1Clear out junk files and repair common Windows errors2Fix the driver behind crashes, sound loss and screen glitches3Repair Windows errors before they cause bigger problemsYes—much construction and demolition (C&D) waste can be reused or recycled. Concrete, asphalt, metals, wood, brick, drywall, shingles, glass, plastics and usable fixtures may have recovery routes. The result depends on the material’s condition, contamination, separation, local markets and the receiving facility’s rules. Materials that may contain asbestos, lead, PCBs or other regulated constituents require a separate, authorized handling route rather than ordinary recycling or disposal.
This guide is U.S.-oriented because it follows U.S. Environmental Protection Agency (EPA) guidance. State and local definitions, diversion mandates, permits and facility menus differ, so confirm requirements with your local solid-waste or environmental authority and the facility before loading a truck.

What counts as construction waste?
Construction waste is not one uniform material. EPA’s C&D examples include concrete, asphalt, roofing shingles, wood, gypsum drywall, metals, brick, glass, plastics, fixtures and land-clearing material such as trees, stumps, earth and rock. A renovation may therefore produce both valuable commodities and materials that need controlled disposal.
The first decision is not “Which landfill should I use?” It is “Can I avoid generating this waste, reuse it, or send it to a processor?” EPA’s preferred order puts source reduction and reuse ahead of recycling, followed by recovery and disposal of the remaining residue.

Why recycling and reuse matter
Recycling can turn rubble into aggregate or paving products, metals into new commodities and wood into engineered products, mulch or compost. Direct salvage keeps an intact door, window, cabinet, light fixture or length of lumber in service without the additional processing required to make a new product.
Scale is significant. EPA estimated that the United States generated about 600 million tons of C&D debris in 2018, more than twice the amount of municipal solid waste generated that year. That is a dated generation estimate, not a current annual total and not a national recycling rate. EPA also notes that nationwide estimates vary by scope and methodology, and data are not available for every state.
What construction materials can be recycled?
Potential outlets and restrictions differ by location. Contact the receiving facility before demolition or delivery; its accepted materials, size limits and contamination rules control what will actually be recovered.

“Many building components can be recycled where markets exist,” EPA states in its sustainable C&D materials guidance. In practice, “can be recycled” means a qualified outlet currently accepts that material in the required condition—not that every recycling center will take it.

Reuse and deconstruction: the step before recycling
Preserving an existing structure or adapting it can prevent more waste than demolishing and replacing it. When removal is necessary, planned deconstruction lets workers take out valuable components intact instead of breaking everything into a mixed pile.
Components commonly considered for salvage
- Doors, windows, cabinets and plumbing fixtures
- Dimensional lumber, beams, millwork and flooring
- Brick, stone, metal roofing and fencing
- Hardware, lighting and other removable fixtures
Potential outlets include reuse centers, materials exchanges, resale businesses, donations and on-site use on another part of the project. The component still has to be safe and suitable: building-code requirements, dimensions, fire ratings, energy performance and the buyer’s intended use can make an apparently reusable item impractical.
How to manage construction waste step by step
- Reduce the amount generated. Preserve or adapt existing portions of the building when feasible. Plan takeoffs accurately, order only needed quantities, and design cuts and installation to limit off-cuts and packaging.
- Identify materials before disturbing them. Make an inventory of reusable, recyclable, ordinary residual and potentially regulated materials. Before demolition, investigate suspect asbestos, lead, PCBs and other contaminants. Do not mix a suspect material into a general debris pile.
- Salvage usable components. Schedule careful removal of doors, windows, cabinets, fixtures, lumber, brick, flooring, hardware and fencing. Protect, label and store items so they remain saleable or usable.
- Call receiving facilities before loading. Ask what materials are accepted, whether loads must be separated, allowable sizes and contamination limits, hours, packaging rules, documentation and current fees. A facility’s website or a prior job’s experience may not reflect its current requirements.
- Separate recyclable streams at the source. Keep metals, clean concrete or asphalt, wood, drywall, cardboard and salvageable components apart when the receiver requires it. Source separation generally avoids the extra sorting and rejection risk associated with a mixed load.
- Verify the provider. Ask whether the recycler follows state and local regulations and has applicable licensing, registration or third-party certification. Confirm where the material goes and whether the destination is authorized to receive it.
- Use an approved facility for residue. Send material that has no viable recovery outlet to an authorized C&D landfill or other permitted facility that accepts that waste. Confirm acceptance before transport; a C&D landfill is not automatically permitted for hazardous waste or every industrial waste.
Choosing among disposal and recovery options
| Option | Best fit | Questions to ask |
|---|---|---|
| Direct reuse or salvage | Intact components with practical value | Is the item safe, code-suitable and wanted by a reuse center, exchange, buyer or another part of the project? |
| Material-specific recycler | Separated concrete, asphalt, metal, wood or drywall | What grades, dimensions, coatings, fasteners and contamination levels are accepted? |
| Mixed C&D sorting facility | Projects that cannot fully separate materials on site | What recovery actually occurs, what residual percentage is disposed, and how are rejected loads handled? |
| Approved C&D landfill or permitted disposal facility | Residual C&D debris that is accepted and not subject to a special regulated route | Is the facility authorized for this waste, and does it have any load, packaging or documentation rules? |
| Special regulated-material route | Asbestos-, lead-, PCB- or otherwise contaminated material | Which qualified assessor, contractor, transporter and receiving facility are required under applicable law? |
Compare options on five practical axes: accepted materials and contamination limits; whether the material is reused, processed into a product or disposed as residue; sorting and preparation work; travel and hauling requirements; and regulatory authorization. There is no universal cheapest or best route without a location, quantity and provider quote.
Material-specific preparation and pitfalls
Concrete, asphalt and rubble
Keep clean mineral debris separate from soil, trash, drywall, insulation and hazardous materials. Processors may require particular maximum sizes and may reject loads containing excessive wood, plastic or other contamination. Ask whether the output is aggregate, concrete feedstock or asphalt-related material and whether the facility accepts the material from your project type.

Metals
Steel, copper and brass have established commodity value. Separate metals when the local buyer requests it, remove obvious nonmetal attachments where safe, and keep regulated coatings or contaminated components out of an ordinary scrap load. A clean, well-sorted load is easier for a facility to grade and market.
Wood
Unpainted, untreated lumber may be suitable for reuse, engineered-wood products, mulch or composting programs. Paint, preservatives, glues, heavy coatings, soil, nails and other contamination can change the route. Do not assume every wood processor accepts treated lumber or painted demolition wood.
Drywall and gypsum
Gypsum recovery exists in some markets, but drywall is easily contaminated during demolition. Keep it dry and separate where the processor asks for a dedicated stream. Joint compound, insulation, asbestos-containing materials, disaster debris and mixed trash may trigger rejection or a different handling requirement.
Brick, windows, doors and fixtures
Whole, undamaged units usually have more reuse value than broken material. Remove and store them carefully, record dimensions and condition, and check code or performance requirements before promising them to a buyer or donating them.

Roofing shingles, glass, plastics and land-clearing debris
These materials may be recoverable through specialized local programs, but acceptance is highly dependent on product type and equipment. Curbside recycling programs generally should not be assumed to accept C&D debris. Call a C&D outlet or material-specific processor instead.
Independent reader supportYour contribution helps us test, update, and keep practical guides available for everyone.Hazardous and regulated materials need a separate plan
Asbestos, lead and PCBs are not ordinary recycling decisions. Federal rules apply, and state or local requirements may add notification, inspection, worker-protection, packaging, transport and disposal obligations. Suspect material should be assessed by a qualified professional before it is cut, crushed, sanded or mixed with other debris.
Tell the receiving facility exactly what is in the load. Do not label a mixed or suspect load “clean” to obtain a lower-cost route. If the material is regulated, use a contractor, transporter and facility authorized for that waste. The same caution applies to other contaminants identified by the applicable authority or facility.
How to verify a recycler, hauler or landfill
EPA advises asking questions about compliance with state and local regulations, state licensing or registration and third-party certification. Use that conversation to establish a traceable chain from your job site to the final destination.

Keep the written acceptance instructions, haul records and facility receipts with the project file. Requirements and markets can change, so reconfirm them for each substantial project rather than relying on an old outlet list.
Common mistakes and how to avoid them
- Putting everything in one mixed bin: Ask first whether a sorter accepts mixed C&D loads and what contamination it allows. Source-separate valuable streams whenever practical.
- Assuming “recyclable” means “accepted here”: A material may have a theoretical recovery use but no current local market. Obtain confirmation from the actual receiving facility.
- Breaking salvageable items during demolition: Plan deconstruction, remove fasteners carefully and protect components from weather and damage.
- Sending suspect hazardous material with ordinary debris: Pause work and obtain qualified assessment and an authorized route.
- Choosing a provider on price alone: Include sorting labor, haul distance, rejected-load risk, authorization and the destination’s management practices in the total decision.
- Assuming a C&D landfill accepts every construction-related waste: Verify its permit scope and acceptance policy before transport.
What “recycled” should mean on a project record
Ask whether the outlet is reusing the item, processing it into a new product, recovering a commodity or merely transferring it for later disposal. A mixed-load facility may recover some constituents while sending the remainder to a landfill. Recording weights by stream and retaining receipts gives the owner a more accurate account than calling every diverted load “recycled.”
There is no single current nationwide C&D recycling percentage established by the cited EPA materials. Historical figures use different definitions and methods, and state data are incomplete. Report the project’s actual outlets and documented quantities instead of applying a national rate that may not match the work.

For each material, ask in order: Can the design or work avoid generating it? Can an intact component be reused? Is there a confirmed local processor for a clean, separated stream? If not, is there an authorized facility for the residual? If the material may contain asbestos, lead, PCBs or another regulated contaminant, stop the ordinary flow and follow the applicable special route. That sequence captures the most reliable way to maximize recovery without compromising safety or compliance.
