Build Now or Wait? How to Decide When Construction Costs Are High

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

Short answer: There is no reliable national signal that building will soon become cheaper. Build now only when current, written local bids, your lot and site costs, financing terms, schedule, and cash reserves keep the finished project affordable even if costs rise or the work is delayed. Compare that result with a delayed-build plan and a similar existing home. If none fits your maximum all-in budget, waiting, reducing scope, changing location, or buying an existing house is more prudent than betting on a forecast.

What “high construction costs” actually includes

People often use construction costs to mean lumber, concrete, wiring, and other materials. Those are only one part of the amount required to move from an empty lot to a finished, occupied home. Your decision should use an all-in number that includes:

As an Amazon Associate I earn from qualifying purchases.

  • Land purchase, surveying, geotechnical work, and due diligence.
  • Clearing, grading, excavation, drainage, retaining walls, utility extensions, septic or well work, driveways, and other site preparation.
  • The construction contract, architect or designer fees, engineering, permits, impact fees, inspections, and utility connection charges.
  • Allowances for owner-selected finishes, appliances, lighting, landscaping, window treatments, and other items excluded from the base contract.
  • Construction-loan interest, lender fees, appraisal costs, draw or inspection fees, loan conversion charges, and the permanent mortgage.
  • Builder’s-risk, liability, homeowners, property-tax, and other insurance during the project.
  • Rent, storage, moving, or other temporary-housing costs while the home is being built.
  • A reserve for changes, unknown site conditions, delays, and an interruption in income.

A low advertised price can therefore be more expensive than a higher bid that includes site work, permits, realistic allowances, and a firm completion obligation. Normalize every option to the same finished outcome before comparing it.

What the latest national evidence can—and cannot—tell you

National statistics provide context, not a price for your house. The National Association of Home Builders’ fall 2024 survey, reported in 2025, allocated an average 64.4% of a typical new single-family home’s sale price to construction costs, 13.7% to the finished lot, and 11.0% to builder profit. NAHB cautions that the sample is not designed to represent an average home in a particular year, does not support geographic breakdowns, and is not a precise estimator for an individual project.

NAHB’s July 2026 survey reported a median 6.7% increase in material costs for the same house over the preceding 12 months. That matched the 6.7% annual increase in prices for goods, including energy, used in new residential construction in the July Producer Price Index. Excluding energy, NAHB reported a 5% increase. Reported annual increases varied sharply by builder size: 9.1% for builders starting five or fewer homes in 2025 versus 1.8% for builders with 100 or more starts. These figures describe material-price movement reported by builders; they are not a total-project increase and do not predict your local bid.

Freddie Mac’s national weekly averages on October 1, 2026, were 7.28% for a 30-year fixed mortgage and 6.60% for a 15-year fixed mortgage. A construction loan may have a different rate, variable-rate period, fees, draw rules, and conversion terms. Treat those figures as a dated benchmark, not as an offer.

The Census Bureau’s New Residential Construction series tracks permits, housing starts, units under construction, and completions nationally and by region. Those measures show activity, not the future cost or availability of a particular lot, builder, trade, or permit. Its annual Characteristics of New Housing data include sales prices and physical features, with some regional measures; the 2025 edition was published July 1, 2026. Use these datasets to understand broad conditions, then replace them with current local evidence.

Compare the three realistic choices on one basis

Prepare three estimates for the same location, floor area, finish level, lot quality, and intended move-in condition. A comparison is meaningful only when the scope is equivalent.

Decision path Cost evidence to collect Main exposure When it may fit
Build now Current written builder bid; verified lot and site-work quotes; permit and design fees; lender’s construction and permanent-loan terms Price changes, unknown site conditions, draw timing, delays, and carrying two housing costs Your all-in cost is below your ceiling with a reserve, and the schedule serves a real need
Delay the build Updated land carrying cost, likely redesign or re-permitting costs, financing assumptions, and a conservative future-price scenario Rates, labor, land, materials, and home prices can move in opposite directions; a delay can add rent and taxes The current plan fails your affordability or liquidity test, or you need time to improve the lot, scope, income, or reserves
Buy an existing home Comparable closed sales, inspection and repair estimates, taxes, insurance, renovation budget, and mortgage terms Deferred maintenance, layout compromises, bidding competition, and renovation surprises A comparable home meets your location and space needs at a lower or more predictable all-in cost

Evaluate all three using the same measures: total cash required, monthly payment, time until occupancy, remaining liquidity, and the value of the layout, condition, efficiency, and location you receive.

Step 1: Define the finished outcome before asking for prices

Write a scope that can be priced

Record conditioned square footage, stories, foundation type, bedroom and bathroom count, garage, exterior materials, windows, heating and cooling, insulation, electrical capacity, plumbing fixtures, appliances, flooring, cabinets, lighting, landscaping, driveway, fencing, and expected energy features. Mark each item as included, an allowance, owner-supplied, or excluded.

Specify the lot and location as well: address or parcel, slope, access for trucks, known utilities, septic or sewer status, flood or wildfire considerations, required setbacks, grading limits, and any architectural review. A builder cannot price unknown site constraints accurately.

Make the alternatives comparable

For an existing home, select properties with similar location, usable area, lot utility, parking, condition, and school or access requirements. Add immediate repairs and upgrades required to reach the new-build standard you are using for comparison. For a delayed build, keep the same functional brief unless you are deliberately testing a smaller or simpler design.

Step 2: Build an all-in budget with separate risk buckets

Use a worksheet with a line for every cost and label its certainty. Do not hide uncertainty inside one unexplained contingency number.

  • Contract price: Work covered by a fixed-price agreement, with the version of plans and specifications attached.
  • Allowances: Provisional amounts for items you will select later. Compare the allowance with the quality you actually want and add installation, taxes, and delivery where they are excluded.
  • Owner-direct costs: Design, engineering, permits, utility fees, appliances, landscaping, temporary power, and other items not paid through the builder.
  • Site unknowns: Rock, unsuitable soil, groundwater, contaminated fill, tree removal, retaining structures, long utility runs, and required drainage. Obtain specialist investigations where practical.
  • Carrying costs: Loan interest during draws, rent, storage, taxes, insurance, and maintenance on any property you retain.
  • Reserve: Cash that remains available after closing for overruns, delays, and an income interruption. The appropriate amount depends on the project and location; no single percentage is universal.

Set a maximum affordable all-in cost before selecting a design. Include the monthly payment at the actual loan terms, not a hoped-for future refinance. If using investments or a sale to fund the project, identify what happens if that source is worth less or arrives later than expected.

Step 3: Obtain bids you can actually compare

Ask every builder for the same package

  1. Send identical plans, specifications, survey information, geotechnical reports, and finish schedules.
  2. Request a line-item proposal showing included work, allowances, exclusions, taxes, permit responsibility, and site-work assumptions.
  3. Ask for the bid’s expiration date and the date on which pricing can be locked.
  4. Require written treatment of material escalation, labor escalation, owner changes, concealed conditions, and allowance overages.
  5. Request a realistic start window, construction duration, milestones, payment draws, inspection requirements, and the remedy for delay.
  6. Confirm licensing, insurance, references for comparable projects, subcontractor responsibility, warranty terms, and the process for resolving disputes.

Read the exclusions before comparing totals

One proposal may include excavation, utility connections, painting, cleanup, appliances, and landscaping while another leaves them to you. Ask what “complete” means at handover and whether the price includes testing, commissioning, final cleaning, certificates of occupancy, and correction of punch-list work. Convert every allowance to your expected selection; otherwise the lowest bid may simply contain the largest omissions.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

Check how long a quote remains useful

A bid that expires in 15 or 30 days is not a forecast for a project that will start next year. Record which prices are fixed, which can be adjusted, the index or evidence used for an adjustment, and whether you can cancel if an increase exceeds a stated limit. A clause that lets a builder pass through any increase without documentation shifts most market risk to you.

Step 4: Get the lender’s construction terms in writing

Ask for a written term sheet covering both the building period and the permanent mortgage. Compare:

  • Interest rate, whether fixed or variable during construction, and the index and margin if variable.
  • Origination, appraisal, inspection, draw, modification, conversion, and other lender fees.
  • How interest is calculated on drawn funds, when payments begin, and whether interest is capitalized.
  • Required equity, land-value credit, debt-to-income limits, reserves, and documentation of builder and subcontractors.
  • Draw schedule, inspection timing, retainage, change-order approval, and what happens when work falls behind.
  • Rate-lock duration, extension cost, float-down rules, and the conditions for converting to permanent financing.
  • Payment at the expected permanent rate, plus taxes, insurance, and any homeowners-association charges.

Use Freddie Mac’s October 1, 2026 averages only as a reference point. Your credit, loan type, down payment, location, lender, and construction risk can produce a materially different offer. Ask the lender to show payments if completion takes longer and if the permanent rate is higher than the initial assumption.

Step 5: Stress-test cost, rate, schedule, and income

A plan is robust when it survives several plausible setbacks without forcing a distressed sale or an unfinished house. Run separate scenarios rather than applying one comforting adjustment to everything.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.
  • Cost scenario: Increase unfixed materials, allowances, site work, and change orders using assumptions you can defend from your bid and local suppliers. Keep fixed contract items separate.
  • Delay scenario: Extend construction, rent, storage, loan interest, insurance, and tax payments for additional months. Include seasonal restrictions or permit delays that affect your site.
  • Rate scenario: Recalculate the permanent payment at the lender’s higher-rate case and include any construction-period extension or rate-lock fee.
  • Income scenario: Test a temporary reduction in household income, a job change, or an uninsured expense while preserving the reserve.
  • Scope scenario: Identify features that can be deferred or removed without creating expensive rework. Decide this before signing, not during an emotionally charged change order.

For each scenario, record the resulting all-in cost, monthly payment, cash remaining, and occupancy date. If one plausible case exceeds your ceiling, revise the project or choose another path; do not rely on an optimistic base case.

When building now is defensible

Proceeding can make sense when the decision is supported by your project facts rather than a prediction about national prices.

  • Your scope is complete enough for comparable bids, and site conditions have been investigated.
  • The all-in budget, including a dedicated reserve, remains below your maximum affordable amount in your stress tests.
  • The lender has issued terms you understand, and the payment remains manageable without a future refinance.
  • The contract identifies allowances, exclusions, escalation, change orders, draw timing, and schedule remedies.
  • You have a strong reason to occupy the home on this timeline, such as a lease ending, a job move, or a family requirement.
  • The new home’s location, layout, condition, efficiency, or long-term fit provides value that a comparable existing home does not at a similar all-in cost.

“Prices might rise later” is not, by itself, a sufficient reason. A build that is unaffordable after a modest delay or overrun is not made safe by starting sooner.

When waiting or changing the plan is safer

Wait when the current numbers fail your ceiling

If the project requires draining emergency savings, assuming overtime, or depending on a rate drop, pause. Use the time to improve the design, obtain geotechnical information, save cash, resolve title or utility issues, or find a builder and lender whose written terms are clearer.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

Wait when the scope is still moving

Late changes to foundations, kitchens, windows, mechanical systems, or structural layouts create redesign fees, permit changes, rework, and schedule risk. Finish the drawings and selections that affect price before committing.

Wait when the lot is not ready

A cheap parcel can become expensive after grading, drainage, access, utility, septic, or retaining-wall requirements are known. Delay the contract until those uncertainties are investigated or priced with a defined allowance and a clear risk allocation.

Change location, size, or finish instead of waiting for a market forecast

Reducing conditioned area, simplifying the roof and foundation, choosing standard windows and cabinets, or selecting a lot with existing utilities can change the economics immediately. Compare the value you give up with the savings you obtain.

Waiting is not a guaranteed discount. Rates, labor, land, material costs, and existing-home prices can move in different directions. The available national evidence does not establish that a delay will lower the cost of your project.

When buying an existing home deserves priority

An existing home can provide a more knowable move-in date and a conventional mortgage, but it is not automatically cheaper. Obtain an inspection, sewer or septic evaluation where relevant, insurance quote, tax estimate, and contractor pricing for repairs. Include immediate work needed to achieve the condition, efficiency, storage, and layout you would otherwise build.

  • Hard hat clip- attaches for easy access

Compare the purchase price plus closing costs, repairs, renovations, temporary housing, and ongoing maintenance with the new-build all-in budget. A smaller or less efficient home may have a lower entry price but a higher five-year cost. Conversely, a sound existing house in the right location can avoid site-development risk and months of carrying costs.

Contract and schedule protections that matter

  • Attach the final plans, specifications, allowances, and finish schedule to the contract.
  • State the contract sum, payment schedule, retainage, and the documentation required for each draw.
  • Define a start date, substantial-completion date, owner-caused delays, weather allowances, and procedures for extensions.
  • Require written change orders showing price and time impact before extra work begins.
  • Specify who bears the cost of concealed conditions and what evidence is required to claim an adjustment.
  • Limit escalation clauses by defining covered inputs, notice, documentation, caps or termination rights, and treatment of decreases.
  • Confirm insurance, lien waivers, warranty coverage, cleanup, final inspections, certificates of occupancy, and punch-list completion.

Have a qualified construction attorney review the agreement under your state’s law. A contract cannot eliminate every risk, but it can prevent assumptions from becoming expensive disputes.

Indicators to monitor without trying to time the market

Before committing, refresh local evidence rather than relying on an old quote or national headline. Ask builders how long their backlog is, which trades are constraining the schedule, and which inputs are subject to escalation. Check current lot listings and closed sales for comparable existing homes. Review permit and completion activity for your region through the Census Bureau’s New Residential Construction data, while remembering that national or regional activity does not price your parcel.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

Reconfirm lender terms immediately before signing. A rate, appraisal, insurance premium, or underwriting condition can change between preapproval and closing. Keep written dates on every bid, allowance, rate lock, and permit so you know which assumptions have expired.

A practical decision worksheet

  1. Set the ceiling: Write the maximum cash and monthly payment you can sustain while preserving your emergency reserve.
  2. Price one finished outcome three ways: current build, delayed build, and comparable existing home, with identical location and finish assumptions.
  3. Separate certainty: Mark fixed prices, allowances, owner-direct costs, unknown site work, and carrying costs.
  4. Verify terms: Obtain the builder’s contract language and the lender’s rate, fees, draw schedule, lock, conversion, and payment details in writing.
  5. Run adverse cases: Model cost increases on unfixed work, a longer schedule, a higher permanent rate, and a temporary income reduction.
  6. Choose the option that survives: If only the optimistic case fits, redesign, delay, relocate, or buy existing. If the current build survives and meets a genuine timing need, proceed with documented protections.

Bottom line for a U.S. homeowner in 2026

Current national data show elevated material-price movement and mortgage rates, but they do not forecast a cheaper or more expensive project in your neighborhood. NAHB’s cost shares and material survey explain why a headline percentage cannot replace a bid; Freddie Mac’s averages show why your construction and permanent-loan terms must be examined separately; Census Bureau activity data provide context rather than a prediction.

Make the decision with current local bids, a fully loaded budget, written financing and contract terms, and stress tests that preserve your liquidity. Build now when the numbers remain affordable and the schedule matters. Wait or change the project when the reserve, scope, site, or financing is not ready. Buy an existing home when it delivers the required location and condition with less financial and schedule exposure. The sound choice is the one that works without needing costs or rates to move in your favor.
