Jerram Falkus Construction Limited (company number 00820289) entered administration on 17 February 2026; the available filings identify the procedure and administrators, but do not yet establish why the company failed, how much creditors may lose, or what happened to its projects and workforce.
That difference in evidence matters. Carillion can be examined through a parliamentary inquiry, National Audit Office work and liquidation reporting. Jerram Falkus Construction must currently be described more cautiously until its administrator’s proposal and statement of affairs are read in full.

The comparison is therefore strongest on identity, date, legal procedure and the type of scrutiny each case has received. It is not yet a reliable comparison of causes, creditor outcomes or employment effects.

The 10 July 2017 profit warning
Carillion issued its first profit warning on 10 July 2017. The National Audit Office said the scale of the warning surprised the government because it contradicted market expectations and information and commentary previously provided by Carillion. The government began contingency planning shortly afterwards, with planning accelerating in October.

The warning is an important point on the timeline because government departments continued to award work after it. The NAO recorded £1.9 billion of government work awarded after 10 July 2017, including contracts and extensions announced after the warning. That figure describes awards and extensions in the NAO’s account; it is not a measure of Carillion’s eventual profit, the value recovered by the government or the final cost of the insolvency.
Compulsory liquidation on 15 January 2018
Carillion plc entered compulsory liquidation on 15 January 2018. Companies House records the petition and commencement of winding-up on that date, and the government reported court winding-up orders against Carillion and associated companies. Compulsory liquidation is a court-led process intended to wind up a company, realise assets and distribute available funds under insolvency law. It is different from placing a company into administration to seek a rescue or an orderly sale.
Government contracts and exposure
In 2018, the Insolvency Service and the Department for Work and Pensions said the government had around 450 Carillion contracts. They represented 38% of Carillion’s reported 2016 revenue. The government’s response included contingency planning across central government; the NAO said that planning was complete by the date of collapse.

The NAO estimated a £148 million loss to the taxpayer. That was a 2018 estimate, not a final settled bill. The NAO warned that the eventual figure was uncertain, including because asset-sale timing and proceeds could change the result and because some costs would take years to establish. The estimate should therefore be quoted with its date and qualification rather than presented as Carillion’s definitive final cost.
Why did Carillion collapse?
What the parliamentary committees concluded
The Work and Pensions and Business, Energy and Industrial Strategy Committees published their report on 16 May 2018. They said Carillion’s board was “responsible and culpable for the company’s failure” and described a “rotten corporate culture.” The report called Carillion a “giant and unsustainable corporate time bomb” and stated: “The mystery is not that it collapsed, but that it lasted so long.”

Those are judgments from a parliamentary inquiry. They are not a criminal conviction or a court’s finding of liability. They are nevertheless central evidence about how Parliament assessed the board, governance and conduct surrounding the failure. The committees’ language places responsibility on leadership and corporate culture rather than treating the collapse as an unexplained market event.
What the official record can and cannot prove
The combination of the profit warning, the committee report, NAO analysis and liquidation reporting supports a detailed account of institutional warning signs, government exposure and governance criticism. It does not turn every later claim about an individual decision, contract or accounting treatment into an established fact. Specific allegations should be checked against the underlying committee, audit, court and liquidation documents.

Nor does the £148 million estimate answer every question about Carillion’s ultimate outcome. The cited material leaves the final realised cost and the current status of the liquidation unresolved. A dated estimate should not be confused with the final amount ultimately paid by taxpayers or recovered from assets.
What happened to Jerram Falkus Construction?
Identify the company precisely
The relevant entity is Jerram Falkus Construction Limited (company number 00820289). Companies House separately lists Jerram Falkus Limited (company number 01572494) as active. Similar names do not make these companies the same legal person. Any search for directors, contracts, creditors, assets or insolvency documents must use the correct company number.
Administration began on 17 February 2026
Jerram Falkus Construction Limited entered administration on 17 February 2026. The Gazette notice published on 20 February names joint administrators Allan Kelly and Shaun Hudson of FRP Advisory Trading Limited. Companies House gives 17 February as the start of administration, matching the date in the Gazette notice.

Administration places the company under the control of appointed administrators. Their statutory objectives can include rescuing the company as a going concern, achieving a better result for creditors than an immediate liquidation, or realising property and assets for distribution. The appointment itself does not establish which objective is being pursued in this case, whether a sale is planned, or whether any work will continue.

Companies House filing history records an administrator’s proposal filed on 23 April 2026 and a statement of affairs filed on 13 May 2026. The filing titles establish that those documents were submitted; the surfaced record does not expose their substantive contents.
It is therefore not established from the available material whether the company failed because of cash-flow pressure, contract losses, disputed sums, a project problem, financing, management decisions or another cause. The same limitation applies to the amount owed to creditors, likely recoveries, redundancies, project transfers and the position of customers and subcontractors.

The procedure changes what can safely be inferred. Carillion’s liquidation record confirms a court-led winding-up, while Jerram Falkus Construction’s administration record confirms a protective insolvency process but not its eventual destination. Administration can end in rescue, sale, liquidation or another outcome depending on the administrators’ findings.
Where the cases can be compared—and where they cannot
Legal identity and date
Both records identify named UK companies and a clear insolvency start date. Carillion’s relevant date is 15 January 2018; Jerram Falkus Construction’s is 17 February 2026. The nine-year gap matters because the economic environment, contracting conditions, financing costs and public-sector responses are not the same.

Carillion’s scale is documented in liquidation reporting. The Insolvency Service’s 2018–19 annual report identified 379 companies in the group, including 123 overseas, and recorded more than 40,000 employees worldwide, with more than 18,000 in the UK. Those figures describe the group as recorded during the liquidation reporting period, not a current headcount.
No equivalent workforce, revenue, group-company, asset or creditor figures for Jerram Falkus Construction Limited are established by the records cited here. It would be misleading to call the cases similar in size merely because both involve construction businesses.
Public scrutiny
Carillion generated a parliamentary inquiry, NAO examination, government reporting and years of liquidation-related disclosures. That volume of material permits discussion of governance criticism, public contracts and estimated taxpayer exposure.
Jerram Falkus Construction’s currently identified public material is narrower: an administration entry, a Gazette appointment notice and filing-history dates. The absence of a published explanation in the material available here is not evidence that no explanation exists. It means the administrator’s proposal and statement of affairs are the next primary documents to examine.
What readers should check before drawing conclusions about Jerram Falkus
- Confirm the legal entity. Use company number 00820289 and do not substitute the active company numbered 01572494.
- Read the administrator’s proposal. Look for the stated objective of administration, trading plans, any proposed sale, estimated timing and the treatment of different creditor classes.
- Read the statement of affairs. Check the listed assets, liabilities, security interests, preferential claims, estimated recoveries and any explanation supplied by directors or administrators.
- Check subsequent Companies House filings and Gazette notices. These may show extensions, a move to liquidation, dissolution, a sale or the conclusion of administration.
- Separate documented facts from allegations. A project dispute, unpaid invoice or workforce claim should not be described as the cause of failure unless the responsible primary document supports that conclusion.
Until those documents are reviewed, statements about the company’s cause of failure, creditor shortfall, employee impact and project consequences remain unverified.

Construction-sector lessons from the contrast
Track warning signals without assuming the outcome
Carillion shows why a profit warning can change the risk profile of a contractor, its clients and its supply chain. The warning did not by itself establish insolvency, but it triggered government contingency planning and changed how later contract awards should be evaluated. Boards, clients and subcontractors should distinguish a disclosed warning from a proven failure while updating credit, payment and continuity assessments promptly.
Keep legal-entity checks routine
The Jerram Falkus names illustrate a basic but consequential control: check the company number on contracts, applications for payment, guarantees, insurance certificates and insolvency notices. A similarly named active company may have different assets, directors, liabilities and contractual obligations.
Plan for continuity before an insolvency event
Carillion’s public-sector exposure required contingency planning across central government. For construction clients, continuity planning should identify critical projects, step-in rights, substitute contractors, payment routes, design records, plant and materials, warranties and access to sites. The existence of an administration does not answer whether a project can continue; the contract and the administrators’ decisions do.
Do not confuse an estimate with a settled result
The NAO’s £148 million figure demonstrates how a reputable estimate can still carry substantial uncertainty. Cost reporting should identify who produced the number, when, what it includes and which assumptions could change it. The same discipline applies to forecasts of creditor recovery or completion costs in a newer administration.
