Short answer: Federal OSHA construction materials do not impose a blanket ban on one worker serving as both rigger and signal person. The worker must independently qualify as a signal person, be competent for the specific rigging assignment, and be able to perform both functions safely during the actual lift. The employer, lift plan, state-plan rules and project requirements determine whether combining the duties is acceptable for a particular job.
What federal OSHA does—and does not—say
The federal OSHA construction provisions reviewed do not contain a general rule saying that a rigger and a signal person must always be two different employees. They also do not create an automatic permission for one person to hold both assignments. Each role has its own qualification basis, and the employer remains responsible for deciding whether the combined assignment can be performed safely under the conditions of the lift.

The distinction matters because the two jobs address different risks. A signal person communicates movement instructions to the crane or other equipment operator. A rigger selects, inspects and connects the rigging needed to move the load, and may hook, unhook, guide or make an initial connection depending on the lift. A person can meet the requirements for one role without being competent in the other.

OSHA’s qualified-rigger guidance likewise focuses on the actual assignment. In its construction FAQ, OSHA explains that employers must make sure the person can perform the rigging work needed for the exact types of loads and lifts, using the equipment and rigging that will be used for that job. A qualification demonstrated on one lift should not be treated as universal qualification for every load, crane or worksite.
How the two roles differ
| Issue | Signal person | Qualified rigger |
|---|---|---|
| Qualification basis | Assessment by a third-party qualified evaluator or by the employer’s qualified evaluator, including required knowledge and performance tests. | Employer determination that the worker’s knowledge, training and experience enable the person to perform the particular rigging work. |
| Scope | The signaling methods demonstrated, such as hand signals or radio signals, and the equipment knowledge relevant to those signals. | The specific loads, lift, crane or hoisting equipment, rigging components, connections and site conditions involved. |
| Evidence at the site | Qualification documentation must be available at the site and identify each signaling type covered. | The employer must be able to support its determination that the worker is capable of the assigned rigging work; OSHA does not describe a single portable rigger card that covers every task. |
| Employer responsibility | Do not allow the person to give signals until qualification is established; stop assigning signal-person work if later conduct shows the person no longer meets the requirements, then retrain and reassess. | Match the worker’s demonstrated ability to the actual lift rather than relying on a broad job title or experience claim. |
This difference is why a combined job title is not enough. The employer should be able to show two separate decisions: that the worker is qualified to signal in the methods being used, and that the worker can perform the rigging required for this lift.
Signal-person qualification requirements
Before a worker gives signals, the employer must ensure the person meets 29 CFR 1926.1428’s qualification requirements. The employer may rely on documentation from a third-party qualified evaluator, or use its own qualified evaluator to assess and document the worker. An assessment made by one employer’s evaluator is not automatically portable to a different employer.
The qualification record must be available at the worksite and specify the types of signaling covered. A worker tested for hand signals is not automatically documented for radio signaling, and the employer should not assume that competence in one method proves competence in another.

The worker must be able to:
- Know and understand the type of signal being used.
- Apply the signals competently and consistently.
- Understand basic equipment operation and limitations relevant to signaling.
- Recognize crane dynamics when a load is swung or stopped, including effects such as boom deflection.
- Know the signal provisions that apply to the work.
- Demonstrate the required abilities through an oral or written test and a practical test.
If the worker’s later conduct indicates that the requirements are no longer being met, the employer must stop assigning signal-person duties until retraining and a new assessment confirm qualification. A laminated hand-signal chart can be a useful reference, but it cannot replace the required knowledge, testing, evaluation and documentation.
What makes someone a qualified rigger
OSHA treats rigger competence as task-specific. The relevant question is not whether a worker has ever rigged a load, but whether the worker’s knowledge, training and experience are sufficient for the particular work planned. The employer should consider the load’s characteristics, the rigging configuration, the equipment, the connection method and the conditions at the site.
For example, the competence needed to attach a known, balanced load with a simple sling arrangement is not necessarily the competence needed to handle an irregular load with an off-center center of gravity, multiple connection points, specialized hardware or restricted access. The worker must understand the rigging work actually assigned, including any inspection, connection, guiding or release activity required by the lift plan.

OSHA identifies qualified-rigger requirements in specified hoisting situations during assembly and disassembly, and when workers are in the fall zone while hooking, unhooking, guiding a load or making an initial connection. The exact requirement depends on the equipment and circumstances, so the employer should check the applicable provisions for the planned operation rather than treating the phrase “qualified rigger” as a blanket authorization.

When combining the duties may be workable
The cited OSHA materials do not establish a special pass/fail test for simultaneous rigger-and-signal-person assignments. A practical decision therefore starts with whether the worker can maintain control of both responsibilities without losing a required line of sight, communication link, exclusion-zone position or safe escape route.
A combined assignment may be considered only after the employer evaluates the actual lift. Conditions that can make it more feasible include:
- The operator and worker have a reliable, agreed communication method, and the worker can maintain it while handling the rigging.
- The worker can see the load, the operator’s relevant movements and the travel path, or the planned radio system provides equivalent communication.
- The rigging task does not require the worker to move into a position where signals cannot be seen or transmitted.
- The load is stable and the planned movements are limited enough that the worker can complete the connection or guiding task without distraction.
- The lift plan identifies who has authority to stop the operation and how a stop signal will be communicated.
- Weather, lighting, noise, traffic and nearby operations do not create a competing demand that exceeds the worker’s capacity.
These are planning considerations, not additional OSHA qualification categories. They help the employer apply the task-specific requirements to the real lift.
When a separate signal person or rigger is the safer choice
OSHA’s fact sheet identifies situations in which a signal person is required, including an unseen point of operation, an obstructed operator view in the direction of travel, or a site-specific safety concern identified by the operator or load handler. Those circumstances deserve particular caution when the same person is also connecting or guiding the load.

Assign separate workers when the rigger must focus on a fall-zone connection while the operator needs continuous signals, when the worker must change position during travel, or when the load path passes behind structures, through congested areas or near other crews. A separate signal person is also prudent for lifts involving multiple cranes, complex sequencing, unusual loads, poor visibility, radio coordination with several parties or any operation in which a momentary communication gap could create a serious hazard.
The issue is not whether one employee is physically capable of holding both job titles. It is whether the worker can perform every required action at the required time while preserving safe communication and position. If the answer is uncertain, assigning separate personnel removes a conflict rather than asking one worker to divide attention during a critical movement.
A step-by-step employer decision process
- Identify the governing requirements. Review the federal OSHA provisions that apply to the crane or hoisting operation, any state-plan requirements, the project’s specifications and the employer’s own procedures. A state plan or contract may impose requirements beyond the federal materials discussed here.
- Describe the lift in writing. Record the load, rigging arrangement, equipment, connection points, travel path, visibility, communication method, sequence and locations where workers may be exposed to the fall zone.
- Verify signal-person qualification. Confirm that the worker has been assessed by a qualified evaluator, passed the required oral or written and practical tests, and has documentation covering the signaling methods to be used. Keep the documentation available at the site.
- Verify rigger competence for this task. Evaluate the worker’s knowledge, training and experience against the exact load, rigging, equipment and conditions. Do not rely solely on a generic card, job title or experience on a different type of lift.
- Analyze simultaneous performance. Walk through the sequence step by step. Ask where the worker will stand, what the worker must see, when hands are occupied, how the worker will communicate a stop, and whether any movement requires the worker to abandon one duty to perform the other.
- Choose the staffing arrangement. Use one worker only when the employer can demonstrate that both functions remain controlled throughout the lift. Assign separate personnel when visibility, workload, complexity or exposure creates a conflict.
- Brief everyone before starting. Review the signals, radio channel, stop-work signal, load path, exclusion zones, roles and handoff points with the operator, rigger, signal person and affected workers.
- Monitor and reassess. Stop the lift if conditions change, communication fails, the worker cannot maintain the required position or the sequence differs from the plan. Resume only after the employer corrects the problem and confirms that the assigned workers remain qualified for the revised task.
Documentation and site controls
For a combined assignment, the site file should make the two qualification decisions easy to distinguish. Retain the signal-person qualification record with the signaling types identified, and retain the employer’s basis for determining that the person can perform the planned rigging. The lift plan or pre-task briefing should identify the worker’s dual role, communication method and authority to stop the lift.
Supervisors should also record changes that could invalidate the original decision, such as a different crane, altered load, new travel path, reduced visibility, added workers or a switch from hand signals to radio. A worker qualified for one signaling method or one rigging task should not be silently reassigned to a different method or task without a new evaluation of the requirements.

Common mistakes to avoid
- Assuming a rigger card proves signal qualification. Signal-person qualification requires the specified evaluation, testing and documentation.
- Assuming a signal-person certificate proves rigging competence. The employer must determine whether the worker can perform the particular rigging work.
- Treating a hand-signal poster as training. A chart supports recall; it does not establish competence or replace a practical test.
- Using one employer’s evaluator record at another employer without verification. The employer’s own evaluator assessment is not automatically portable.
- Calling the combination “OSHA approved.” The federal sources do not approve every simultaneous assignment; they require the employer to meet each role’s requirements and control the operation.
- Ignoring changed conditions. A plan that was workable in daylight and open space may fail after lighting, traffic, weather or the load configuration changes.
Examples of how the decision changes by lift
| Lift situation | What the employer should examine | Likely staffing concern |
|---|---|---|
| Simple pick in an open area with continuous visibility | Whether the worker can connect and release the load while maintaining reliable signals and a safe position. | A combined assignment may be considered if the sequence does not divide attention. |
| Travel behind a wall or through a blind area | How the operator receives signals, who observes the path and how a stop is communicated. | Obstructed visibility creates a strong reason to use a dedicated signal person. |
| Irregular or unbalanced load | Center of gravity, connection points, possible shifting and the rigger’s ability to monitor the load while signaling. | The rigging workload may conflict with continuous signaling. |
| Hooking or unhooking in the fall zone | Applicable qualified-rigger requirements, worker position, exclusion controls and the timing of signals. | Separate personnel may reduce distraction during the connection or release. |
| Multi-crane or highly sequenced lift | Command hierarchy, communications, timing and whether one worker can coordinate every required movement. | Complexity generally favors dedicated roles and a more detailed lift plan. |
State plans, project rules and currency
This answer addresses the federal OSHA construction materials identified for the question. States that operate OSHA-approved state plans may adopt requirements that differ from or supplement the federal rule. Owners, general contractors and engineered lift plans may also require separate riggers and signal persons even when federal OSHA does not impose a blanket separation.
Before assigning a worker to both duties, confirm the requirements in the jurisdiction where the work occurs and review the current text of the applicable standard. The OSHA construction FAQ cited for qualified riggers was marked revised July 18, 2016, and the interpretation cited in the underlying materials was dated March 18, 2014; older guidance should be checked against current federal and state-plan requirements and the project’s rules.
Bottom line for employers
One worker can potentially serve as both rigger and signal person, but only as two separately justified assignments. The worker needs documented qualification for the signaling methods used, employer-determined competence for the exact rigging work, and a lift-specific finding that both duties can be performed safely at the same time. Because OSHA does not provide a universal simultaneous-duty test, the employer must rely on a documented assessment of the load, equipment, communication, visibility, worker position and changing site conditions. When those factors create competing demands, use separate qualified workers.
