The most effective way to keep a local business operating during a stadium event is to use a coordinated event-day access plan, not an improvised parking restriction. Work with the venue, city transportation and parking teams, transit operator, police, emergency services, neighboring businesses and business-improvement district several weeks in advance. Map customer, employee, delivery and emergency routes; reserve and enforce loading and customer spaces; move rideshare activity away from business curbs; promote transit, walking, cycling, carpools and shuttles; publish a simple access map; and monitor conditions throughout ingress and egress.
This approach protects sales and deliveries while reducing the number of vehicles searching for spaces. It also gives everyone a defined response when attendance, weather or an incident changes the plan.

Why stadium days create unusual problems for nearby businesses
A stadium event compresses thousands of trips into a short period. The resulting demand is different from an ordinary busy day:
What’s actually slowing this PC down?
Pick the symptom - the matching free tool is one click away.
- Ingress arrives in waves. Customers, employees, vendors and fans may all approach at the same time, while road lanes are diverted or closed.
- Egress is less predictable. A game ending, concert encore, weather delay or overtime period can release a large crowd at once.
- Curb space becomes contested. Delivery vehicles, customer parking, taxis, app-based rides and pedestrians compete for the same few feet at the edge of the street.
- Parking behavior changes. Fans may occupy spaces for several hours, circle through side streets or use customer and loading areas because they appear closer to the venue.
- Emergency and accessibility needs remain. Fire lanes, ambulance access, accessible parking and clear pedestrian paths cannot be traded for temporary capacity.
A business therefore needs an access system that distinguishes four uses: customer arrival, employee parking, deliveries and emergency or accessible access. Treating every curb or parking space as interchangeable is the fastest way to create blocked doors, missed deliveries and frustrated customers.

Federal Highway Administration (FHWA) special-event guidance emphasizes advance coordination, clear roles, contingency planning and integrated real-time communication. Those principles apply whether the venue hosts a professional game, a concert, a festival or another high-attendance event.
Build one operating plan with every party that controls access
Start with the venue and municipality rather than waiting for temporary signs to appear. Ask for the event mobility plan, street-closure schedule, transit plan, parking map, loading rules and emergency contacts. Invite the people who can make or enforce changes:
- Venue operations and event security
- City transportation, parking and public-works staff
- Transit operator and shuttle coordinator
- Police, fire and emergency medical services
- Neighboring businesses, property managers and the business improvement district
- Residents’ representatives where residential streets are affected
Assign decision rights before event day
Put one person in charge of the business group and give that person a direct incident contact at the venue or city. Record who can approve a curb change, move a pickup point, authorize emergency access or request enforcement. A shared phone number, radio channel or operations chat is more useful than a long email chain during a closure.
Seattle used formal interagency meetings and a resident hotline for stadium transportation. Toronto operates a Unified Mobility Coordination Centre to connect transportation agencies and event partners. A smaller city does not need the same facility, but it does need the same principle: one place where current information and decisions are coordinated.
Use a preparation timetable
- Several weeks before the event: obtain the event calendar, expected attendance, road closures, transit service, parking restrictions and approved rideshare areas.
- Two to three weeks before: walk the block with the venue, city and neighboring businesses. Mark customer spaces, loading bays, accessible routes, fire lanes, delivery approaches and alternate pickup points.
- One week before: finalize employee shifts and parking instructions, order compliant temporary signs or delineators, and prepare customer messages in the languages your customers use.
- One to two days before: confirm enforcement staffing, check signs and cones, verify that the fallback pickup area is open, and test the incident contact list.
- After the event: record delays, complaints, occupancy and sales, then meet with partners while the details are still fresh.
Map the access that must remain available
Create a one-page map that a customer, driver or new employee can understand without local knowledge. It should show:
- The business entrance and an accessible entrance
- Legal customer parking and the hours or time limits that apply
- Employee parking that does not consume customer turnover
- Loading locations, delivery approach directions and permitted loading times
- Emergency access and fire lanes that must never be blocked
- Street closures, stadium entrances and pedestrian crossings
- Transit stops, shuttle stops, cycle parking and a walking route
- The designated rideshare pickup and drop-off location
- A fallback route or pickup point if the primary curb is closed
Give the map to staff, delivery partners and customers before the event. A plain diagram with landmarks is generally more useful than a list of street names alone. Confirm every restriction with the municipality; a private sign cannot override a public parking regulation.
Protect customer and resident parking
Temporary event controls should be specific about who may park, when and for how long. Options include time-limited event restrictions, business or resident permits, marked customer spaces, enlarged loading zones and active enforcement. Seattle’s stadium handbook lists increased enforcement, residential parking zones, larger loading zones, business parking zones and clear parking-space delineation as practical measures.

Washington, DC extended permit restrictions around events and specifically targeted circling and “squatting”—drivers occupying spaces while waiting or leaving a vehicle for long periods. The lesson for a local business is to protect turnover, not merely to add more spaces. A customer who can reliably find a short-stay space is more valuable to the business than a fan who occupies it for an entire event.
Use signs and delineators that support the legal rule
Portable event parking signs, compliant cones and space delineators can communicate “customer parking,” “loading only,” “no event parking” or a time window before an enforcement officer arrives. Use the wording, placement, dimensions and permit process required by the local authority. Place signs where a driver makes the parking decision, not hidden beside the door. Remove or cover temporary signs when the restriction ends so they do not confuse customers on ordinary days.
Keep employees from competing with customers
Employee vehicles often fill the spaces a business needs most. Send staff a separate event-day instruction that identifies where to park, how early to arrive and which streets may close. Useful measures include:
- Staggering shifts so everyone does not arrive during the peak fan wave
- Allowing remote work or flexible start times for duties that do not require a site presence
- Arranging a shared employee shuttle from a remote lot
- Encouraging transit, walking, cycling and carpools with clear route information
- Requiring employees to keep loading areas and accessible spaces clear
Give employees a contact for changes; otherwise they may improvise by parking in a neighboring business’s spaces or blocking a delivery approach.
Shift trips away from single-occupant cars
Every customer message should present a practical alternative to driving alone. Include transit, event shuttles, walking, cycling, carpools and legal parking directions in appointment confirmations, reservation emails, receipts and social posts. Explain the final walking route and the time it takes from the stop or remote lot to the business.
Transit and shuttles
Coordinate with the transit operator and venue about extra service, stop closures and the last departure after the event. FHWA cites Ogden Twilight, where the concert ticket included a transit fare, as an example of making transit the easy choice. Toronto makes transit primary, increases service and adds temporary cycle parking for major events.
A business can reinforce that choice without operating a bus itself: publish the correct stop, show the pedestrian connection, and tell customers where to enter if a normal sidewalk is diverted. If a group shuttle is feasible, use a remote pickup point away from the customer and delivery curb and publish a backup location.

Walking and cycling
Mark the safest approach from transit stops, remote parking and nearby neighborhoods. Keep sidewalks, crossings, ramps and building entrances free of signs, stock, vehicles and queues. Identify cycle parking that does not obstruct a fire lane or accessible route. These small details help customers who cannot or do not want to drive and reduce the number of short car trips around the venue.
Separate rideshare activity from business curbs
App-based rides and taxis need a managed pickup and drop-off location. Agree on a signed point outside restricted business and pedestrian areas, then put that location in every customer instruction. If the venue has a designated transportation network company area, use it rather than allowing drivers to stop at the nearest storefront.
During egress, keep a staff member or city marshal at the curb if possible. A visible person can direct drivers to the legal area, keep a delivery lane open and report a blocked emergency route. Establish a fallback point for a surge, a road closure or a queue that reaches the business frontage.
Publish clear, multilingual wayfinding before the event
People make route and parking decisions before they reach your block. Send a short access notice several days ahead and repeat it on the event day. Include:
- What streets or lots are restricted and when
- Where customers may legally park and the maximum stay
- The loading window and delivery entrance
- Transit, shuttle, walking and cycling options
- The designated rideshare point
- A map and a phone number for access problems
Use the event website, business website, social channels, email, reservation confirmations and in-store notices. USDOT guidance recommends integrated apps, mapping-application coordination, centralized operations and real-time multilingual information. Toronto reports enhanced wayfinding at transit hubs and along walking routes. If a map service displays an old closure, ask the venue or city whether it can be corrected and post your own notice until it is.

Pricing and time limits can protect turnover when they are coordinated with local rules. Portland changes event-day parking from a four-hour limit to a two-hour limit and applies a higher event rate; its 2024 event rate was $6 per hour. This type of policy discourages long-stay event parking in spaces intended for short visits, but it must be communicated clearly and enforced consistently.
Do not simply push vehicles onto adjacent blocks. Review occupancy by block, consider resident impact and provide a legal alternative. A rate or time change that is not signed, mapped and enforced can create more circling rather than less.

Run the plan in distinct operating phases
Before ingress
- Inspect signs, cones, loading bays, accessible spaces and fire lanes.
- Confirm the latest closure and transit information with the operations contact.
- Brief employees, delivery drivers and security on the map and escalation process.
- Record a baseline count of occupied customer spaces and any unusual queue.
During ingress
- Keep deliveries within the agreed window; delay a noncritical drop rather than blocking the curb.
- Watch for fans following outdated navigation directions into customer spaces.
- Log blocked lanes, illegal parking, customer complaints and delivery delays with times and locations.
- Request enforcement through the designated contact instead of confronting drivers in a roadway.
During the event
- Maintain a reduced but monitored delivery and waste-collection schedule.
- Check that accessible routes and emergency access remain clear.
- Update the business’s phone greeting, website banner or social post if a route changes.
During egress
- Move staff to the rideshare and pedestrian conflict points before the venue releases its crowd.
- Keep loading and customer areas protected until the surge has passed.
- Use the fallback pickup location if queues reach the primary curb.
- Record the time traffic returns to normal and the time the final delivery is completed.
Plan for uncertain attendance and incidents
Attendance and travel-mode forecasts are estimates, not guarantees. Build spare capacity into the plan and decide in advance who acts when the forecast is wrong. The USDOT peer exchange recommends simulation, capacity above the forecast and clear incident ownership.
Prepare short playbooks for:
- Attendance surge: activate overflow parking, shuttle or pickup locations and extend enforcement.
- Severe weather: protect pedestrians from unsafe crossings, communicate delays and keep emergency access open.
- Collision or road closure: switch to the mapped alternate route and tell customers which entrance remains open.
- Transit disruption: publish the next available option and prevent a sudden rideshare queue at the business curb.
- Blocked delivery: use the alternate loading point and notify the recipient before the driver arrives.
Give each playbook an owner, a trigger and a message template. A plan that depends on one person noticing a problem is not resilient.

Track the same measures for every comparable event so improvements are visible. Useful indicators include:
| Measure | How to use it |
|---|---|
| Vehicle trips per 1,000 attendees | Shows whether transit, shuttles, carpools and active travel are reducing drive-alone demand. |
| Parking occupancy and turnover | Shows whether customer spaces are available and whether fans are staying beyond the intended limit. |
| Customer access complaints | Record the location, time and issue so a recurring blockage can be redesigned. |
| Delivery delay | Compare scheduled and actual arrival times, including the cause of any missed window. |
| Transit or shuttle boardings | Indicates whether the alternatives promoted to customers are being used. |
| Average travel time and post-event clearance | Shows how long the network takes to recover after ingress and egress. |
| Sales or appointments by event | Helps separate a traffic problem from normal variation in demand. |
What published case figures do—and do not—prove
Seattle’s 2000 Seahawks transportation program measured 182 cars per 1,000 attendees and reported post-game traffic 35 minutes shorter than after Husky games. Seattle City Council permit requirements for Safeco Field set targets of 330–345 vehicles per 1,000 attendees in the first year and 275–325 in year three and beyond. These are local program measures, not universal standards for every stadium.
Other published examples are similarly venue-specific. A Fort Myers baseball-stadium signal-retiming project cut inbound arterial average travel time by more than 40 percent. Extra NJ Transit service for a 2024 MetLife concert reduced vehicle hours of delay by 19 percent at that venue. Tokyo 2020 transportation-demand-management measures reduced vehicle flow by 10 percent and delays by 80 percent. The projects differed in layout, baseline congestion, event size and transit supply, so their percentages should be treated as examples of what a targeted intervention can achieve, not promises for a particular business.
The 2017 Wyoming solar eclipse attracted nearly 200,000 out-of-state visitors, according to FHWA. That unusual scale illustrates why local businesses should test capacity and emergency communications before an exceptional event rather than relying on an ordinary game-day assumption.

| Criterion | Question to ask |
|---|---|
| Customer and delivery access | Can a customer reach the door and can a supplier complete a legal, safe delivery? |
| Drive-alone reduction | Does the measure make transit, a shuttle, a carpool, walking or cycling more convenient? |
| Occupancy and turnover | Will spaces remain available for short visits, or will the measure merely move long-stay parking nearby? |
| Cost and enforcement | Who supplies signs, staff, technology and enforcement, and for how many events? |
| Equity and resident impact | Does the plan preserve access for residents, people with disabilities and customers without a car? |
| Emergency and ADA access | Are fire lanes, ambulance routes, ramps and accessible entrances protected under surge conditions? |
| Adaptability | Can the team provide real-time information and change a pickup point when conditions shift? |
A low-cost sign is not a substitute for enforcement; a shuttle is not useful if its stop is trapped in the egress queue; and higher parking prices are counterproductive if customers cannot identify a legal alternative. Select a package of measures that works together.
Event-day checklist for a local business
- Ask the city, venue and business improvement district for the mobility and curb map several weeks ahead.
- Confirm road closures, transit service, shuttle stops, event parking rates and enforcement hours.
- Reserve and mark customer, loading, accessible and emergency spaces according to municipal requirements.
- Obtain any temporary-sign permits and use compliant cones or delineators.
- Give employees staggered shifts, remote-work choices or transit and shuttle instructions.
- Put transit, walking, cycling and legal parking directions in confirmations and social posts.
- Agree on a rideshare pickup point away from the delivery and customer curb.
- Provide the map and incident phone number to suppliers and delivery drivers.
- Inspect the site before ingress and assign someone to monitor the critical curb.
- Record occupancy, delivery delay, complaints, travel time and sales or appointments.
- Review the event with neighboring businesses and public partners, then change the map or rules before the next event.
Common mistakes and practical corrections
Posting a sign without an enforcement plan
A sign may communicate intent but cannot stop a vehicle by itself. Pair the restriction with a permit, a named enforcement contact and a documented escalation route.
Protecting parking while ignoring the curb
Customers may find a space and still be unable to reach the entrance because a rideshare queue or delivery truck blocks the sidewalk. Manage the entire frontage, including pickup, loading, crossings and accessible paths.
Sending directions only after congestion begins
Late messages arrive after drivers have committed to a route. Publish the map before the event and update it when the operations contact confirms a change.
Assuming the forecast is exact
Weather, overtime, a celebrity appearance or a transit disruption can change demand. Keep overflow and fallback locations available and define who can activate them.
Measuring only traffic speed
A faster arterial does not prove that a customer could park, a supplier could unload or a resident could get home. Track access, turnover, delays and complaints alongside network travel time.
A coordinated plan lets a local business remain reachable without trying to absorb the entire stadium crowd. The practical objective is not to eliminate event traffic; it is to separate trips by purpose, protect the curb, give people credible alternatives and make rapid adjustments when conditions depart from the plan.
