Council approved revised Policy ET545 in August 2025, and by January 2026 the register included its first four privately owned trees. Eligible owners of properties zoned R2.5 and above can nominate a tree for listing and, if it qualifies, receive an annual payment opportunity and a free independent arborist assessment.
What the incentive offers
A successful listing of an eligible private tree makes its owner eligible for a $200 annual payment and one independent arborist assessment at no cost. A significant private group can receive up to twice the single-tree amount. The City says the payment is not for maintenance: owners remain responsible for any work recommended by the arborist.
The City’s Significant Tree Register page sets out the current program information. The register records trees considered outstanding for at least one reason, including scientific, historical, social, aesthetic or spiritual significance. The City says listed trees receive greater protection under Local Planning Scheme No. 42.
Who can qualify, and what counts as a significant tree?
For the payment and free assessment, the property must be zoned R2.5 or above. The tree must be alive, must not appear on a recognised State or local weed list, and must meet at least one of the City’s size thresholds:

- PLASTIC BONSAI POTS: 5 self-watering pots are made of premium plastic, sturdy and not easy to fade. The mesh with small holes designed at the bottom can drain away water but prevent soil from falling. Each is 6.3"L x 4.7"W x 2" in dimension, and great ideal for germination and small plants growing. But when it grows to 2-3 inch, please transplant the plant out for more space and nutrition.
- COCONUT COIR SOIL BLEND: Our bonsai soil contains coconut coir, which is good to germination and can promote the growth of plants. It is compressed into soil discs (1.5" in thickness, each soil disc weighs 2oz) for easy package and can expand into 10 times as large as what it was after absorbing the water. 4 soil discs are sufficient enough for the beginning of the plant growing.
- DECENT DIY GIFT: There is a complete growing kit (5 plastic pots, 4 soil discs, 5 plant markers, 1 bonsai pruner, 1 water bottle and 1 manual booklet) for a beginner to start planting. With a beautiful box, the bonsai tree kit is an ideal gift presenting to your parents or friends as birthdays, anniversaries and holidays gift.
- At least 8 metres tall;
- A canopy spread of at least 6 metres; or
- A trunk circumference of at least 1.5 metres, measured 1.4 metres above ground.
Rural and Rural Residential properties may still nominate trees for the register, but they are not eligible for the payment or the free arborist report. The City’s public summary does not establish every administrative detail, including how multiple separate qualifying trees on one property are counted. Owners with that question should confirm their circumstances with the City before relying on a payment amount.
How to nominate a tree
- Check the property’s zoning and the tree’s size, living condition and weed status against the eligibility criteria.
- Complete the City’s Significant Tree Register nomination form. If someone other than the owner nominates a privately owned tree, the landowner should receive the information sheet and sign the form.
- The City considers nominations in bulk under Policy ET545 and presents qualifying nominations to Council for a decision.
- If listed, arrange the no-cost independent arborist assessment and use its report to inform care. The owner pays for maintenance work.

Listing brings planning protections as well as a payment
Registering a tree is not simply an exchange of care for cash: listing gives the tree greater planning protection. The City’s current page says work or removal may require approval. Owners should check with the City before carrying out work or removing a listed tree, rather than assuming ordinary property rights are unchanged by registration.
How the policy developed
The governance debate reported in April 2025 concerned how to implement the incentive after council backed the concept, not whether a program exists today. On 20 March 2025, PerthNow reported that council supported a $200-per-tree annual incentive concept to be developed through budget preparations. On 12 April, it reported that council wanted a formal policy to resolve matters such as indexation and how multiple trees on one property would be handled. That report said staff had identified 165 trees at the time; it was a development-stage count, not the current total register.

In July 2025, PerthNow described proposed policy revisions that included rural-zone exclusions, a payment ceiling for significant groups, and possible conditions relating to tree-damaging work and property sales. Those were reported as proposed provisions at that date. The City’s current public summary confirms the rural exclusion, group-payment ceiling and register-listing requirement, but does not set out every reported administrative detail. The City announced on 8 August 2025 that council had approved the initiative under revised Policy ET545.
The register has also included publicly reported additions beyond private nominations. PerthNow reported that council voted unanimously on 16 December 2025 to add 329 trees at the Ranford Road site; its 19 December report attributed a combined amenity value of about $1.4 million to an arborist report. Your Local Examiner reported on 15 January 2026 that those trees were on the updated register and that four privately owned trees were the first accepted under the revised policy. The latter report also described annual checks and continued payments as dependent on a tree remaining in reasonable condition.

What owners should verify before applying
- Whether the property’s zoning meets the payment rules; nomination alone does not make a Rural or Rural Residential property payment-eligible.
- Whether the tree meets a published size threshold and the living-tree and weed-list conditions.
- What listing means for proposed work or removal, and what ongoing care expectations apply.
- Any parcel-specific payment or administrative question not answered on the City’s public summary, including the treatment of multiple trees.
The scheme’s stated benefit is an annual payment opportunity plus professional advice, while maintenance remains an owner cost and listing carries planning implications. Those are the practical trade-offs to weigh before nominating a tree.
