Bil-Guard 2.0 Roof Hatch Railing: Sizes, OSHA Criteria, and Installation Essentials

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

BILCO’s Bil-Guard 2.0 is a fixed roof-hatch safety railing system designed to provide permanent fall protection around roof-hatch openings. It attaches to a hatch’s capflashing rather than penetrating the roof membrane, but the correct model, dimensions, installation and job-specific regulations still determine whether a particular installation is suitable. This guide explains the system, standard sizes, materials, relevant OSHA guardrail criteria and the checks needed before specifying or installing it.

What the Bil-Guard 2.0 system is

Bil-Guard 2.0 is BILCO’s permanent railing assembly for roof-hatch openings. BILCO describes it in this exact product claim: “Fixed roof hatch safety railing system provides a permanent means of fall protection for roof hatch openings.” The system is intended for facilities where workers must access a roof hatch repeatedly and a removable barrier would be impractical or easy to omit.

As an Amazon Associate I earn from qualifying purchases.

The assembly surrounds the hatch curb with rails and posts and includes an access section that works with the hatch opening. Its purpose is to define a protected area at the opening, help prevent a person from stepping or falling directly into the hatch, and provide a visible barrier for routine roof access. It is a roof-access component, not a substitute for a site-wide fall-protection plan, safe-work procedure or inspection program.

Attachment without roof-membrane penetration

BILCO says Bil-Guard 2.0 attaches to the roof hatch capflashing without penetrating the roof membrane. That can simplify coordination with the roofing assembly because the railing is mounted to the hatch rather than fastened through the field of the roof. The statement applies to compatible hatch construction; an installer still has to confirm the actual capflashing profile, curb dimensions and available mounting surface before work begins.

The product is marketed for BILCO hatches and for hatches from other manufacturers that have compatible capflashing. “Fits brands of hatches with capflashing” is a compatibility description, not a guarantee that every hatch with a flashing lip will accept every RL2 model. Existing roof details, repairs, coatings, insulation build-up and obstructions can change the usable dimensions.

Standard models and how to choose a size

The standard RL2 models correspond to common roof-hatch opening sizes. The dimensions below are the nominal hatch sizes shown in BILCO’s product literature; confirm current dimensions and fit with BILCO before issuing a specification or purchase order.

Roof-hatch opening Metric equivalent Hatch model Bil-Guard model
36 × 30 in. 914 × 762 mm S RL2-S
36 × 36 in. 914 × 914 mm E RL2-E
48 × 48 in. 1219 × 1219 mm F RL2-F
30 × 54 in. 762 × 1372 mm NB RL2-NB
30 × 96 in. 762 × 2438 mm L RL2-L

BILCO also lists special sizes. A special-size request should be treated as an engineered fit question, not as permission to adapt a standard railing in the field.

Measure an existing, non-BILCO hatch

For a hatch made by another manufacturer, BILCO’s flyer asks for two dimensions: the hatch opening and the outside curb dimensions. Record both dimensions in the same units, identify which dimension runs in each direction, and note whether the curb is square. Measure the physical hatch rather than relying only on an old drawing, because replacement lids, curb repairs and roof overlays can alter the as-built condition.

  • Record the hatch manufacturer and model if a nameplate is present.
  • Ask BILCO to confirm the RL2 model or special-size requirement against those measurements.

Do not select a railing solely from the clear opening. The railing brackets engage the curb and capflashing, so the outside curb and the shape of the flashing affect fit and the position of posts and rails.

Construction and design details

Component Published material or finish Why it matters when specifying
Posts and rails 1¼-inch Schedule 40, 6061-T6 aluminum alloy Defines the primary rail geometry and provides a lightweight metal assembly; verify the supplied configuration for the selected model.
Curb-mounting and teardrop brackets 6063-T5 aluminum extrusions These parts connect the railing to the hatch curb and capflashing.
Locking mechanism Cast aluminum Forms part of the access section; inspect operation after installation.
Spring hinges and fasteners Type 316 stainless steel Provides corrosion-resistant hardware; the roof environment still requires inspection.
Finish Safety-yellow powder coat Improves visibility and supplies the standard appearance.

BILCO states a five-year warranty against defects in material and workmanship. Other finish options may be available by special order, with minimum-order restrictions; obtain the current commercial and warranty terms for the project rather than assuming a custom finish has the same lead time or conditions.

OSHA guardrail criteria that affect a roof-hatch installation

OSHA 29 CFR 1910.29 is a general-industry rule. The applicable standard can differ by work activity, industry classification, jurisdiction and project requirements, so the project’s safety professional should identify which rules govern the roof access. BILCO says Bil-Guard 2.0 satisfies OSHA 29 CFR 1910.29 and meets OSHA strength requirements. That is a manufacturer statement; it does not by itself establish compliance for every hatch, installation or work setting.

OSHA provision Relevant criterion Design or field question
29 CFR 1910.29(b)(1) The top edge of a top rail or equivalent member is 42 inches (107 cm), plus or minus 3 inches (8 cm), above the walking-working surface. Is the installed rail height measured from the actual roof or platform surface where a worker stands?
29 CFR 1910.29(b)(2) and (b)(3) Intermediate members are required in specified circumstances, and the guardrail must withstand a 200-pound (890-N) load at the top rail. Does the supplied rail arrangement provide the required intermediate protection, and is the installed system supported and fastened as specified?
29 CFR 1910.29(b)(13) An opening used as an access point, such as a ladderway, requires a self-closing gate that swings or slides away from the hole, or an offset that prevents a person from walking or falling into it. Does the access section close and operate in the direction and configuration required for this opening?

These figures are regulatory criteria, not injury-reduction statistics. The 42-inch dimension is measured at the walking-working surface, which may not be the same elevation as the roof membrane if a raised platform, curb or other construction changes the worker’s standing level. Document the final configuration and resolve any conflict between the manufacturer’s instructions and the governing rule with the responsible safety professional before use.

Selection workflow for owners, specifiers and contractors

  1. Identify the governing use. Establish whether the roof is accessed by employees, contractors or both, how often access occurs and which OSHA or local requirements apply.
  2. Survey the hatch. Record the clear opening, outside curb, capflashing profile, hinge and ladder arrangement, roof build-up and nearby obstructions.
  3. Match the opening to a standard model. Use the RL2-S, RL2-E, RL2-F, RL2-NB or RL2-L mapping only as a starting point. Request confirmation for any nonstandard, altered or non-BILCO hatch.
  4. Check access geometry. Confirm that the gate or access section can open and close without striking the hatch lid, ladder, conduit, pipework or other equipment.
  5. Review submittal information. Obtain the model-specific dimensions, installation instructions, finish, hardware and any special-size details for the exact order.
  6. Coordinate the roof work. Agree who will protect the opening during installation, how the roof membrane and flashing will be protected, and who will accept the completed installation.
  7. Record the decision. Keep the measured dimensions, selected model, manufacturer confirmation, drawings, instructions, inspection record and applicable safety review with the building’s roof-access documentation.

Installation: what the published instructions cover

BILCO provides instructions for multiple RL2 configurations. The current instructions for the selected model and hatch should control the work; a generic sequence cannot replace those drawings and fastener details.

Typical tools and personal protective equipment

  • Drill and the specified drill bits
  • Wrenches or sockets and Allen wrenches
  • Tape measure and level
  • Locking pliers, flat-blade screwdriver and utility knife
  • Safety glasses and work gloves

The list is a planning aid from BILCO’s installation material. The installer may need additional roof-access, fall-protection and housekeeping equipment required by the site safety plan.

General installation sequence

  1. Secure the work area. Establish fall protection and control access around the open hatch before removing or repositioning components.
  2. Verify parts and orientation. Compare the delivered rails, posts, brackets, hinges, locking mechanism and fasteners with the model-specific instructions.
  3. Position the brackets. Set the curb-mounting and teardrop brackets on the capflashing as shown in the instructions. Check that the assembly is centered and that the access section aligns with the ladder or hatch opening.
  4. Mark and drill. Transfer the specified hole locations, use the instructed bit sizes and keep chips and debris out of the roof drainage and hatch mechanism.
  5. Install and tighten fasteners. Secure the brackets and rails with the supplied or specified hardware. Do not substitute fasteners without approval from the responsible designer or manufacturer.
  6. Check level and alignment. Confirm rail height, post plumb, corner alignment, gate clearance and the relationship to the walking surface.
  7. Test the access section. Operate the locking mechanism and spring hinges. Verify that the gate or offset arrangement prevents a direct fall into the opening and that the section closes as intended.
  8. Clean and document. Remove drilling debris, photograph the completed assembly and record the installer, date, model and any approved deviations.

BILCO’s flyer describes simplified bracket attachment, rail positioning, drilling and securing steps. It does not make an installation independent of the current instructions for the exact configuration. No independent installation or field-performance test is established here.

Inspection and maintenance after installation

A permanent railing still needs periodic inspection. Set the interval according to the building’s safety program, roof-access frequency, weather exposure and the manufacturer’s requirements. At each inspection, look for:

Common specification and installation mistakes

Choosing by opening size alone

A nominal 36 × 36-inch opening does not prove that RL2-E will fit. Outside curb dimensions and capflashing details control bracket engagement. Obtain confirmation for altered or non-BILCO hatches.

Assuming “no membrane penetration” means no roof coordination

The railing attaches at the hatch, but drilling, chips, sealants, roof overlays and existing flashing still need a coordinated method statement. Protect the membrane and keep debris out of drains and moving hardware.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

Ignoring the access path

A railing can be correctly mounted yet obstruct a ladder, hatch lid or equipment route. Check the opening direction, gate clearance and the worker’s approach before finalizing the model.

Treating the product claim as a compliance certificate

BILCO’s OSHA statement should be reviewed alongside the measured installation, applicable regulation, project drawings and inspection records. A product label cannot account for an incorrectly sized hatch, missing fastener, altered curb or different governing standard.

Substituting hardware or finish without review

Type 316 stainless spring hinges and fasteners and the specified aluminum components are part of the published construction. Unapproved substitutions can change corrosion behavior, strength or operation. Obtain written direction for special finishes or replacement hardware.

How to compare Bil-Guard 2.0 with another roof-hatch barrier

If a project evaluates more than one railing approach, compare the same evidence for each option rather than relying on a general “OSHA compliant” description:

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.
  • Fit: compatibility with the clear opening, outside curb and capflashing.
  • Roof interface: whether mounting penetrates the membrane and how flashing is protected.
  • Access configuration: rail layout, gate or offset arrangement, self-closing behavior and clearance.
  • Materials and durability: alloy, stainless hardware, corrosion protection, finish and warranty.
  • Regulatory evidence: documented dimensions, strength information, installation details and the standard being addressed.
  • Installation support: model-specific instructions, drawings, replacement parts and a clear method for nonstandard hatches.

No comparative ranking or independent performance advantage for any alternative is established here. The practical choice is the system that fits the measured hatch, can be installed and maintained as specified, and is accepted under the project’s governing safety requirements.

Warranty, availability and project documentation

BILCO states a five-year warranty against defects in material and workmanship. The available product information does not establish a universal price, lead time, stock status or installation cost; those items should be confirmed for the selected model, location and finish. Special finishes may carry minimum-order restrictions.

For a construction submittal, include the selected RL2 model, opening and outside curb dimensions, material and finish schedule, installation instructions, gate or access details, warranty terms and the project-specific safety review. Keep the final as-built measurements and inspection record so a future roof replacement or hatch repair does not create an undocumented mismatch.

Product prices and availability are accurate as of the date/time indicated and are subject to change. Any price and availability information displayed on Amazon at the time of purchase will apply.
