BlueAlp and LBC Tank Terminals are targeting 2028 to begin construction of their SUPERP chemical-recycling plant at the Port of Rotterdam, according to a 2026 EUWID report and a BlueAlp CEO presentation. The date is a plan, not confirmation that construction has started or that the project has reached a final investment decision. The partners’ confirmed development milestone is a funded front-end engineering and design (FEED) phase.
What is planned, and when?
SUPERP—short for SUstainable PyrolysEs of Recycled Plastics—is a proposed plant being developed by BlueAlp and LBC Tank Terminals at LBC’s terminal in the Port of Rotterdam. EUWID reported a planned construction start in 2028 and an initial capacity of 40,000 tonnes of plastic waste per year. A 2026 presentation by BlueAlp’s CEO describes a 42 kt Netherlands plant planned for 2027/2028. Both sources frame this as a target; they do not establish that construction has begun. EUWID’s report and the BlueAlp presentation are the sources for the schedule.
The reported capacity figures differ: EUWID gives 40,000 tonnes per year, while the presentation and the SUPERP project listing describe 42 kt per year. The project listing also gives an expected pyrolysis-oil output of 31 kt per year. These are project figures, not demonstrated operating results. The SUPERP listing does not specify a publication year.
What has been confirmed so far?
On 16 June 2026, BlueAlp announced that the partners had received a €1.5 million grant from the European Union Just Transition Fund Rijnmond to support SUPERP’s FEED phase. FEED is the design and preparation work that helps establish whether and how a project can proceed; receiving funding for this phase is not the same as approving construction. BlueAlp’s announcement describes the grant and the scope of the work.

The announced FEED scope covers:
- Technical feasibility and detailed engineering
- Logistics and implementation at the site
- Integration with LBC’s terminal
- Permitting and financing preparation
The public sources establishing the grant and FEED scope do not confirm a permit, a final investment decision, or an actual construction start.
How is the plant expected to work?
BlueAlp says its process uses continuous slow-cracking pyrolysis to process mixed plastic waste into pyrolysis oil. The company describes a 2014 pilot and commercial operation from 2020, and lists a later design capacity of 70 kt per year. Those are company-reported technology and operating-history claims, not independent performance findings. BlueAlp’s technology page provides its description.

For SUPERP specifically, the project listing states 42 kt of plastic-waste input and 31 kt of pyrolysis-oil output per year, and projects more than 20 kt of avoided CO₂ emissions. The listing does not establish that these figures have been independently audited or achieved in operation. The project listing is the source for these stated metrics.
