The City of Stirling council voted 6–9 against supporting a proposed 62-bay temporary car park near Scarborough Beach on 13 February 2024. Councillors unanimously backed a separate motion to investigate and report alternative parking solutions with the State Government; that motion did not approve another car park.
What council voted on
The proposal was for a temporary car park on a City-owned, vacant 2,987-square-metre block at 273 West Coast Highway. PerthNow reported the site was about 400 metres from Brighton Reserve and 670 metres from the centre of the coastal precinct. The council vote was on this specific proposal, not on every possible way to address parking around Scarborough Beach.
PerthNow reported the plan had been discussed by council since 2019 and that City officers and a committee had recommended proceeding. Parking demand was a central point of debate, but the available reporting does not establish a single council-wide view on that question.
What happened to the alternative motion
After the 6–9 vote against supporting the temporary car park, councillors unanimously approved a foreshadowed motion to investigate alternative parking solutions with the State Government and report back. It required investigation and reporting; it was not permission to build a replacement facility.

What the reported cost figures mean
PerthNow reported that a preliminary figure of about $1 million was mentioned during the meeting, while noting that preliminary cost information was held in confidential City documents. It also cited an earlier estimate of about $800,000 from 2020, which was not pursued. Neither figure should be read as a confirmed final cost or an approved budget.
What changed after the 2024 vote
The City’s position in November 2025
In council minutes dated 11 November 2025, the City acknowledged continuing parking pressure around Scarborough and Trigg and said there were “no plans at this stage to construct new car parks.” The minutes described other access measures, including making better use of existing facilities, signage and wayfinding, a newly announced Surf CAT route and a proposed coastal boardwalk. This records the position at that time, rather than a permanent commitment about future projects.

Parking information and access measures listed by the City
The City’s Scarborough page, accessed 8 October 2026, provides live availability information for free Scarborough southern and northern car parks and Trigg car parks, as well as the paid Wilson multi-storey car park and Rendezvous Hotel public car park. The City says wayfinding signs direct drivers towards entrances with available bays.
The same City page says the free Surf CAT daily service from Stirling Station to Scarborough Beach began on 30 November 2025 and runs up to every 10 minutes during peak periods. Timetables and operations can change, so check the City’s current information before travelling.

A separate development near Reserve Street
The City page also says a multi-storey development adjacent to Reserve Street has commenced and is expected to add 100 public parking bays. This is a separate project from the 62-bay temporary car park rejected in 2024; it does not mean that proposal was revived or built.
