If a bridge is damaged, do not judge its safety from its appearance or from an old news report. Follow the newest posted closure, lane-control, and weight-limit instructions, then ask the bridge owner or transportation agency what was found, what restriction is in force, and what must happen before conditions change. A bridge-specific engineering decision—not a driver’s visual inspection—determines whether it is safe to cross.
What rules govern bridge safety inspections?
For highway bridges on public roads in the United States, the Federal Highway Administration’s National Bridge Inspection Standards (NBIS) provide the national framework for safety inspections. FHWA says the standards were most recently updated in 2022. The standards establish inspection requirements, but they do not tell a driver whether a particular bridge is open today, what its current load limit is, or when a project will finish.

Those immediate decisions belong to the bridge owner and the responsible state or local transportation agency. The controlling information is therefore the current sign at the approach, the agency’s latest alert, and a project-specific notice—not a general statement that a bridge is “under inspection” or a photograph posted earlier in the repair process.
What should I ask the bridge owner or transportation agency?
Use the questions below when contacting the responsible agency, bridge owner, or named project contact. They are designed to establish the present restriction and the steps still required; they are not an invitation to approach, test, or inspect a damaged structure yourself.

What damage or deficiency was found, and when was it inspected?
Ask for a plain-language description of the affected component or condition and the date of the inspection that identified it. “Damage” can result from an environmental event or a human-caused event, and the response depends on what engineers found, not simply on how dramatic a crack, impact, washout, or deformation looks from the roadway.
For major damage, FHWA damage-inspection guidance describes examining fractured members and material loss, measuring misalignment, and checking whether foundation support has been lost. The guidance appears in the older technical advisory “Revisions to the National Bridge Inspection Standards (NBIS)”, published September 16, 1988. It remains useful for explaining the purpose and scope of a damage inspection, but it should not be treated as the current wording of the regulations.
Is the bridge closed, restricted to certain lanes, or subject to a weight limit?
Ask the agency to state the control in force now and when it took effect. A full closure prohibits ordinary public travel across the structure. A lane restriction limits the part of the bridge available to traffic. A load restriction allows only vehicles within the posted weight or vehicle-class limit. These controls can be changed independently, so “open” does not necessarily mean every lane or every vehicle is permitted.
Read the sign at the approach literally. If an electronic message, detour notice, police direction, or agency alert conflicts with an older web page, follow the current control presented to traffic and seek clarification from the agency rather than choosing the less restrictive interpretation.
Has the damage prompted a load-rating review?
Ask whether engineers reassessed the bridge’s load capacity after the event or condition was identified, and ask exactly what limits currently apply. FHWA’s quality-control framework notes that a load re-rating may be required when a structural element’s condition changes or when an unexpected event causes damage. A re-rating is an engineering calculation; drivers cannot reproduce it by looking at the bridge or by comparing one visible crack with a photograph of another bridge.

What stabilization or repair is planned?
Ask whether crews are providing temporary support, removing damaged material, repairing a member, replacing part of the structure, or pursuing another corrective measure. Also ask what inspection, testing, design approval, or construction milestone must be completed before a lane or load restriction can change. A plan that says “repairs are underway” does not by itself establish that unrestricted traffic will return on a particular date.
Where will the latest closure, detour, and reopening updates be posted?
Request the official project page, alert subscription, public-information contact, or other channel the owner uses for status updates. There is no single national, driver-specific contact method that can provide the current answer for every bridge. The bridge owner or local transportation agency is the authoritative source for a specific structure.

How does a damage inspection lead to a traffic decision?
A damage inspection is an unscheduled assessment after environmental or human-caused damage. Its immediate purposes are to determine whether emergency load restrictions or a closure are needed and to estimate the effort required for repair. The process is usually easier to understand as a sequence of decisions.
1. The owner protects the public first
The owner can close the bridge, control individual lanes, impose a load restriction, install shoring, begin a repair, or replace the bridge. The appropriate action depends on the observed condition and the engineering evaluation. A traffic control may be temporary protection while the owner gathers more information; it is not necessarily a final judgment that the bridge can return to normal use.
2. Inspectors document the damage and its consequences
Inspectors look beyond the most visible mark. For significant damage, the FHWA description includes checking fractured members, measuring material loss and misalignment, and determining whether the foundation has lost support. These observations help engineers understand whether the structure’s load path, geometry, or support conditions have changed.

3. Engineers reassess capacity and risk
A changed condition or an unexpected damaging event can trigger a load-rating review. That review may support a new posted limit, a lane control, a closure, or a decision to proceed with a repair under restricted traffic. The result is bridge-specific and may differ from what a driver would expect based on a visual inspection.

FHWA’s NBIS Q&A explains that an owner addresses a critical finding by taking a public-safety action such as closure, lane or load restriction, shoring, repair, or replacement. It also distinguishes a permanent resolution: a solution that completely mitigates the deficiency and protects public safety. Examples include a permanent load restriction, repair, closure, or replacement. A permanent resolution can therefore be a lasting restriction or a permanent closure; it is not synonymous with reopening.
The agency states this principle directly: “Increased inspection intervals alone do not fully address a critical finding if the safety issue is not rectified.” The statement appears in FHWA’s National Bridge Inspection Standards Q&A, Section 8, whose relevant entries were updated or added March 1, 2023. More frequent inspections may monitor a condition, but monitoring alone does not remove an unresolved safety problem.
What do different bridge restrictions mean for drivers?
| Control you see | What it tells you | What to ask the owner |
|---|---|---|
| Full closure | Public traffic is not permitted to cross under the stated control. | What detour is in force, and what inspection or work must be completed before any reopening? |
| Lane restriction | Only specified lanes or portions of the crossing are available; the remaining lanes are controlled or closed. | Which lanes, directions, vehicle types, or time periods are affected, and is the arrangement temporary? |
| Weight or vehicle-class limit | Vehicles above the posted threshold or outside the permitted class must not use the bridge. | Was a load-rating review completed, what limit applies now, and how will changes be announced? |
| Shoring or other temporary stabilization | The owner is using a protective measure while evaluation, design, or repair continues; it does not by itself mean unrestricted travel is restored. | What restrictions remain while the stabilization is in place, and what is the permanent resolution? |
These labels describe the practical effect of a control, not a prediction of how long it will last. Only the owner can confirm whether an action is temporary protection or part of the final solution.
Why does a bridge have a weight limit?
A weight limit is a risk-control decision tied to the bridge’s evaluated capacity and condition. A change in a structural element or damage from an unexpected event can require the owner to re-rate the bridge and post a different limit. The limit may be lower than the bridge’s previous operating condition even when the structure remains open to some traffic.

Do not infer capacity from a bridge’s appearance, from the absence of visible damage, or from the fact that another heavy vehicle crossed successfully. A load rating accounts for structural information that is not available to a passing driver. Follow the sign for your vehicle and load, including any stated axle, gross-weight, or vehicle-class condition, and use the designated detour when your vehicle is outside the permitted category.
Independent reader supportYour contribution helps us test, update, and keep practical guides available for everyone.Does “repair” mean the bridge will reopen without restrictions?
No. A repair is one possible part of the response, and reopening may still depend on stabilization, engineering review, construction completion, and a decision that the remaining deficiency has been mitigated. FHWA’s framework treats permanent load restriction, repair, closure, and replacement as possible permanent resolutions. That means a bridge can be permanently resolved while remaining closed or while operating under a lasting limit.
When an agency gives a target date, ask what the date represents: completion of a construction activity, a scheduled inspection, a proposed traffic change, or a confirmed reopening. Weather, newly discovered damage, utility work, design changes, and required approvals can affect a project schedule, but only the project owner can explain which conditions apply to that bridge. Until the agency changes the official control, keep following the posted restriction.
How should I compare two official updates about the same bridge?
When notices appear to conflict or the project has changed phases, compare them using four questions rather than relying on the newest headline alone.
| Comparison point | What to identify |
|---|---|
| Restriction in force | Is the bridge fully closed, operating with lane control, or open under a stated load limit? |
| Status of the action | Does the owner describe it as temporary protection, or as a permanent resolution? |
| Inspection or re-rating | What inspection has occurred, and does the update say that load capacity was reassessed? |
| Conditions for the next change | What work, review, approval, or inspection must happen before the restriction is modified? |
This method helps distinguish a traffic update from a final engineering decision. It is still not a substitute for the owner’s current sign or an engineer’s evaluation.

What should drivers do near a damaged bridge?
- Slow down and read every advance sign, lane-control display, detour instruction, and posted weight limit.
- Use the official detour when the bridge is closed or your vehicle exceeds the stated restriction.
- Do not stop on or approach a damaged structure to take a closer look, test its surface, or assess a crack.
- Do not move cones, barriers, gates, or other traffic-control devices, and do not disregard a restriction because the roadway appears passable.
- Check the bridge owner’s or transportation agency’s latest alert before planning a route and again if conditions change during the trip.
- If you see a new hazard or a control device that appears damaged or displaced, use the transportation agency’s current public reporting channel or emergency service when there is an immediate danger.
A concise call script for the project contact
Have the bridge name, route number, direction of travel, nearest intersection, and the date and wording of the notice in front of you. Then ask:
- What damage or deficiency was identified, and on what date was it inspected?
- What restriction is in force right now: closure, lane control, weight limit, or another control?
- Has the owner completed or initiated a load-rating review, and what vehicle limits apply?
- What stabilization or repair work is planned, and what remains before restrictions can change?
- Where is the official source for the latest detour, closure, and reopening information?
Record the agency’s answer and the time you received it. If the answer differs from the sign in front of you, follow the sign until the agency confirms that the control has changed.
What national guidance cannot tell you
NBIS guidance explains how inspection and safety decisions are structured nationally, but it cannot establish the current condition of a named bridge. It does not supply a universal reopening date, a nationwide list of active closures, or a single contact for every owner. Bridge-specific facts must come from current local notices, the responsible transportation agency, and the bridge owner.
For the national framework, see FHWA’s National Bridge Inspection Standards overview. For quality-control and resolution concepts, see the Recommended Framework for a Bridge Inspection QC/QA Program. These references provide context for the questions drivers should ask; they do not override a current closure, lane control, or weight-limit notice.
