Can concrete work continue during a cement shortage? Answers to common questions

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

Yes—concrete work can continue during a cement shortage if your ready-mix supplier can deliver an approved cement or blended-cement mix and the project team verifies that it meets the contract requirements. A national supply constraint does not prove that cement is unavailable at your plant or on your pour date. Local inventory, delivery commitments, the specified cement type, and approval requirements decide whether a particular placement can proceed.

Do not substitute cement, increase supplementary cementitious material (SCM) content, change the water-to-cementitious-material ratio, or add an unapproved admixture at the job site. Ask the supplier, design professional, and owner or authority having jurisdiction to evaluate and approve any revised mix before it is ordered or placed.

What the U.S. supply data actually says

The latest U.S. Geological Survey (USGS) Mineral Commodity Summaries 2026: Cement reports estimated 2025 figures. It describes a constrained market rather than a uniform nationwide shutdown. Closed or idle plants, underused capacity at other plants, and plant upgrades affected domestic supply, while imported cement was reported as readily available. The USGS summary states: “Overall, the U.S. cement industry and market continued to be constrained by closed or idle plants, underutilized capacity at others, ongoing plant upgrades, and the ready availability of imported cement.”

Those are national estimates. They cannot tell you whether a specific cement type is in stock at your supplier, whether a truck can arrive on your required date, or whether an alternative is allowed by your plans and specifications.

USGS estimate for 2025 Reported figure How to interpret it
Portland and blended cement production 82 million tons, down from an estimated 83 million tons in 2024 Production estimate for those cement categories; it is not a local inventory measure.
Portland, blended, and masonry cement production 84 million metric tons Broader category reported in the USGS table, using metric tons.
Cement shipments 100 million metric tons Estimated U.S. shipments during 2025.
Apparent consumption 110 million metric tons Estimated domestic use, including the effect of trade.
Year-end stocks 8.2 million metric tons Stocks reported at the end of 2025; not necessarily available to your supplier.
Net import reliance 21% of apparent consumption Share of apparent consumption supplied through net imports.
Operating production sites 97 plants in 34 states and Puerto Rico Geographic concentration means conditions can differ sharply between markets.

Use the figures to understand market pressure, not to promise that a pour can proceed. The answer for your project comes from a supplier’s written availability and the project’s approval path.

First question: can your scheduled pour use an approved mix?

Call the ready-mixed concrete producer before changing the schedule. Ready-mix concrete is centrally batched to contractor requirements and can contain portland or blended cement, water, aggregate, SCMs, fibers, and chemical admixtures. The producer can identify which constituents are physically available, which combinations can be batched consistently, and which delivery windows are realistic.

Ask for the exact cement designation, supplier and plant, SCM type and percentage, admixtures, batch quantities, and proposed delivery dates. Request current certification reports and any data showing variability between deliveries. Then send the proposed mix and documentation to the engineer or other design professional and to the owner, department of transportation, building official, or agency named in the contract. A supplier’s ability to make a mix does not by itself make that mix acceptable.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.
  • Proceed as scheduled when the specified or already approved mix is confirmed for the required date and quantity.
  • Proceed with a revised mix only after the design authority and contract administrator approve the materials, proportions, testing basis, and placement plan in writing.
  • Reschedule or resequence when no compliant mix can be delivered on time. Moving another activity may be possible, but that is a project-management decision, not a guaranteed remedy.

What alternative cements may be available?

Blended hydraulic cements

ASTM C595 recognizes several blended-cement categories. The American Cement Association (ACA) identifies Type IL portland-limestone cement, Type IS portland-blast-furnace-slag cement, Type IP portland-pozzolan cement, and Type IT ternary blends. Type IL contains 5% to 15% limestone. The materials and proportions in the other categories vary.

  • One-Handed Loading - Keep one hand free with a 1/4 in. hex chuck that accepts 1 in. bit tips

Blended cements are established products, not emergency fillers. ACA reported that blended cements represented roughly two-thirds of the U.S. cement market as of August 2025. It also reported that shipments of Type IL exceeded shipments of ordinary portland cement in mid-2023 and that PLC is compatible with SCMs. Availability of each type still depends on location, plant, and application.

Designation What it generally represents What must be confirmed
Type IL Portland-limestone cement with 5%–15% limestone Local supply, project specification, exposure requirements, and performance data.
Type IS Portland-blast-furnace-slag cement Slag source, consistency, approved proportions, and strength-development timing.
Type IP Portland-pozzolan cement Pozzolan source, testing, curing conditions, and acceptance requirements.
Type IT Ternary blended cement All constituent materials, proportions, compatibility, and project approval.

Never treat the designations as interchangeable. The applicable specification may require a particular cement type, limit SCM content, or impose durability requirements for an exposure class. The engineer must confirm the permitted substitution and documentation.

Supplementary cementitious materials

Fly ash, slag cement, and natural pozzolans can contribute to a blended cement or be incorporated into a concrete mixture. They can reduce clinker content, but they do not provide a universal shortage solution. Supply, grade, chemistry, aggregate interaction, admixture compatibility, curing temperature, and required durability all affect the result.

ACA guidance notes that some SCM mixtures develop strength more slowly at 28 days. A specification may use 56-day or 90-day strength ages for slower-reacting SCMs, but the project cannot simply adopt a later acceptance age after a pour has been scheduled. Any change to strength age, acceptance criteria, or testing frequency must be approved as part of the revised specification.

Changing the water or admixtures

Adding water to recover slump after a material change is not an acceptable field workaround. ACA identifies water-to-cementitious-material ratio, sound mixture proportioning, quality materials, and proper curing as key strength factors. An unapproved admixture can change setting, air content, strength, finishing, or durability. If workability is a concern, have the producer redesign and test the mix rather than directing the crew to alter it at the truck or forms.

Verification workflow before you change the pour plan

  1. Call the supplier early. Ask which cement types, SCMs, aggregates, and admixtures can be delivered in the required quantities and on the required dates. Ask whether the quoted availability applies to one batch, a single pour, or the full production run.
  2. Identify the exact proposed mix. Record cement designation, cement and SCM sources, proportions, water-to-cementitious-material ratio, admixtures, air target, strength class, and intended strength age.
  3. Collect supplier evidence. Request certification reports covering chemistry, fineness, and loss on ignition, plus historical variability and evidence of consistency across deliveries. These records help the design professional judge whether the material is suitable.
  4. Use targeted testing when needed. Depending on the risk, testing may include particle-size distribution, X-ray fluorescence or diffraction, and calorimetry. Mortar tests can screen for trends, but they are not definitive proof of concrete performance.
  5. Confirm concrete performance. Evaluate water demand, slump retention, setting behavior, air, temperature, and strength development with concrete testing appropriate to the project. Include curing conditions that resemble the planned placement.
  6. Obtain written approval. The engineer or specifier and the owner or agency should approve the cement or SCM change, revised proportions, testing basis, acceptance age, and curing or placement requirements before ordering the concrete.
  7. Lock the delivery plan. Reconfirm plant, batch sequence, quantity, truck intervals, backup supply, and the latest time at which a delay triggers rescheduling.

How to compare two approved options

If more than one compliant mix is available, compare the options against the same decision criteria. Exact price and delivery promises must come from local suppliers; national statistics cannot supply them.

Decision factor Questions to ask Why it matters
Availability and date Which plant has the material, in what quantity, and on which confirmed dates? A technically suitable cement is useless if it cannot support the placement sequence.
Specification and approval Does the designation meet the contract, code, exposure, and agency requirements? Approval status governs whether the concrete can be accepted.
Fresh properties How do water demand, slump retention, setting, air, and temperature compare? These properties control pumping, placing, finishing, and field quality.
Strength timing What strength is expected at 7, 28, 56, or 90 days, and which age is contractual? Slower SCM reactions can affect opening, stripping, and payment decisions.
Durability Does the mix address freeze-thaw, sulfate, chloride, permeability, heat, or other exposure requirements? Strength alone does not establish durability.
Curing and placement Are temperature control, finishing time, curing method, or protection different? A revised mix may need a different field plan.
Total impact What are the supplier’s price, testing cost, labor effect, and schedule consequences? The lowest material price may not be the lowest project cost.

Keeping the project moving when cement is delayed

When an approved alternative is available

Document the alternative before the pour, update the mix submittal and batch tickets, brief the placing and testing crews, and verify that curing materials and temperature controls match the revised requirements. Keep the original mix as a fallback only if the supplier can confirm its availability and the project team has agreed on the switch point.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

When only an unapproved alternative is available

Do not pour and hope that later test results will cure the approval problem. Hold the placement, ask the design professional for an expedited technical review, and have the supplier provide the data needed for that review. A rejected placement can create demolition, replacement, delay, and dispute exposure far greater than the original delivery problem.

When no compliant mix can arrive

Coordinate a resequencing plan: protect excavations and reinforcement, move crews to work that does not depend on the delayed concrete, and document the supplier notice and resulting schedule effect. The feasible sequence depends on site conditions, contract milestones, weather, and other trades, so there is no universal number of days that a shortage will add.

Common questions about cement shortages

Does a national shortage mean every concrete job must stop?

No. USGS national data show constrained capacity alongside imports and stocks. Your supplier’s plant, product type, confirmed delivery, and project approvals determine whether your placement can proceed.

Can I use a different type of cement?

Possibly, but only when the proposed type satisfies the project specification and receives the required design and owner or agency approval. Type IL, IS, IP, and IT have different constituents and performance considerations.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

Can fly ash or slag replace cement immediately?

They may be part of an approved blended-cement or concrete mixture. The producer must evaluate the complete mixture, and the project team must approve testing, strength age, durability, curing, and proportions. Availability is regional and not guaranteed.

Is cement the same as concrete?

No. Cement is the binding component; concrete also contains water and aggregate and may contain SCMs, fibers, and chemical admixtures. ACA’s FAQ gives cement a general share of about 10% to 15% of concrete mix volume. That figure does not mean that portion can be removed or reduced safely from a specified mix.

What information should I request from a supplier?

Request the cement and SCM designations and sources, certifications for chemistry, fineness, and loss on ignition, historical variability, available quantities, delivery dates, proposed mixture proportions, and concrete test data for water demand, slump retention, and strength development.

Technical reference

For deeper background on cement, SCMs, mixture proportioning, batching, curing, and control tests, the American Cement Association’s reference book Design and Control of Concrete Mixtures is a useful starting point. The ACA announcement describing its 15th edition dates from 2011, so confirm the current edition and availability. It is technical background, not a substitute for the project specifications or engineering approval.
