Yes—BIM can be a project deliverable, but a model is not automatically authoritative because it exists. Its value depends on a written definition of purpose, required information, responsible parties, access, quality checks, and the model’s relationship to drawings, schedules, and the contract. Treat BIM as an information workflow enabled by software, not as a file that settles contractual responsibility by itself.

What it means for BIM to be a deliverable

A deliverable is information a project team is required to produce, accept, issue, or maintain. Calling a BIM model a deliverable therefore creates practical questions: What is the recipient expected to do with it? Which information must it contain? Who authors and checks each part? Which version is current? Can someone rely on it for fabrication, construction, estimating, commissioning, or facilities management?

A model may be delivered for coordination or visualization without being the contractual source of dimensions. A different project may require a coordinated model that the owner, contractor, and trades can use for defined decisions. Both are legitimate arrangements, but they carry different information, access, checking, and risk requirements.

The question is conditional rather than universal. A 2015 Building Design + Construction interview about BIMForum’s San Diego conference captured the issue through the session title “BIM Won’t Work as a Deliverable, Will It?” The panel included architect Josh Emig of Perkins + Will, contractor Ricardo Khan of M.A. Mortenson Company, and attorney Lindsay Pflugrath of Skellenger Bender, moderated by Dace Campbell. Their discussion is useful for framing the problem, but it records views from that period, not a current legal rule or a measured industry outcome.

Why a model alone does not settle reliance

Technology is only one part of the delivery system

The interviewees repeatedly placed people, culture, and process alongside technology. A model can contain accurate geometry and still fail as a deliverable if the intended users cannot open it, interpret its status, find the required properties, or understand which information is approved. Conversely, a team with a clear process can use several coordinated information sources without pretending that one file answers every question.

Campbell described a possible future in which models have a “Right of Reliance,” and said the benefits could outweigh the risk. That was his assessment in the interview, not independent evidence that projects generally achieve that balance. The practical lesson is to define reliance deliberately rather than assume it.

Access and model literacy are delivery requirements

People expected to rely on the model need practical access and enough skill to use it. Campbell put the point sharply: “It’s paramount if we’re going to be moving towards a situation where the model is something you can rely on as a deliverable, that every key stakeholder has uninhibited access to that data; you can’t have BIM illiteracy out in the field.”

“Access” includes more than a download link. The team should establish software or viewing requirements, permissions, file locations, update notifications, and a way to identify the current issue. Training or support may be necessary for owners, site staff, trades, and facilities personnel who are not model authors.

The model may be one data point among several

Khan described contractors increasingly acting as integrators with design partners to supply useful information to owners and trade partners. In his discussion, the model was another data point and a communication vehicle, while 2D documents remained contractually required. That arrangement can work when the contract clearly states whether the model supplements, illustrates, or governs other issued information.

Two common delivery positions

Project position What the model is used for Controls needed Main risk if undefined
Model as reference Coordination, visualization, quantity support, planning, or communication Identify the model as reference information; state which documents control; publish issue dates and known limitations A user treats an illustrative or superseded element as an instruction
Model as relied-upon deliverable Defined design, construction, handover, or operations decisions Specify uses, information content, authorship, checking, status, access, formats, versioning, acceptance, and liability terms Unclear responsibility when model data conflicts with drawings, schedules, or field conditions
Model plus drawings and schedules Coordinated information package in which each medium has a stated role Require consistency checks and a rule for resolving discrepancies Different teams select different “authoritative” sources
Multi-party information delivery Shared updates among owner, designers, contractor, trades, and facilities teams Define permissions, exchange dates, naming, review gates, change control, and post-handover ownership People rely on incomplete, inaccessible, or unapproved information

What to define before you promise a BIM deliverable

1. Intended uses and exclusions

Start with the recipient’s task, not the software feature list. Write each intended use in operational terms: for example, spatial coordination before installation, a defined quantity workflow, equipment-asset handover, or facilities reference. Then list uses outside the agreement. A model prepared for coordination is not automatically suitable for fabrication, safety-critical decisions, or maintenance without the information and verification those uses require.

2. Information and level of development

Specify the objects, properties, classification, geometry, and level of development required at each stage. State whether the requirement applies to every discipline or only named systems. Include exchange dates, file formats, coordinate systems, naming conventions, and the information needed for acceptance. Avoid a vague instruction to “provide a complete BIM model”; completeness has to be testable against the actual work contracted.

3. Responsibility for authoring and updating

Assign responsibility by discipline and stage. Identify who creates model content, who coordinates it, who checks it, who approves an issue, and who updates it after a design or site change. If a contractor integrates design-team and trade information, the agreement should distinguish integration from assuming professional design responsibility unless that transfer is expressly intended and legally appropriate.

4. Access, permissions, and practical usability

List the people and organizations who may access, edit, download, share, or rely on each model. State the viewing method and any required software version. Provide a process for access requests, revoked permissions, and notifying users of a new issue. If an owner intends to use the model after handover, define who maintains the information and how future changes are recorded.

5. Relationship to issued documents

State how the model relates to drawings, schedules, specifications, and other contractual documents. Practitioner guidance from BIM Solutions emphasizes consistency between the model and issued drawings and schedules. The project should identify which source controls a discrepancy, how conflicts are logged, and whether a model issue is an official contractual issuance or an informational export.

6. Quality checks and acceptance

Turn quality into observable checks. Depending on the intended use, these may include file opening and integrity, coordinates, naming, required properties, geometry rules, clash or interference review, duplicate elements, classification, and consistency with the issued package. Define who performs each check, when it occurs, what tolerance applies, how defects are corrected, and what evidence demonstrates acceptance.

7. Rights, sharing, and professional risk

Clarify intellectual-property rights, permitted reuse, confidentiality, model exchange, attribution, and liability. The Royal Architectural Institute of Canada (RAIC) chapter on BIM and integrated project delivery advises written clarity about roles and responsibilities and recommends legal review for unfamiliar delivery arrangements. Its institutional caution states: “At time of publication, there is insufficient history in the use of BIM and integrated project delivery (IPD) projects to test these assertions or propose risks.” That statement belongs to the chapter’s publication context; it does not establish whether the same assessment applies today.

A practical handover workflow

  1. Write the use case. Name the decisions the recipient will make with the model and the uses that are excluded.
  2. Create a responsibility matrix. Assign author, checker, approver, updater, recipient, and post-handover maintainer for each discipline and information set.
  3. Set the information specification. Record required geometry, properties, levels of development, formats, coordinates, naming, exchange dates, and status codes.
  4. Define the information hierarchy. State how the model, drawings, schedules, specifications, and field records interact and which document governs a conflict.
  5. Configure access. Give each user the appropriate permissions, viewing route, issue notifications, and support needed to interpret the model.
  6. Run acceptance checks. Test the file and its content against the agreed criteria; log defects and corrections rather than relying on an informal visual review.
  7. Issue and record the model. Freeze an identifiable version, record the issue date and status, preserve the check results, and notify every permitted user.
  8. Control changes. Require a documented update process when design, procurement, installation, or operation changes the information.
  9. Plan the post-handover period. If the model is intended for operations, name the maintainer, update triggers, retention location, and process for future edits.

Questions to ask at the project kickoff

  • What will the recipient do with the model, and what is explicitly outside scope?
  • Which party owns each discipline’s content and each update at every stage?
  • What information, level of development, format, exchange date, and acceptance test are required?
  • Who may access and rely on each model, and what sharing, intellectual-property, and liability terms apply?
  • How will the model be coordinated with drawings, schedules, specifications, and other issued information?
  • Who maintains the information after handover, if owner or facilities use is intended?

These prompts are a practical specification framework, not a universal legal checklist. The applicable contract form, jurisdiction, professional rules, and project delivery method still matter.

Conflicts with drawings go unresolved

Failure: Teams assume the model controls while the contract still requires 2D documents, or vice versa. Correction: State the hierarchy of documents and require coordination checks before issue.

Responsibility shifts by implication

Failure: An integrator is treated as responsible for design accuracy merely because it assembled information. Correction: Separate authoring, coordination, checking, and approval duties in the agreement and obtain legal and professional review where needed.

Handover ends the information lifecycle

Failure: An owner receives a model but no process for maintenance. Correction: Name the post-handover custodian, update events, permissions, retention location, and change-record method.

What the available evidence can—and cannot—prove

The 2015 Building Design + Construction article documents a BIMForum discussion and period-specific practitioner and legal perspectives. It does not provide a statistical success rate, a universal definition of model reliance, or a jurisdiction-wide legal conclusion. The RAIC material supplies Canadian professional context and refers to instruments including an IBC BIM appendix and CCDC 30–2018, but the current editions and legal effect for a particular project must be verified rather than assumed. BIM Solutions offers practitioner guidance on model quality and sharing, not a regulator’s rule, contract authority, or standard.

For a live project, identify the jurisdiction and governing contract, then have the project team and appropriate legal and professional advisers review the intended model uses, reliance language, information requirements, and risk allocation. That review is especially important when a project moves from model-as-reference to model-as-relied-upon-deliverable.

Bottom line

BIM works as a deliverable when the project defines what the model is for, supplies the required information, gives intended users usable access, assigns authorship and checking, verifies quality, coordinates the model with other issued documents, and records the contractual and legal boundaries of reliance. Without those controls, “delivered BIM” is only a file; with them, it can become a dependable part of the project’s information package.
