News reports published October 8, 2026 say CEMEX plans to lay off 70 workers at its cement plant near Lyons, Colorado, beginning in November. The Denver Business Journal reported that plant operations are expected to continue, so the job cuts do not establish that the site is closing. The underlying WARN notice and a direct explanation from CEMEX were not available in the cited reports.
What is reported about the layoffs?
The Slope and Denver Business Journal both reported on October 8, 2026 that a WARN notice affects 70 jobs at the Lyons plant, with layoffs expected to begin in November. The notice itself was not directly available, so the count and timing should be understood as reported details, not independently confirmed from the filing.

Is the Lyons plant closing?
The available reporting does not say the plant is closing. The Denver Business Journal preview says the company expects operations to continue. That does not specify whether the kiln will keep running, what production level is planned, or how staffing and the site’s operating configuration may change.
A local advocacy group has raised uncertainty about whether the kiln would continue operating or the site might function as a cement terminal. That is not a verified CEMEX plan. The reported layoffs alone do not establish a closure or a conversion to terminal operations.

How the county land-use dispute relates
The layoffs were reported against a backdrop of a separate dispute over the plant’s land-use status. Boulder County commissioners declined to extend the nearby Dowe Flats Quarry mining permit in 2022. After the quarry closed, the county cited increased truck traffic in a 2024 termination notice, saying it had expanded the plant’s nonconforming use. At that time, the county said CEMEX could continue operating under existing conditions until a final determination.
On May 19, 2026, Boulder County rescinded its termination determination and reinstated CEMEX’s right to operate the plant, subject to applicable Land Use Code requirements. The county said its review found no significant increase in truck traffic compared with 1994. The county’s permission to operate addresses land-use status; it does not describe CEMEX’s future production or staffing plans.

Workforce figures need different context
CEMEX’s Lyons community page lists more than 90 jobs associated with the plant. A 2024 Colorado Sun story described more than 100 employees at the facility. Those figures come from different sources and dates, and neither is established as the workforce baseline for the reported WARN notice. They should not be used to calculate what share of current staff the 70 affected jobs represent.
