Charles City staff recommended preparing and posting a request for proposals for a traffic impact study tied to the Main Street Bridge project, according to the City’s May 27, 2026 planning-session agenda. The proposed study would model traffic circulation under possible bridge configurations and nearby street changes. The agenda records a recommendation—not confirmation that an engineering firm has been selected, the study completed, or a construction plan decided.
What the proposed traffic study would examine
The City says the study would document existing traffic flow patterns and evaluate how potential bridge configurations and changes to the surrounding street network could affect circulation. It would consider both immediate impacts following demolition and longer-term traffic needs, and could help support future grant applications if recommended solutions fit funding criteria. The agenda includes no traffic counts or modeled findings.

That scope matters because a bridge project affects more than the crossing itself. Changes to the bridge’s size or lane arrangement could shift how vehicles move through nearby streets, while demolition and construction could create a separate period of disruption. The agenda does not specify how either period would be managed.
What is known—and still undecided—about construction impacts
The May agenda does not establish whether Main Street will close, what detour would be used, how long a closure might last, or what construction schedule the City expects. It also does not quantify delays or effects on downtown businesses. Those questions require later project decisions or study results; the available agenda is not a traffic-management plan.

Nor does the record settle whether the replacement bridge will retain the existing four-lane configuration. The City identified reducing the bridge’s size and profile from that configuration as a possible way to reduce costs. It is an option under consideration, not an adopted design.
Why cost and funding are shaping the discussion
The City’s May 2026 agenda estimates full replacement at $13 million to $15 million. It reports $1.5 million in approved Iowa Department of Transportation funding and describes a potential funding shortfall of more than $11 million. These are figures in the agenda, not a final construction budget or a complete funding plan. The City identified a smaller bridge profile as the largest cost-reduction opportunity under consideration.

An earlier City meeting record, discussing a feasibility study by Calhoun Burns and Associates, presented different estimates: $14.3 million for replacement with a projected 65-year life, compared with $16.2 million for major rehabilitation with a projected 35-year life. That discussion cautioned that rehabilitation costs were uncertain because the bridge decking would need to be removed to inspect older support components. These older estimates belong to that prior study discussion; they are not the May 2026 agenda’s current replacement estimate.
Comparing alternatives therefore involves more than the initial price. Relevant questions include expected service life, funding exposure, traffic circulation during construction and after reopening, access to downtown businesses, preservation of historic character, and whether the eventual dimensions and lane arrangement meet traffic needs. The records cited here do not provide enough detail to rank the options.

The bridge’s historic significance
The Iowa Department of Transportation identifies the Main Street Bridge, also known as the Cedar River Bridge, as a concrete filled spandrel arch built in 1909–1910. It has three spans, is 248 feet long and 50 feet wide, crosses the Cedar River on Main Street, and is listed on the National Register of Historic Places. The National Register nomination describes solid concrete abutments and piers, with asphalt decking over earth fill.
Iowa DOT characterizes the bridge as a historically and technologically important transportation resource and notes that concrete arches were prominent for major urban crossings from 1905 to 1920. Historic status is important context for considering project alternatives, but it does not determine which design Charles City will select.

Iowa DOT also quotes an 1892 engineering study of the iron-truss bridge that preceded the present structure at the site: “The bridge is not safe. It should be condemned and replaced by a suitable structure.” That warning referred to the predecessor bridge, not the current Main Street Bridge.

What happens next under the proposed process
Staff recommended that the council authorize preparation and posting of an RFP open to qualified engineering firms. The agenda’s proposed sequence is to receive proposals, have the council review them and select a firm, then consider the completed study and use it to help develop a later request for qualifications for bridge design and construction services. The agenda does not confirm that these steps have occurred.

The proposed study is an information-gathering step: it could help the City assess traffic needs alongside cost, funding, and historic considerations before later design and construction decisions. Until newer official records confirm procurement and project decisions, the firm selection, study findings, bridge configuration, closure plan, detour, and construction schedule remain unestablished.
