The right cement is the one that satisfies your local standard and the project specification—not necessarily the cement with the highest number. ASTM type labels used in the United States are not interchangeable with Indian OPC grades, and neither label by itself guarantees concrete strength. Choose by governing standard, exposure, required performance, mixture design, and curing, then verify the bag and supplier documentation.

What “grade” and “type” mean

Cement labels describe compliance with a particular technical standard. A type usually identifies the properties the cement is designed to provide, while a grade may identify a strength class or another classification within a national system. The words are not universal: there is no single international specification for Portland cement.

U.S. projects commonly reference ASTM standards. ASTM C150 covers Portland cement, while ASTM C595 covers blended cements. India uses Bureau of Indian Standards (BIS) specifications such as IS 269, IS 1489 and IS 455. Other countries have their own standards and designations. A number printed on a bag therefore has meaning only when you know the standard, edition and jurisdiction behind it.

For a home project, start with the building code, engineer’s notes, ready-mix supplier’s mix submittal or other project specification. If those documents do not name a cement type, ask the designer or supplier what exposure and performance requirements the concrete must meet.

ASTM Portland cement types in the United States

The active ASTM C150/C150M-24 page, last updated July 24, 2024, lists seven Portland-cement types. The “A” versions are air-entraining counterparts. Air entrainment is a property of the cement and concrete system, not a higher strength grade.

ASTM designation Primary purpose What to check before specifying
Type I General use when no special property is required Use only where the project specification permits ordinary general-purpose cement.
Type IA Air-entraining cement for the same general uses as Type I Confirm that the required air system and exposure call for air entrainment.
Type II General use, especially where moderate sulfate resistance is desired Confirm the level of sulfate exposure identified by the project or geotechnical information.
Type IIA Air-entraining counterpart to Type II Coordinate with the concrete mixture’s required air content.
Type III High early strength Use when the schedule or specification requires early strength; it is not automatically the best choice for every placement.
Type IIIA Air-entraining counterpart to Type III Check both early-strength and air-entrainment requirements.
Type V High sulfate resistance Use only when the exposure assessment and specification require high sulfate resistance.

A cement marked Type I/II meets the requirements for both indicated types. Availability of non-Type-I products can vary by region, so a supplier may need to source a compliant product or provide an approved alternative. Older references may show Type IV; do not assume that an older type list describes the active C150/C150M-24 classification.

Indian BIS OPC grades and blended cement categories

India’s ordinary Portland cement (OPC) classification is separate from ASTM’s type system. BIS identifies IS 269:2015 as the sixth revision specification for OPC; the BIS Cement Standards Compendium marks it reaffirmed in 2020. It lists OPC grades 33, 43, 53, 43S and 53S.

BIS classification Standard context How to use the information
OPC 33 IS 269:2015 An Indian OPC grade. Select it only where the project specification permits that grade.
OPC 43 IS 269:2015 An Indian OPC grade; it is not an ASTM Type III or a direct conversion to a U.S. strength value.
OPC 53 IS 269:2015 An Indian OPC grade; do not treat the number as a universal performance guarantee.
OPC 43S IS 269:2015 A BIS-listed classification. Confirm the exact specified application and certificate details.
OPC 53S IS 269:2015 A BIS-listed classification. Confirm the exact specified application and certificate details.

The BIS compendium describes OPC for general construction, including buildings, pavements, flooring and plastering. The numeric grade is an Indian classification; it should not be presented as a global grading system or translated directly into an ASTM type.

Portland pozzolana cement (PPC)

Fly-ash-based PPC is covered by IS 1489 Part 1. The BIS compendium describes a fly-ash constituent of 15% to 35% by mass. It identifies hydraulic and mass-concrete structures and other situations where OPC is used as potential applications, except where high early strength is specially required. Whether PPC is suitable for a particular footing, slab or wall still depends on the project specification, exposure and curing conditions.

Portland slag cement

Portland slag cement is covered by IS 455. The compendium gives a slag range of 25% to 70% by mass and cites marine, basement, piling and other applications where resistance to chloride and sulfate attack is relevant. Those are standard-context applications, not a blanket recommendation for every site. The engineer must still evaluate the actual groundwater, soil chemistry, structural schedule and mixture.

ASTM blended cements and performance designations

A blended cement category is not simply another name for ASTM Type I, II or III. The American Cement Association identifies these ASTM C595 categories:

  • Type IL: Portland-limestone cement.
  • Type IP: Portland-pozzolan cement.
  • Type IS: Portland blast-furnace-slag cement.
  • Type IT: Ternary blended cement.

Additional descriptors can indicate properties such as moderate or high sulfate resistance, which must be verified through the applicable standard and testing.

ASTM C1157 takes a performance-based approach rather than relying only on composition. Its designations include GU (general use), HE (high early strength), MS (moderate sulfate resistance), HS (high sulfate resistance), MH (moderate heat) and LH (low heat). If a specification names C1157, use the requested performance designation instead of substituting a familiar C150 type without approval.

The American Cement Association describes Portland-limestone cement as containing 5% to 15% limestone and reports performance similar to Type I Portland cement, with approximately 10% lower greenhouse-gas emissions. Those are the association’s stated figures and claims; product performance and acceptance still depend on the applicable specification, testing and local approvals.

How to choose cement for a home project

  1. Identify the governing standard. Determine whether the drawings and concrete specification reference ASTM, BIS or another national standard. Record the exact edition and designation, such as ASTM C150/C150M-24, ASTM C595, ASTM C1157 or IS 269:2015.
  2. Define the required performance. Ask whether the concrete needs ordinary general use, high early strength, moderate or high sulfate resistance, moderate or low heat, or air entrainment. Do not infer these requirements from the word “premium” or from a high number on a bag.
  3. Assess exposure. Review soil and groundwater information for sulfates, and identify marine or de-icing-chloride exposure, freeze-thaw conditions, mass placements and schedule constraints. The exposure class or engineer’s specification should control the cement choice.
  4. Choose the cement family. Decide whether the approved option is Portland cement or a blended cement containing limestone, fly ash, slag or a ternary combination. A blended cement may be entirely appropriate, but its standard designation must match the specification.
  5. Confirm supply and documentation. Check the bag, delivery ticket and mill or compliance certificate for the standard, type or grade, manufacturer, batch information and stated properties. Ask the supplier for documentation when the printed label is unclear.
  6. Coordinate the concrete mixture. Cement selection is only one input. The designer or ready-mix producer must set water, aggregate, supplementary cementitious material, admixture and air contents to meet the required fresh and hardened properties.
  7. Plan placement and curing. Ensure the crew can place, finish and cure the concrete as specified. A compliant cement cannot compensate for excessive job-site water, poor consolidation or inadequate curing.

Which properties matter in common home-construction situations?

Situation Property to discuss Decision caution
Typical slab, footing or wall with no special exposure General-use cement under the local standard Confirm the structural specification; “general use” does not remove mixture or curing requirements.
Concrete needed to reach strength sooner for stripping forms or opening an area High early strength, such as ASTM Type III or C1157 HE where specified Early strength is a schedule requirement, not proof of superior long-term performance in every application.
Sulfate-bearing soil or groundwater Moderate or high sulfate resistance, as exposure dictates Use the level named by the engineer; Type II and Type V address different sulfate-resistance needs.
Marine, basement or piling work with chloride or sulfate concerns An approved blended or slag-containing system may be specified Follow the project’s exposure and durability requirements rather than choosing by cement name alone.
Large or heat-sensitive placement Moderate- or low-heat performance, such as C1157 MH or LH when specified Heat control also involves placement size, mixture proportions, sequencing and curing.
Freeze-thaw exposure requiring entrained air Air-entraining cement or an approved air-entraining mixture Verify the required air content and admixture strategy; an “A” suffix is not a universal substitute for mixture control.

Why cement grade alone does not determine concrete strength

Concrete combines cement, water, aggregate and, when specified, supplementary cementitious materials, fibers and chemical admixtures. Proportions are adjusted to achieve fresh-workability, setting, durability and hardened-strength requirements.

All else being equal, reducing water content produces stronger concrete. That statement does not mean “use as little water as possible”: the mixture must still be workable and properly consolidated. Aggregate quality, cementitious-material properties, proportioning, temperature, placement and curing all affect the result.

For example, a bag with a higher Indian OPC number does not guarantee a stronger slab if the crew adds water at the site, the aggregate is poor or curing is neglected. Conversely, an approved blended cement can meet the required performance when its mixture is designed and cured correctly. Strength should be established by the specified mixture and testing regime, not by the cement label in isolation.

Bag and supplier checklist

  • Read the complete designation, including the governing standard and any performance suffix.
  • Check that the product is Portland cement or a blended cement as required by the specification.
  • Match the stated type or grade to the drawings, structural notes and exposure requirements.
  • Request a compliance certificate or test report when the project requires documented sulfate resistance, early strength, heat performance or air entrainment.
  • Confirm that the supplier can provide the specified product consistently; special ASTM types may not be stocked in every area.
  • Keep delivery records so the cement used can be traced to the concrete placement and mixture documentation.
  • Do not accept an unapproved substitution because it is more available or has a higher-sounding number.

Common mistakes and how to correct them

Treating ASTM types and Indian grades as equivalents

Problem: Calling OPC 53 “the same as Type III,” or assuming Type I is interchangeable with every OPC grade. Correction: Compare the complete standards and required properties; obtain written approval for any substitution.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

Choosing the highest number automatically

Problem: Assuming the largest grade number is always safest. Correction: Select for exposure, schedule, heat and durability requirements, then design the mixture accordingly.

Ignoring sulfate or chloride exposure

Problem: Using a general-use cement where soil, groundwater or marine exposure requires a specific resistance level. Correction: Have the exposure classified and follow the specified ASTM, BIS or performance designation.

Adding water at the job site

Problem: Increasing slump informally, which can reduce strength and durability. Correction: Have the producer adjust the approved mixture using the permitted admixture or a documented redesign.

Neglecting curing

Problem: Expecting cement selection to overcome drying, poor temperature control or inadequate curing. Correction: Follow the project’s curing method and duration; curing is part of the performance system.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

Relying on an old type list

Problem: Using a chart that includes classifications no longer shown on the active ASTM page. Correction: Check the current standard edition. ASTM’s active C150/C150M-24 page lists seven types and was updated July 24, 2024.

Bottom line for homeowners

Write down the local standard first, then the required exposure and performance. Choose an approved Portland or blended cement category, verify the bag and supplier documents, and treat mixture proportions and curing as equally important controls. A cement “grade” or “type” is a standards-based specification—not a universal ranking of good, better and best.
