How can we make roads last longer? Build pavements well, monitor how they perform, and preserve them before deterioration becomes severe. Choose each treatment for the road’s condition, distress, traffic and climate; when the pavement has lost structural capacity, maintenance alone may not be enough. Durable roads depend on managing the whole life of the asset, not just the construction phase.
What road durability means
Road durability is not a single measure. A pavement can have a rough or slippery surface while retaining structural capacity, or it can look passable while developing structural distress that threatens its ability to carry traffic. It helps to distinguish three outcomes:

- Surface function: qualities such as smoothness, friction and noise that affect how the road performs for users.
- Structural capacity: the pavement’s ability to withstand traffic loads without unacceptable damage.
- Service life: how long the road or a treatment performs before it reaches a defined condition or requires further work.
Vehicle loads and environmental exposure drive pavement deterioration. A planned preservation program can slow that decline, but no treatment prevents it indefinitely. The Federal Highway Administration (FHWA) defines pavement preservation as “a program employing a network level, long-term strategy that enhances pavement performance by using an integrated, cost-effective set of practices that extend pavement life, improve safety and meet motorist expectations.” FHWA’s 2010 treatment evaluation attributes that definition to Geiger (September 2005).
How agencies choose a treatment
FHWA’s shorthand for preservation is the “3Rs”: the right treatment, on the right pavement, at the right time. That requires diagnosis before selection. A treatment that suits one road may be ineffective or inappropriate on another, even if the roads appear similar at a glance.

Diagnose the pavement and its distress
Start with pavement type, existing condition and the distress that needs attention. Determine whether the need is primarily functional—such as improving smoothness or surface friction—or structural. The distinction matters: preventive maintenance is planned work intended to sustain or improve condition, but it generally does not add capacity or structural value. FHWA describes major rehabilitation or reconstruction as potential capital improvements when deterioration is excessive or capacity is insufficient. FHWA’s infrastructure policy chapter distinguishes these roles.
Account for the road’s use and environment
Traffic loading, including heavy truck volumes where relevant, and local climate and moisture conditions influence treatment suitability and performance. Existing pavement condition also affects whether a surface treatment can address the problem or whether more substantial work is needed.
Check feasibility, delivery and expected performance
Compare material and construction requirements, work-zone duration, expected performance, relative cost and available funding. A treatment may be technically suitable but impractical if the work-zone constraints cannot be met. FHWA’s guidance for high-traffic-volume roads recommends assessing feasibility against specific distress types and balancing treatment constraints rather than relying on a universal ranking. As Christopher Newman of FHWA put it in an April 2011 issue of FHWA Focus: “Selecting an appropriate preservation treatment for a given pavement at a given time is not a simple process. It involves balancing performance considerations with condition, traffic, materials, funding, and other factors, as well as the applicability and constraints of the treatments being considered.” The guidance is a useful framework, not a current specification for every jurisdiction.

What road maintenance makes a difference?
The useful question is not which treatment is best in general, but which one addresses a diagnosed problem on a particular pavement. FHWA’s examples illustrate the range available to agencies; actual specifications and suitability depend on local requirements and conditions. FHWA’s policy chapter includes these examples.
Flexible pavements
For flexible pavements, an agency toolbox may include thin asphalt surfacings such as chip seals, scrub seals, slurry seals, microsurfacing and ultrathin bonded wearing courses. Their suitability depends on the pavement’s condition and distress, among other factors; they should not be treated as interchangeable options.
Rigid pavements
For rigid pavements, examples include dowel-bar retrofit to reduce future faulting, fast-setting partial- or full-depth patching, pavement removal techniques to accelerate patching, and diamond grinding to improve smoothness, noise and friction. These examples do not imply that each treatment resolves every pavement problem.

When comparisons help—and when they mislead
FHWA’s 2011 analysis of the Long-Term Pavement Performance (LTPP) SPS-3 experiment compared four flexible-pavement maintenance options with an untreated control: thin hot-mix asphalt (HMA) overlay, slurry seal, crack seal and chip seal. The tested thin overlay was typically 1 inch (25.4 mm) or less. The analysis considered moisture, freeze/no-freeze temperature zone, subgrade type, traffic loading and existing condition. It covered 48 combinations at 81 sites in 33 U.S. states and Canadian provinces, measuring outcomes including fatigue cracking, rutting and roughness (IRI). FHWA’s report summarized thin overlays and chip seals as having superior performance overall compared with slurry seals and crack seals. However, slurry- and crack-seal results were comparable to the untreated control in most cases, and rankings varied with distress and site factors. This is a study-specific finding, not a guarantee that an overlay or chip seal is the right choice for a particular road.
A revised FHWA analysis published in 2017 used LTPP Standard Data Release 28.0 (2014) and datasets from the Colorado, Louisiana and Washington transportation departments. It considered both functional and structural pavement-condition concepts. Those details are important context for interpreting the analysis; they do not establish a universal current ranking of treatments. FHWA’s revised report describes its evidence basis.
What published service-life ranges can—and cannot—tell you
The table shows ranges reported by FHWA in a 2010 synthesis of state-submitted project data. They are not product guarantees, promises for a specific route or controlled head-to-head estimates applicable to every roadway. Of 256 projects submitted across six target states, 71 (28%) were excluded, notably because extended-life information was missing. FHWA cautioned that comparing the effectiveness of treatments across states was difficult. Definitions, data quality, traffic, climate, pavement design and treatment practices varied. The FHWA report’s executive summary gives the ranges and limitations.

Because the figures are reported ranges, not a forecast for an individual project, use them as context for questions—not as a substitute for local evaluation. Ask what pavement and climate the comparison represents, how the range was assembled, and what condition counts as the end of service life. The cited reports do not establish one universal number of years a treatment will add.
When should a road be repaired instead of rebuilt?
Repair and preservation are appropriate when their scope can address the diagnosed need. If the problem is surface-related and the pavement still has adequate structural capacity, a suitable preservation treatment may sustain or improve its condition. When structural deterioration is excessive or capacity is insufficient, FHWA says major rehabilitation or reconstruction may be needed. Its policy chapter distinguishes preventive maintenance from those capital improvements.
The decision should follow condition assessment rather than the name of a preferred treatment. A maintenance project cannot be assumed to strengthen a pavement simply because it improves the surface, and a service-life range for a treatment does not by itself prove that the treatment fits a structurally deficient road.

Is there one sustainable pavement choice?
No material or treatment is universally sustainable independent of its setting. FHWA says sustainability depends on project location, climate, available materials, facility type, service level, organizational goals and connections with other transportation systems. A meaningful comparison therefore needs a defined boundary and local evidence; calling one material “the sustainable choice” without those qualifications overstates what can be established. FHWA’s 2015 publication on sustainable pavement systems also describes preservation-based design as planning for future treatments, while noting that information on sustainability impacts in the cited chapter was limited.
A separate example: bridge connections
Roadway pavement evidence should not be conflated with bridge performance. As a distinct bridge example, FHWA describes field-cast ultra-high-performance concrete (UHPC) for connections between prefabricated bridge elements as an approach intended to create robust connections with better long-term performance than conventional connection approaches. That bridge connection example does not establish pavement outcomes. FHWA’s infrastructure policy chapter discusses both areas.
What a practical preservation program needs
Durable road infrastructure depends on consistent asset management: identify condition and distress, select work that fits the need, and plan beyond a single construction job. A program grounded in the 3Rs uses network-level planning to time appropriate treatments, while recognizing when a road needs structural rehabilitation or reconstruction instead of preventive maintenance. Because the available evidence here is predominantly U.S. FHWA guidance and reports, local agencies should apply their own climate zones, specifications, approved treatments and funding rules.
