Catalonia has not built enough homes to keep pace with housing need: the Generalitat estimates a cumulative shortfall of about 130,000–175,000 new homes over 2015–2024. But “half” is a headline approximation, not a fixed official ratio. It depends on which estimate of need is used and whether construction is measured by homes started or homes completed.
How large is Catalonia’s housing shortfall?
The Generalitat’s estimate is a cumulative deficit of 130,000–175,000 new homes over 2015–2024. It is an estimate across a decade, not a count of homes missing in a single year or a direct measure of current vacancies. The range indicates uncertainty in how the shortfall is estimated; it should not be converted into a precise annual construction target without additional assumptions.

A separate benchmark cited by ARA is 25,000 homes a year, attributed to a sector calculation of annual need. That figure helps explain the “half” framing, but it is not established here as an official annual statistic. Comparing it with output requires matching the same years and the same stage of construction.

What does “builds half” mean?
Construction output can mean homes started or homes completed. Starts indicate that work has begun, while completions are homes reaching a later stage and are a closer measure of additions to available housing. The Generalitat’s official series reports both, drawing on building permits and final-work certificates from professional associations of surveyors, technical architects and building engineers. See the Generalitat’s construction statistics.
#1 Best Overall
For a defensible half-as-many comparison, the annual need estimate and construction count must cover the same period and use a consistent output measure. ARA’s available account includes references to both just over 6,500 completed homes and 16,562 homes finished in 2025; those figures cannot be reconciled from the available page information. They should not be used to claim a precise 2025 share of need.
Why does the gap matter for construction?
A sustained gap between household demand and new supply can intensify pressure on an already constrained housing market. For builders and planners, the challenge is not simply identifying land: projects also need to move through planning, permitting, financing and construction before homes are delivered. The available figures establish the scale of the estimated shortfall, but do not isolate how much each of those constraints contributes.

It is also important to distinguish total housing from affordable or protected housing. Building more homes overall and ensuring that a share is affordable are related goals, but they are not interchangeable measures of output.
What is the Generalitat doing?
Plan 50,000 Homes
The Generalitat’s Plan 50,000 Homes sets a target of obtaining 50,000 affordable homes by 2030, mostly rental and protected homes, and describes annual investment of €1.1 billion. The plan combines new public construction and the mobilisation of public land with the acquisition of homes already in the housing stock. As a result, the full target should not be read as 50,000 newly constructed homes. The Generalitat’s plan page describes its scope and mechanisms.

Potential development sectors
In 2025, the government identified 179 preselected strategic planning sectors with potential for 214,000 homes. It said 40–50% could be affordable and about half of those affordable homes could be rentals. This is potential development capacity, not a pipeline of homes already built or immediately available; delivery depends on subsequent planning and development. The Generalitat’s announcement describes the sectors and estimated capacity.

How to read the headline accurately
- Shortfall: the 130,000–175,000 figure is an estimated accumulated deficit for 2015–2024.
- Annual need: 25,000 homes per year is attributed to a sector calculation cited by ARA, not an official annual measure established here.
- Output: starts and completions are different measures, so a comparison must specify which one it uses.
- Policy targets: affordable-home targets may include existing homes acquired rather than newly built units.
- Land capacity: planned potential is not delivered supply.
