That is a prospective ranking, not a completed-building record: Burj Azizi must be finished before it can claim a height title.
Which Dubai skyscraper is making the bid?
The project is Burj Azizi, planned for Sheikh Zayed Road. Azizi Developments describes it as a 725-metre tower, and the Council on Vertical Urbanism (CVU), through The Skyscraper Center, lists the same planned height in its Dubai building rankings and 2026 under-construction rankings.
The height is the basis for the headline’s “second-tallest” claim. It does not mean Burj Azizi is already the world’s second-tallest completed building.
What does “second-tallest” mean in this case?
In the CVU’s 2026 list of buildings under construction, Jeddah Tower ranks first at 1,000 metres (3,281 feet), and Burj Azizi ranks second at 725 metres (2,379 feet). The list compares projects by listed height and construction status; it is not a ranking of completed buildings.

Within Dubai, the comparison is different. Burj Khalifa is listed at 828 metres (2,717 feet), while Burj Azizi’s planned height is 725 metres. That makes Burj Azizi 103 metres shorter than Burj Khalifa, which Emaar identifies as the world’s tallest building. The CVU’s Dubai list ranks Burj Khalifa first and Burj Azizi second.

Why can’t planned height establish a completed-building record?
The CVU’s building height runs from the lowest significant open-air pedestrian entrance to the architectural top. It includes spires but excludes antennae, signage, flagpoles and certain functional or technical equipment. Its completion criteria require a building to be structurally and architecturally topped out, fully clad, and open for business or at least partially occupiable.
Those criteria distinguish a tower’s published or intended height from a completed-building record. A project can appear on an under-construction list at its planned height without having reached that height—or satisfying the CVU’s completion criteria.

What is known about Burj Azizi’s construction?
Azizi Developments reported in May 2026 that construction had reached the 101st floor. This is a dated update from the developer, not an independently verified live construction check. The materials cited here do not establish a definitive completion date or a later independently verified milestone.
There is also a discrepancy in the project materials’ floor counts. Azizi Developments’ project page describes a 131-floor design, while Burj Azizi promotional material in the Dubai Racing Club’s 2026 guide booklet gives 140 floors. Both sources give the planned height as 725 metres, but the available information does not resolve the floor-count difference.

What to watch before the ranking becomes a record
- Construction progress: the developer’s reported May 2026 milestone is not a current independent confirmation.
- Completion: the CVU’s criteria include topping out, full cladding and at least partial occupancy or opening for business.
- Published ranking: the under-construction list and completed-building rankings answer different questions, so the status attached to any future ranking matters.
