Yes—but only after the material is identified, processed, tested and approved for a specific road use. Construction and demolition (C&D) waste is a broad category, not a single engineering material. Federal Highway Administration (FHWA) guidance documents established uses for reclaimed asphalt pavement (RAP) and reclaimed concrete aggregate (RCA), while mixed or contaminated demolition debris may be unsuitable for pavement work.
The correct question is therefore not simply whether C&D waste is recycled, but whether a particular recovered material can meet the performance, environmental and specification requirements of the intended pavement layer.

What counts as construction and demolition waste?
C&D waste can include concrete from demolished buildings and pavements, asphalt removed during resurfacing, masonry, soil, wood, gypsum products, metals, glass and mixed debris. These materials differ radically in strength, grading, contamination risk, moisture behavior and chemical composition.

They evaluate a defined recovered product, such as crushed concrete produced from a known source or RAP milled from an asphalt pavement. Processing separates, crushes, screens and, where necessary, washes the material so its properties can be measured and controlled.

FHWA’s recycled-material guidance is clearest for two C&D-derived products:
- Reclaimed concrete material or RCA: crushed concrete that can contain the original natural aggregate plus hardened cement paste.
- Reclaimed asphalt pavement (RAP): removed or reprocessed asphalt pavement containing asphalt binder and aggregate.
Other recovered materials may have legitimate uses in bases, fills or stabilized layers, but their acceptance depends on project-specific evidence. A mixed load that contains plaster, treated wood, asbestos-containing material, soil, plastics or other contaminants cannot be treated as equivalent to clean RCA or RAP.
Where recovered materials can be used in a road
The same recovered product may be acceptable in one application and rejected in another. Pavement design, drainage, traffic loading, climate and the governing specification determine the required properties.
| Recovered material | Roadway applications identified in FHWA guidance | What must be controlled |
|---|---|---|
| Reclaimed concrete material / RCA | Aggregate for cement-treated or lean-concrete base; aggregate in concrete; aggregate in asphalt concrete; flowable fill | Grading, strength, absorption, density, deleterious or harmful components and compatibility with the binder or cement system |
| RAP | Hot- or cold-recycled asphalt mixtures; granular base; embankment or fill | Asphalt and aggregate properties, stockpile consistency, moisture, gradation, mix design and the allowable RAP percentage in the applicable specification |
| Other recovered or byproduct materials | Potential use in asphalt concrete, Portland cement concrete, base, fill, stabilized base or flowable fill when specifically qualified | Material-specific engineering tests, environmental review, processing controls and agency approval |
FHWA’s general recycled-material guide groups applications by engineering function rather than by the word “waste.” A material used as a structural base must carry and distribute loads; a flowable fill must flow into a void and gain the specified strength; an asphalt mixture must meet volumetric, durability and compaction requirements. Those are different jobs with different acceptance tests.
Can crushed concrete be used for road base?
Yes. Clean, processed crushed concrete can be used as aggregate in cement-treated base, lean-concrete base, asphalt concrete, concrete mixtures and flowable fill, subject to the project specification. It is commonly considered for base work because crushing produces interlocking particles and the remaining cement paste can affect compaction and moisture behavior.

Properties that differ from virgin aggregate
Recycled concrete aggregate is not simply virgin stone with a different label. FHWA’s recycled-concrete advisory notes that RCA can have greater water absorption and somewhat lower density than virgin aggregate. A mix designer must account for those differences when calculating water, aggregate proportions, yield and compaction targets.
For concrete paving, FHWA states that recycled aggregate generally must meet the quality requirements used for virgin aggregate. The source concrete, crushing process and removal of contaminants therefore matter as much as the nominal size of the product. Testing may include gradation, specific gravity, absorption, soundness, abrasion resistance and checks for deleterious materials, depending on the agency’s requirements.
Typical safeguards
- Keep source materials traceable; do not blend unknown demolition loads into a structural aggregate stockpile.
- Remove reinforcing steel, asphalt chunks, wood, gypsum, glass, soil and other unwanted components during processing.
- Use separate stockpiles for different gradations and sources so the mix design represents the material actually delivered.
- Adjust moisture conditioning and batching for RCA’s higher absorption and lower density where applicable.
- Confirm that the completed layer meets density, strength, durability and drainage requirements, not merely that it contains recycled content.
Can reclaimed asphalt be reused in a new road?
Yes. RAP can be incorporated into new asphalt through hot or cold recycling, or used in granular base, embankment and fill applications. RAP consists of aggregate coated with aged asphalt binder, so its use requires a mixture design that accounts for both the recovered aggregate and the stiffness and availability of the aged binder.
Hot and cold recycling
In hot recycling, RAP is processed and blended with new aggregate, binder and, when needed, recycling agents before production and placement as an asphalt mixture. Cold recycling uses lower-temperature processes and can be performed in a plant or, for some treatments, in place. The appropriate method depends on pavement condition, equipment, climate, traffic and the state or local specification.
RAP in base or fill
RAP may also serve as granular base, embankment or fill when its gradation, stability, drainage and environmental characteristics satisfy the project requirements. A use that is acceptable for a low-risk fill is not automatically acceptable in a heavily trafficked surface or structural asphalt layer.

Why stockpile control matters
RAP quality can vary with the pavement sources placed in a stockpile. Asphalt from different ages, binders, maintenance treatments and underlying aggregates may have different gradations and binder properties. Consistent processing, representative sampling and production quality control are essential to keep the designed mixture within specification.

How to decide whether a recovered material is suitable
FHWA recommends evaluating recycling on engineering, environmental and economic grounds. The following sequence keeps those decisions connected to the actual project.
- Define the source and composition. Record whether the material is demolished concrete, milled asphalt or another recovered stream. Identify the original facility or pavement, any known hazardous constituents and the expected quantity.
- Choose the intended application. State whether the material is proposed for surface or intermediate asphalt, concrete pavement, stabilized base, granular base, embankment, trench backfill or flowable fill. Each application has separate performance criteria.
- Specify the processing plan. Establish crushing, screening, magnetic separation, air separation, washing or other steps needed to produce a consistent product. Decide how oversized pieces, metals and suspect contaminants will be handled.
- Test representative samples. Test the properties required by the governing specification. Depending on the material and use, this can include gradation, density, absorption, moisture, abrasion, soundness, strength, binder content, asphalt binder properties, durability and contaminant limits.
- Design the mixture or layer. Use the measured properties—not generic recycled-material assumptions—to determine proportions, water or binder demand, compaction targets and expected performance. For concrete, account for RCA absorption and density. For RAP, account for the aged binder and recovered aggregate.
- Review environmental conditions. Check leaching or other project-specific concerns, drainage pathways, groundwater sensitivity and restrictions on potentially contaminated sources. Environmental acceptance is separate from structural acceptance.
- Compare total costs. Include demolition sorting, crushing, screening, testing, stockpiling, quality control, loading, hauling and placement. Compare those costs with virgin aggregate, disposal, and alternative reuse routes.
- Obtain written approval. Confirm the current state or local transportation-agency specification, submittal requirements, test methods, approved-source rules and any limits on recycled content before incorporating the material into contract work.
- Control production and placement. Inspect incoming loads, maintain stockpile separation, sample during production and verify field density, thickness, strength or other acceptance tests for the finished layer.
Engineering checks by pavement function
Structural and granular base
Base materials must provide stable load distribution, resist excessive deformation and allow the pavement to drain as designed. Check particle-size distribution, plastic or harmful fines, moisture sensitivity, compaction and bearing or strength measures required by the agency. Crushed concrete may gain interlock, but variable paste content and absorption can change compaction behavior.
Asphalt mixtures
Asphalt work requires compatibility between recovered aggregate, aged RAP binder, new binder and any recycling additive. The design must establish the allowable RAP content and verify mixture volumetrics, workability, stiffness, cracking or rutting resistance and durability under the project’s test protocol. A higher recycled percentage is not automatically better if the mixture no longer meets performance requirements.
Concrete pavement and cement-treated base
RCA can be used in concrete or cement-treated layers when it satisfies aggregate quality requirements. Absorption affects effective water and workability; lower density affects batch calculations and yield. The designer should also consider shrinkage, durability exposure and the behavior of the specific source aggregate and old cement paste.

Flowable fill and embankment
Flowable fill is proportioned for controlled flow and a specified hardened strength, not the same properties required of pavement aggregate. Embankment and general fill may permit broader gradations, but settlement, drainage, constructability and environmental constraints still apply. The lower structural demand of a fill does not remove the need to control contaminants.
Independent reader supportYour contribution helps us test, update, and keep practical guides available for everyone.Environmental and economic trade-offs
Recycling can conserve virgin aggregate, reduce disposal and avoid some hauling, but it is not automatically the lowest-impact or lowest-cost option. Crushing and screening consume energy; contaminated loads may require costly sorting or disposal; and a distant recycling plant can erase the benefit of local reuse.
FHWA’s policy framing is that successful RAP recycling should be cost-effective, environmentally responsible and capable of performing well. The same test applies to other C&D-derived products. Compare alternatives over the project life cycle, including extraction of virgin materials, transport distances, processing energy, maintenance, expected service life and end-of-life options.
Availability is local. A contractor may have abundant clean concrete near a project but no consistent RAP source, or the reverse. Haul distance, stockpile space, seasonal moisture and the agency’s approved-source list can determine the practical choice before laboratory results are considered.

A historical measure of RAP use
An FHWA article published in April 2010 reported that nearly 73 million metric tons (80 million tons) of hot-mix asphalt were recycled in the United States. That figure is historical and should not be presented as a current annual total.
The article attributed this observation to FHWA webinar moderator Steve Mueller: “In an era of tight budgets and increased concern about the environment, the use of recycled materials can help agencies save money and demonstrate their commitment to environmental stewardship.” The statement describes the policy rationale at that time; a present-day project still needs current testing, pricing and specification approval.

- Calling every demolition load “recycled aggregate.” Use a defined, processed product with a known source and test results.
- Using a base specification for a different layer. Approval for fill or granular base does not authorize use in asphalt or concrete pavement.
- Ignoring absorption and density. RCA can change water demand, batching and compaction calculations.
- Assuming a recycled percentage guarantees sustainability. Include processing, hauling, disposal alternatives and life-cycle performance in the comparison.
- Relying on an old FHWA page as a current rule. Check the active state or local specification and obtain written project approval.
- Testing only the first stockpile. Continue sampling as sources, gradations or processing conditions change.
Practical decision checklist
Before specifying or accepting C&D-derived material, the owner, designer and contractor should be able to answer all of these questions:
Quick Recap
- What exactly is the material, and where did it come from?
- Which pavement layer or fill application is proposed?
- What processing removes metals, wood, gypsum, soil and other contaminants?
- Which current agency specification and test methods apply?
- Do representative results meet grading, density, absorption, strength, durability and environmental limits?
- How will stockpiles, moisture and production variability be controlled?
- What are the delivered costs and haul distances compared with virgin aggregate and disposal?
- Who provides written approval, and what field tests verify the installed work?
