinction helps explain why the changes were assessed in relation to heritage values without treating every part of the site as equally sensitive. The Heritage Council of Western Australia’s statement of significance, reproduced in the City report, describes the place as a rare operating monastery in Western Australia, a landmark in a park-like setting, a well-used church associated with the Catholic community and the Redemptorist Order, and an excellent example of the work of architects Michael and James Cavanagh. It states: “The place is one of a small number of monasteries remaining in operation in Western Australia.”
How the monastery and church developed
The official inHerit place record says the original monastery and church opened on 13 September 1903: “The Redemptorist Monastery and Chapel was opened on Sunday, 13 September 1903, with the Bishop Gibney and Abbot Torres from New Norcia officiating.” The City’s report outlines subsequent phases: an eastern wing was added in 1912; church additions, including the apse, followed in 1922; and the working sacristy and northernmost verandahs were added in the late 1920s. The address varies between records: the City’s development application uses 188 Vincent Street, while the inHerit record identifies the place at 190 Vincent Street. The sources do not explain the difference. The inHerit record lists State Register status from 17 March 2006 and a Category A entry in the City’s municipal inventory, adopted in 1995.
What changed in the 2025 amendment proposal?
A City of Vincent agenda for the 13 May 2025 ordinary council meeting records an application to amend the earlier approvals of 13 December 2022 and 19 September 2023. The agenda recommended approval subject to conditions; it is not confirmation that council adopted the recommendation. The proposed changes included:

According to the City report, the revised arrangement would leave an overall surplus of six parking bays. The report assessed that moving parking away from the southern façade would improve views of the church, and that removing bitumen abutting the building would assist with rising damp and stormwater issues. These are the report’s stated rationale and expected benefits, not independently verified results after construction. One proposed condition required a Tuart, or Eucalyptus rudis, tree in a specified location, in a pot of at least 200 litres. City of Vincent ordinary council meeting agenda, item 9.3, 13 May 2025.

The council record documents the original approval in December 2022, while the May 2025 agenda documents a later amendment application and recommendation. The available records do not establish the final decision on that amendment, the completion of every proposed work, the project cost, a completion date, a contractor or the final built condition.
