The City of Joondalup’s May 2025 proposal put the café/restaurant building at Burns Beach at an estimated $5.2 million, excluding GST. That figure covers the building—not the wider foreshore redevelopment. The City planned to develop the facility and lease it to a commercial operator, subject to council processes, approvals and procurement.
What the $5.2 million estimate covers
The City’s 27 May 2025 council report listed an estimated $5.2 million for the café/restaurant building alone. Separately, it listed $5.5 million for the Burns Beach Coastal Node Redevelopment. PerthNow’s report of 27 May 2025 described the proposal as a two-storey building with an alfresco area opening to the main dining space. It also reported a proposed 150-bay car park as part of the broader works. These are descriptions of the proposal, not confirmation of the final design or completed construction. How the City presented the financial case
The council report set out projected annual income and expenses alongside capital cost and depreciation. It estimated a positive whole-of-life impact over 42 years, but that figure is a forecast based on the City’s assumptions—not realised revenue or a guaranteed return.

The 2024 business plan cautioned that lease income and the ground lease payable to the Crown remained subject to further negotiation, while capital costs could change with economic conditions and tenders. Approvals, consultation and operator process
The City’s May 2025 report identified a development application, building permit and clearing permit as requirements before construction, and said further community consultation might be required during approvals. The business plan records that consultation on the coastal node concept plan had occurred in 2021, and that the major land transaction business plan was advertised under section 3.59 of the Local Government Act 1995 (WA).

PerthNow reported that, if the land lease proposal received absolute-majority approval at the 27 May 2025 meeting, the City would proceed to an open tender for a commercial operator. That was a reported next step, not confirmation that a tender was later issued or awarded. The City’s cited 2025 materials do not establish the operator’s identity or the procurement outcome.

The available 2025 records describe a proposed project, its estimated budget and the approvals and council processes ahead. A later 2025 West Australian report said work was about to begin at the time it was published, but that does not establish the project’s construction stage or current cost as of 8 October 2026.
